RESOLUTION NO. 10-76
A RESOLUTION IN SUPPORT OF EMERGENCY
MUTUAL AID IN PUBLIC WORKS
I WHEREAS, the Northwest Municipal Conference Public Works Department have met
regularly since January, 1976, for purposes of exploring and promoting those pro-
grams and policies of mutual interest; and
WHEREAS, the potential for public works emergency manpower and equipment shar-
ing has received considerable attention as a necessary and worthwhile activity for
the combined efforts of the Conference municipalities; and
WHEREAS, the incidence of natural and man-made disasters in the northwest subur-
ban area offers particular concern for those municipalities and those residents in
need of immediate and sustained relief in times of emergency; and
WHEREAS, most emergency situations in the Conference area require large and
timely concentrations of public works manpower and appropriate equipment for
i such relief; and
II WHEREAS. individual municipalities are not always in the position to provide emer-
gency concentrations of men and equipment; and
WHEREAS, the conference has actively pursued the formation of an area-wide mu-
tual aid agreement and plan for emergency action in the area of public works; and
WHEREAS, the effective sharing and manpower and equipment on an emergency
basis should be free of the restrictions imposed by economic and politinalconsi-
derations;
I NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That the Village of Mount Prospect give full support and approval
to the development of a voluntary area-wide mutual aid agreement for the use and
exchange of public works manpower and equipment on an emergency basis.
SECTION TWO: That any such voluntary exchange of manpower or equipment on an
emergency basis be at no cost to the village or city in receipt of such services.
SECTION THREE: That the discretion for equipment use and general assistance be
the prorogative of the Director of the Department of Public Works for the duration of
voluntary compliance with the mutual aid plan.

SECTION FOUR: That this Resolution shall be in full force and effect from and
after its passage and approval in the manner provided by law.
