RESOLUTION NO. 42-06
"A DAY OF REMEMBRANCE"
SEPTEMBER 11, 2001
WHEREAS, today we remember and honor those individuals who tragically perished in the senseless and
destructive acts of terrorism on September 11, 2001; and
WHEREAS, commemorating this tragic event allows us to recognize the heroic sacrifices and generosity of our
nation's military service members, firefighters, rescue workers, law enforcement and public works personnel,
and citizens; and
WHEREAS, September 11 shall always be a sad reminder of the physical and emotional devastation of global
conflict; yet it is also a day to unite with hope and vision for world peace; and
WHEREAS, September 11, 2006 marks the 50th Anniversary of Sister Cities International an organization of
internationally engaged citizens dedicated to bringing the world closer through mutual respect, understanding
and cooperation; and
WHEREAS, on September 11, 2006, we are strengthened by the wisdom, courage and compassion of those
who pursue peace and justice in the world; and
WHEREAS, Mount Prospect will commemorate and remember the events of September 11, 2001 in a number of
ways throughout the community including a remembrance ceremony to take place on Monday, September 11,
2006 at 8:55 a.m. at the Mount Prospect Police and Fire Building; and
WHEREAS, Mount Prospect Sister Cities Commission and the Mount Prospect Community Band will present "A
Day of Commemoration, A Day of Celebration" concert and a wish for world peace on Monday, September 11,
2006 at 7:00 p.m. at the Veterans' Memorial Bandshell at Lions Park; and
WHEREAS, all residents and businesses are encouraged to fly the United States flag at half-staff and observe a
moment of silence on September 11, 2006 to honor those who died, and as a reminder of the freedom we
cherish and a sign of solidarity and support for our country.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE
OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE
POWERS:
SECTION ONE: That this Resolution shall be publicized so all will know the citizens of Mount Prospect
remember September 11, 2001 with sadness and unite to honor the men, women and children whose lives were
suddenly and pointlessly taken; and
SECTION TWO: That an official copy of this Resolution be suitably prepared and presented at the
September 11, 2006 rememberance ceremony; and
SECTION THREE: That this Resolution shall be in full force and effect from and after its passage and approval
in the manner provided by law.

PROCLAMA TION
IISA VE A LIFE MONTH"
September 2006
WHEREAS, Save a Life Foundation's mission is training and developing people, starting
with schoolchildren, to be active bystanders equipped with basic Life Supporting First Aid
skills to aid during emergencies; and
WHEREAS, Save a Life Foundation, utilizes only Emergency Medical Service Professionals
as Instructors to teach basic Life Supporting First Aid techniques to schoolchildren, grades
K-12 and adults; and
WHEREAS, basic Life Supporting First Aid Techniques, such as CPR, Heimlich maneuver,
and the use of an AED are essential in maintaining life prior to EMS a"ival; and
WHEREAS, the U.S. Conference of Mayors passed a resolution presented by Safe A Life
FoundaUon calling for the need for communities to create Community Response System
Initiative (CRSI) committees to encourage citizens including children (grades K-12) to learn
Life Supporting First Aid skills in case of emergency; and
WHEREAS, Save A Life FoundaUon works with local, state and federal govemment
organizations and the private sector to highlight the importance of public emergency
preparedness and effective emergency response; and
WHEREAS, Save a Life Foundation, an affiliate of the U. S. Department of Homeland
Security, encourages all municipalities to recognize Save A Life Month in conjunction with
Homeland Security's National Preparedness Month, a nationwide effort to encourage
Americans to prepare for emergencies; and
WHEREAS, Save a Life Foundation will coordinate this year an awareness campaign
including billboard advertisements for Save A Life Month to promote Life Supporling First
Aid training in major cities; and
THEREFORE, BE IT RESOL VED, that all municipalities, mayors and governors work with
their local, state and federal government organizations and the private sector to proclaim, to
parlicipate in, and to celebrate the month of September as National Save A Life Month.
NOW, THEREFORE, I, Michael A. Zadel, Mayor Pro Tem of the Village of Mount Prospect,
do hereby proclaim September, 2006 as
"SA VE A LIFE MONTH"
in the Village of Mount Prospect and I encourage residents to become trained in life
supporting first aid skills.

SUBJECT: SALERNO'S PIZZERIA, 1716 EAST KENSINGTON ROAD,
REQUEST FOR CLASS W LIQUOR LICENSE
On Wednesday, August 9, 2006, the Village Manager met with Mr. Frank Sbragia and his wife,
Paula, regarding his application for creation of a new Class W Liquor License. The Class W
License provides for the service of beer and wine at dining tables only. Since August of 2005,
Mr. Sbragia has operated Salerno's Pizzeria at the above location without benefit of a Liquor
License. Salerno's has a lunch and dinner menu consisting of pizza, pasta dishes and a variety
of hot and cold sandwiches. Mr. Sbragia would like to add the availability of beer and wine to
enhance the dining experience. As a side note, Mr. Sbragia has owned and operated Rossini's
Italian Restaurante in Niles for approximately 20 years. Rossini's holds a Liquor License. No
history of Liquor Code violations were noted at this location.
The Village Manager discussed at length with Mr. Sbragia the requirements of the Village's
Liquor Code and its particular sensitivity to the sale to minors or the over-service of intoxicated
persons. The Village Manager also reviewed the requirements of the Fight Ordinance. The
Village Manager further explained that Mr. Sbragia, as owner, was responsible for the actions of
all of its employees in following the requirements of the Village's Liquor Code. Mr. Sbragia
acknowledged that he has read the Village Code and understands same. He also indicated that
while he does own Rossini's in Niles, he would be the full-time Manager at the Salerno location.
A completed application along with required fees and most documentation has been submitted.
Arrangements have also been made for fingerprinting and a background check. Should this
request be considered favorably, an Ordinance creating a new Class W Liquor License would
be in order. Actual issuance of the License would be conditioned on submission of outstanding
documentation.

ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by increasing the number of Class W Liquor Licenses by One (1) Salerno's
Pizzeria, 1716 East Kensington Road. Said list is as follows:

SUBJECT: BALZANO LIQUORS, CLASS C LIQUOR LICENSE,
2316 SOUTH ELMHURST ROAD
CHANGE OF OWNERSHIP
On Tuesday, August 29, 2006, the Village Manager met with Mr. Akshay Patel
regarding his request to assume ownership of Balzano Liquors store at the above-noted
address. The Class C designation provides for the retail sale of packaged goods with
no consumption on premises. The Village limits the number of Class C packaged
goods Licenses to the existing five (5) now in circulation. Balzano Liquors is a current
holder of one of those five. Mr. Patel is looking to assume ownership of the existing
business. Upon questioning, Mr. Patel indicated that management of the store will be
his full-time endeavor. He has no previous experience in the sale of liquor products and
has been informed that as a condition of approving the change, he will be required to
complete a Certified Liquor Servers' course. Mr. Patel plans no changes to the existing
operation.
The Village Manager discussed at length the Village's particular sensitivity to the sale of
liquor to minors as well as sales to clearly intoxicated persons. The Manager also
reviewed the Village's Fight Ordinance and the accompanying reporting requirements.
Mr. Patel indicated he had read and understood the requirements of the Village's Liquor
Code.
A completed application along with payment of appropriate fees and most
documentation is on file. The applicant has submitted to background check and
fingerprinting. If the Village Board considers this request favorably, a Motion to approve
the change in ownership would be in order. The License would be issued once all
documentation has been submitted. '
