He asked Whether Human Services goes out to recruitpersons who need service or assistance or focuses specifically on walk-ins. Nancy Morgan stated that not only does her staff ,look to assist :,individuals, they also get referrals from ether Departments including the Police and Fire Department who they feel may need some assistance. She stated the majority of people who receive service are through self -referrals. V. ANY OTHER BUSJN� 11 POW" 11 1 Trustee Hendricks clarified his request for a change in the Liquor Commission. He stated that he is asking that a change in the Liquor Commission be added to the Deferred List of items for the Committee of the Whole Agenda. The change in the Liquor Commission would be from a single Liquor Commissioner (Mayor) to a committee of three Commissioners. V1. ADJOURNMENT There being no further business, a Motion was made by Trustee Ho efert and Seconded by Trustee Skowron to adjourn. The meeting was adjourned at 10.00 P.M. CALL TO ORDER: Cha nnan Westlake called the meeting to order at 7:30 PM. APPROVAL OF MRR=S: The minutes from the January 19, 1995 meeting were approved as written. CITIZEN FORUM: Mr. Peter Lamon distributed a copy of an article from the Wall Street Journal, "Trash Talk: Debunking the Myth",, January 19, 1995. Based on the information in the article, Mr. Lannon. expressed his concern on the cost effectiveness of the Village's curbside recycling program. He also questioned the need for the Village's involvement with SWANCC and the efforts to site the balefill; according to the article there is no landfill shortage. Chairman Westlake provided some additional insight into the information detailed in the artcle, how the information applied to Illinois, specifically the northwest subuxbs. While nationwide there may not be a landfill crisis, in the Chicago region there has been no new landfill sited ice 1981; two landfills located in DuPage are scheduled to close in 1997. There was a lengthy discussion on the merits of recycling and other waste disposal issues. Chairman Westlake stated that the Mount Prospect Recycling Program is at a break even point as fear as cost; what the Village saves in tipping fees for the recyclables collected pays for the cost of the program. (While several variables must be considered further analysis of the recycling program shows the - is not at the break evm point. Howeva, it is anticipated that as the fees for waste disposal continue to ni se tipping fees will soon exceed the costs associated with recycling.) SOLID WASTE PROGRAMSMONTHLY DATA: There was no discussion on existing or monthly data. CCOAERCIAL RECYCLING: As Ms. Janet Hansen, Chamber of Commerce Executive Director was unable to aftwd the meeting it was suggested that it may be more conducive for a representative from the Comrnission to meet -Aith Ms. Hansen and the Chamber's Govmmmental Affairs Committee to discuss commercial recycling.
