ECONOMIC DEVELOPMENT COMMISSION
1st Floor Community Center, Village Hall
Thursday, September 19, 2006
8:00 a.m.
The meeting of the Economic Development Commission (EDC) of the Village of Mount Prospect was held on
Thursday September 19, 2006 in the first floor Community Center of Village Hall, 50 South Emerson Street,
Mount Prospect, Illinois.
CALL TO ORDER
Chairman David Lindgren called the meeting to order at 8:00 a.m. Commissioners Bruce Gillilan, Tom
Zander, Skip Robertson, Tom Castagnoli were present. Commissioners Ken Fritz and Ben Trapani were
absent. Also present were Mayor Irvana Wilks, Bill Cooney, Director of Community Development, Ellen
Divita,.. Deputy Director of Community Development and Stacey Dunn, Community Development
Administrative Assistant.
APPROVAL OF MINUTES
The minutes of the June 15,2006 meeting were reviewed and approved unanimously.
OLD BUSINESS
Development Update
Mr. Cooney provided a general overview of developments throughout the Village. He stated that the former
Ramada Inn hotel was purchased by an investment group that owns five other hotels in the Chicago area and
they will be submitting plans for rehabilitating the hotel. He said a T.I.F. consultant is reviewing the economic
viability of the Randhurst triangle for possible redevelopment. Mr. Cooney stated that Garden Fresh
anticipates a mid-October opening date. He said that the Opus project on the corner of Algonquin and
Dempster is progressing. The foundation has been poured on the north building, however there may be
revisions needed on the south building prior to that foundation going in. Mr. Cooney stated that a Class 6 Tax
Incentive was granted to the property at 501 W. Algonquin. This building was purchased by Winchester
Realty and Lapmaster will be occupying part of the building.
EDC Business Retention Breakfast Meeting
There was general discussion regarding the plans for the October 19th Economic Development Commission
breakfast at Bristol Court. Stacey Dunn said that to date, approximately 225 invitations were sent out and there
have been 20 responses. The Commission discussed additional invitees from both the Chamber and DMA
membership listings. The additional invitations will be sent out in the next few days. Mr. Cooney stated the
results of the ComEd/Enterpriz Cook County surveys will presented at the meeting. There was general
discussion on the type of items the Commission would like to distribute at the meeting.

Comprehensive Plan Update
Ellen Divita explained that the Community Development Department is currently working on an update to the
Village's Comprehensive Plan. Ms. Divita explained the update process and reviewed the projected timeline
for the update. She then presented discussion questions to the Commission and there was round table
discussion regarding the issues, opportunities, strengths and challenges facing the Village.
The group first discussed the issues facing the Mount Prospect Business Community:
· High property taxes: Mount Prospect does not have the highest in Cook County, but is nearly double
that of Kane/DuPage counties ($12-$15 per square foot versus $5-$7 per square foot);
. Property taxes at Randhurst will increase nearly 20% from 2006 to 2007;
· Vacancies in Kensington Business Park;
. Utility rates and energy costs are high for industrial users;
· Leasing rates: caps include rent, tax and maintenance. Comparatively rates are flat, $15-$25 per square
foot in Village, $20-$27 in Chicago;
. Lack of space for outlot development.
The group then discussed opportunities for the Business Community in Mount Prospect:
. Proximity to airports;
. Kensington Business Park (need residence hotels, offer ESL classes);
. Christian College on Rand (promote/work with);
. Need for restaurants and lodging on the north end of the Village;
. Development potential of the Tower Inn property;
. Obsolete buildings as opportunity for development;
. Affluence of residence is rising;
. Chicago economy is 3rd in the United States, ranks 16th in the world (as its own country).
The group identified strengths of the Business Community as:
. Tourism;
. Ethnic diversity and the number of immigrant business start-ups;
. Robust Economic Development Commission;
. Importance placed on family/community;
. Availability of Class A office and distribution space;
. Rejuvenated workforce and stable community (people who grew up here, move back);
. Strong education system;
. Public transportation (Metra, Airport, Interstates);
. Proximity to Chicago;
. Infrastructure.
The group concluded that the Village of Mount Prospect offers a "total package" to retailers, but people just do
not know that it is all here.

Mal Holec, Quince Lane complimented the Village on the good job of snow plowing. He
wanted to know the purpose of a sidewalk inspector. Mr. Janonis explained that the town will be
broken into sections; the employee will look for property maintenance issues and issue citations.
Kimberly and Andy Skic, North Owen Street complimented the Village on the good job of
snow plowing, especially compared to neighboring communities.
