" A i 11 lim� At the August 23, 1994 Committee of the Whole meeting, the Mount Prospect Village Board held a Public Hearing to consider a rate increase request from American Taxi. At that time, several Trustees expressed a desire to review the regulatory scheme with an eye on deregulating the rate -making and rate -approval process while still maintaining appropriate controls over the Senior/Disabled Discount Taxicab Program and controls over providing the public with sufficient public notice of future rate increases. Appropriate staff will be in attendance to facilitate discussion. This topic comes from the Deferred Items list and was originally brought up by Trustee Hendricks. Other than the City of Chicago and the Village of Lincolnwood, no other municipality within the membership of the Northwest Municipal Conference currently has an Ordinance which requires Carbon Monoxide Detectors in residential or commercial buildings. The information package includes a staff memorandum outlining different issues that need to be considered by the Village Board prior to adoption of an Ordinance along with background material regarding the state of current technology as well as what the appropriate Village response should be to a call of an activated alarm. Other Policy -related questions that need to be addressed are the level of active enforcement to ensure compliance, the phase-in period and the need to consider a purchase assistance program for those persons who would find the $150-$250 expense a financial burden. Appropriate staff will be in attendance to facilitate discussion. VI. PERSONNELCHANGES Some current vacancies in a number of staff positions along with shifting priorities and workloads have created an opportunity to structure the work force to better meet our immediate needs. The Village Manager will propose reclassifying and combining three current positions to provide better service in the Human Services Department, Manager's office and Communications Division. The overall result will not change the number of full- time equivalent positions currently authorized in the budget and the overall cost impact will be somewhat less than the current salaries for the affected positions. In an effort to supplement the work of the Environmental Health Division of the Department of Inspection Services, the Village Manager would like to explore the possibility of creating an additional part-time Inspector's position which could be used to focus on restaurant and other sanitation inspections while core Environmental Health staff continues to focus on Property Maintenance issues as its number one priority. Many communities have enhanced their enforcement capabilities by hiring registered Sanitarians (IRS) from other communities to conduct inspections on evenings and weekends. The additional position would be authorized through the end of the year after which an evaluation of the cost-effectiveness of the program would be reviewed. Funding for the balance of this year is available due to salaries saved by existing position vacancies. Appropriate staff will be in attendance to discuss the proposed changes. VII. The general consensus of the Board was to proceed with the Comprehensive Plan as proposed If endorsed by legal authorities and discuss density issues furtherwith projected goals and means to achieve those goals, Tom McGovern, Chairman of the Plan Commission, spoke. He suggested that the specific development numbers on page 13 and 14 be taken out of the document and allow the developer to recommend the numbers for the Board to consider. Trustee Clowes stated he was concerned about the level of debt the Village currently has and the affect of Trustee Corcoran's proposal on that debt. He recommended the Finance Director review the Village debt position. Manager Janonis introduced this item informing the Board that this issue was raised by various Board members and this discussion is intended to provide general policy direction to the staff relating to Zoning issues and to identify areas for staff input. Bill Cooney provided an overview of the current Zoning information relating to garages in the Village. The discussion of the Board members included concerns about percentage of lot coverage of garage facilities and the encouragement of businesses in residential areas based on the size of the garages. Also, there was some concern of large garages affecting density in residential areas. There was a general discussion relating to the proportion of the garage size compared to the size of the home and should consider the possibility of the Village Board inadvertently limiting the attractiveness of single-family homes to future homeowners of Mount Prospect with a limit on three -car garages. General consensus of the Village Board to provide a specific policy direction to staff relating to four -car garage sizes was an even -split by the Board with no clear direction provided. Bill Cooney provided an overview of the definition of "Conditional" versus "Special Use" Permits relating to garages and the impact of commercial vehicles on residential properties. He stated that the Code currently allows for vehicles up to 8,000 pounds allowed to be stored on the property, however, vehicles over 8,000 pounds require a Variation and must be housed in a garage. The garage height limit limits the size of the trucks which may be stored in the garage because there would have to be a special Variance approved for exceeding the garage height defined in the Code. There was direction to designate a Committee of the Whole meeting to discuss SWANCC participation. Trustee Hendricks also requested a discussion of the Board in order to terminate the services of Arnstein and Lehr for a future Committee of the Whole meeting. The consensus of the Village Board was not to add this to the Committee of the Whole Agenda and not discuss It at this time. Trustee Corcoran stated that Trustee Hendricks has taken information on an appeal out of Executive Session and exposed it to the other party. Further, some Trustee exposed possible life threatening situation from Executive Sessions. He feels that since he cannot trust, this material will be kept confidential. He did not want to put other SWANCC members at risk by releasing the SWANCC documents for public review. Trustee Clowes acknowledged the contribution of the Jaycees during the town meeting for TAP -Mount Prospect. Consensus of the Village Board directed staff to prepare a Recall Ordinance under the Village's Home Rule powers for a hftm Committee of the Whole discussion. A Motion was made by Trustee Hoefert and Seconded by Trustee Clowes to gs into Executive Session to discuss Property Acquisition, Property Disposition and Personnel. The Committee of the Whole meeting returned from Executive Session at 11:23 p.m. Trustee Hendricks was not in attendance during a portion of the Executive Session and was absent at the time the Village Board re-entered open session. At that time, the general consensus of the Village Board was to discuss Village Board member protocol relating to Village Board members! use of Village Hall facilities as part of their Village Trustee duties. The Board members also reiterated the fact that all service requests must be directed through the Village Managers office. Con - Cab companies could increase rates to a point that is unacceptable to Village residents. - There is fear that deregulation will have an adverse impact on the Seniors' Discount Program. - The rate making process provides an opportunity to review a company's service record and thereby conditions any rate increase on improvement of service. How the Seniors' Program Works: Seniors who provide proper identification of their age and residency will be issued an ID card by the Human Services Department. Seniors must be at least 65 years old. Disabled individuals may obtain a discount card by providing a doctor's 'note attesting to their disability. (Please see the attached ID Card and brochure.) - There are currently 2100 discount ID cards in circulation in the Village. Eight to ten new cards are issued each month. There are three cacompanies that currently operate in The .1.0b Mount - Prospect: American Taxi, 303 Cab, and Community Cab. All three companies participate in the Seniors' program. Wilf. Procedure for Taidcab Rate Increase Requests. A. Any taxicab company licensee may initiate a request for a taxicab rate increase by filing a written application therefor with the Village Clerk. Such application shall contain at least the following: 1. Name, address and telephone number of applicant. 2. A statement setting forth the rate increase requested. 3. A statement setting forth in detail the necessity for such rate increase. 4. Any and all documents which support the necessity for such rate increase. 5. A statement verifying that all statements contained in the application and the information contained in any documents submitted in support thereof are true and correct. Within ninety (90) days after a completed rate increase application is filed with the Village Clerk, the Committee of the Whole shall place the matter on its, agenda. C. The Committee of the Whole shall hold a public hearing on the requested rate increase and shall determine whether the proposed increase is appropriate and, if so, the amount of such *increase. The Committee of Whole shall by majority vote determine whether to place the rate increase on the agenda of a regular or special meeting of the President and Board of Trustees. In its deliberation, the Committee may request and the applicant shall provide the Committee with any and all information and documents the Committee deems relevant. Failure to provide the requested information and documents may be grounds for the postponement or rejection of the requested rate increase. The detector will sound sooner when CO levels are greater. The OSHA work place standard for allowable CO levels is 35 ppm over an eight hour period. The EPA standard is 35 ppm over one hour. There continues to be considerable debate on what an acceptable limit is in the home environment. There are advantages and disadvantages to both of these technologies. PRO: All CO detectors that are UL listed activate when CO is present. The fire department is alerted early in the emergency. They respond, identify the problem and render service. The advent of the electrical type unit with battery backup may be the best option. CON: The present cost of both type units is very expensive. I am sure cost will stabilize much as we experienced with smoke detectors. Battery powered units are susceptible to having their battery removed in a similar manner as we see with smoke detectors. The cost of replacement batteries is quite expensive. Electrical units, if not the plug in model, may require some expertise to install. Electrical units do not work during power failures. At various times throughout the year, Network 50 has sponsored support groups and resume writing clinics for the older worker, and has worked with the homeless job seekers at the Hope Center located in Wheeling Township Hall. EMPLOYER EMPLOYEE REFERRALS: The Network 50 Coordinator has developed a network for employers who request referrals of'possible employees. The Coordinator goes out into the community to educate employers as to the benefits of hiring the older worker. Some of the benefits of hiring an older worker that are overlooked by many potential employers are great desire to work, punctuality, and loyalty. Many times, all the older worker need is a chance to prove him/herself to an employer and the widely held negative stereotypes of the older worker vanishes. Mr. McCarthy indicated that on three separate occasions they met with residents in the area to discuss the scope of the project and listen to their concerns with regard to screening and traffic. He stated that during the course of the two years of negotiations with Home Depot over 100 modifications, were made to the original concept for development. In terms of economic impact, Mr. McCarthy and Mr. Shanley indicated that the proposed Home Depot development is expected to generate sales tax revenues of $5 million annually, and $325,000 in real estate tax revenues annually. The Village would realize 18.5% of the sales tax revenues while the real estate taxes would be shared by other taxing bodies in the Mount Prospect area.