Ken Koeppen, Linneman Road asked if the Village has a shared agreement with the state to
plow state routes, which we do. He also asked if our squad cars have cameras, and Mr. Janonis
responded that they all have cameras and will be updated to digital cameras.
Arlene Juracek, South Lancaster complimented the Village on the good job of snow plowing,
especially compared to neighboring communities. She asked if we could encourage residents to
shovel their sidewalks especially along busy streets. Mr. Janonis said that although the state has
relieved homeowners who shovel from liability, requiring shoveling could present problems for
homeowners who are unable to do it themselves and can not afford to pay to have it done. Mrs.
Jurascek said that downtown merchants are frustrated with the building code and there is a need
for a workshop possibly with Fire, Community Development and Engineering involved
dispelling rumors. Mr. Janonis suggested the recently formed downtown merchants group could
organize this. She also stated that she thinks Ellen Divita has done a great job.
Walter Fisher, South Can-Dota Avenue has worked on removing stray cats from his neighbor,
but brought in an article about 400 stray cats collected at the Oasis Park. He is worried about
disease issues with these cats. Mr. Janonis took a copy of the article, and will check into the
matter.
Kevin Christianson, West Prospect Avenue stated that this was his first meeting, and wanted
to thank the Mayor and Trustees for a job well done.
Eric Merts, South Albert Street stated that this was his first meeting and wondered who was
running for the open trustee spot. Arlene Juracek stated that she was running in the April 17th
election.
Laura Traviolia, Julie Lannert, Judy and Steve O'Mara, Christy Watychowics, Nancy
Bennett, Julie Johnson, Jim Byrne, all of South Wa Pella asked when the stop sign/traffic
issue on Wa Pella will be examined by the board. They were told that after the first of the year
there will be a neighborhood meeting probably held at Lincoln School and residents will be
notified. Julie Johnson asked about the volume of traffic on the streets and was told that this will
be discussed at the neighborhood meeting.
Steve O'Mara, South Wa Pella Avenue would like residents to be notified not to pile leaves in
the street when snow plows need to clean the street. The plows push the leaves in other people's
yards. There was a general discussion on how the Village notifies residents about this issue.
The leaf pickup and snow plow equipment are the same.
Teri and Jim Archam, Briarwood discussed the issue of speeding in their neighborhood.
Because they have no sidewalks, residents have to walk in the street. It is frightening, especially
after dark, when cars speed down their road. They believe the majority of speeders come from
the town homes and the car dealership. The vehicles from the strip mall knocked down their
sign. There was a general discussion involving speed bumps and installation of lights.
Community Development will follow up. They also felt the Village did a great job of snow
plowing.
Christy Watychowics, South Wa Pella Avenue said that the snow plowing was great. She also
commended Trustees Hoefert, Corcoran and Skowron for voting on the smoking ordinance to
protect the workers.
Carol Tortorello, South Elmhurst Avenue felt the Village does a great job of leaf pickup and
did a great job of snow plowing. She wondered why we do not have an official Christmas
lighting ceremony. There was a general discussion on the multi cultural aspects of the Village
and holidays. If the downtown merchants were interested, they could bring this forward.
Skip Farley, North Emerson Street voiced his disappointment on the smoking ordinance not
taking into consideration the health aspect issue. Trustee Lohrstorfer said he checked the OSHA
web site and found no articles on smoking in the workplace. He said that if this does not work
out, it will be reviewed again. Mr. Farley also inquired on the status of the demolition at the
comer of 83 & Busse. A general discussion about how the building had to be demolished
carefully so not to damage the neighboring building that shared the same foundation. He also
announced that the Special Events Commission received $1,000 from Walmart for the Celestial
Celebration banquet. The Shining Star awards received 170 nominations.
Rodger Kruse, South Louis Street said that the snow plowing was great; however, he discussed
areas of town that need additional snow removal attention. He gave pictures to Mr. Janonis. He
then discussed various areas of sight obstructions on private property including the southeast
comer of Louis and Central. An article will be included in the next Village newsletter.
Terry, Eric and Greg Franzen, West Prospect Manor said they are boy scouts and are
attending the meeting in conjunction with earning a government badge. One of the boy scouts
commented on how he felt speeding on Forest by Prospect High School was dangerous. Mr.
Janonis said that due to its uniqueness, this road may be a candidate for speed bumps.
David Schein, NaWaTa Avenue felt that the snow removal and cleaning of the Holiday Parade
route in less than 36 hours was remarkable. He appreciated that there were no headlights on
parade vehicles. He also appreciates the map being installed in the Community Center.
As there was no more business to address, the meeting was adjourned a 10:40 a.m.
