The focus of the general goals which were determined to provide the tools for Departments to address management needs. These goals increase the timeliness of service, minimize or eliminate paper hand I ing/processing , eliminate duplicative work, share information across different Departments and improve information accumulation without incurring additional staff time. These goals were established to provide general guidelines for discussion relating to each Department as it becomes more computerized in terms of operations and work processes. The need to accumulate and analyze information will be streamlined within each Department through the use of the five general goals as a reference tool so that any chosen direction of the different Departments will acknowledge the goals. The five general goals are broken down into short-term, mid-range and long-term goals with objectives or examples used to achieve each level of goals. Dave Jepson provided a general overview of specific Departmental objectives and what each computer module is intended to achieve. As part of the review of the computer program for the Village, he stated the Project Team looked at numerous other municipalities for a sample of their experiences and recommendations relating to software and hardware. Among the items reviewed was the range of prices and approaches the different municipalities used to achieve their computerization goals. Departmental benefits are directly attributed to the software and its ability to address the general goals as outlined previously. For example, a work flow review will occur in Inspection Services and Human Services as necessary to achieve general computer goals and improve Department efficiency. Mr. Jepson reviewed the bid process for the Village Board members stating that a Request for Proposal (RFP) of over 100 pages was submitted to approximately ten vendors. Of the ten vendors, five returned bids. He also stated that he requested in the proposal that all software vendors recommend the hardware to be used. This approach is somewhat different from previous computerization programs in which the hardware was purchased first and then the software. General discussion among the Board members followed in which employee user groups were suggested to be encouraged and the staff was also encouraged to make sure the hardware is sized to run properly if it is necessary to run parallel and oversize the hardware for future growth. Board members also recommended the use of electronic mail and picture identification cards for employees. Additional discussion of the Village Board members included suggestions to include standard bid (RFP) information for each Department to standardize the information which goes out for request. A breakdown of the different types of Purchase Orders on the bill list; for example, blanket P.Os and then the descriptions of the purchases. Members also requested vehicle purchase information and other comparisons for larger purchases use spreadsheets for comparisons in order for Village Board members to more easily see the comparisons. Finally, the Village Code should be revised to address purchasing responsibilities for the Finance Director and other members of staff in relation to what is actually occurring compared to what the Code reads at this time. General consensus of the Board was to approve the Purchasing Policy as outlined with the recommendations requested and to draft the Ordinance making these changes. No report. Trustee Wilks stated that she received a call from a Mr. Fefferman from American Truck Care Company. American Truck Care had requested a Zoning change at the Mobil Tank Farm site on the south end of town for a truck repair facility. He informed Trustee Wilks that Mobil has requested American Truck Care to withdraw its request for reconsideration at this time. Trustee Clowes stated he has concerns relating to Senate Bill 1822 which is currently before Congress and feels that the legislation could be detrimental to the control of the Village's right-of-way relative to cable and telephone companies. Palatine has indicated that American has not filed a notice of increase in its schedule of fares with Palatine. Elk Grove Village set its current taxicab rates in 1992 which are the same as those listed in American's letter as existing rates except for the waiting time rate which is set at $18.00 per hour. Elk Grove Village has indicated that it has not received a request from American for a meter increase. Finally, the Village of Mt. Prospect's taxicab rates were set in 1991 and are the same as those listed in American's letter as exist- ing rates, except that Mt. Prospect does not list a waiting time rate. Mt. Prospect has no indication as to whether it has received or granted American's request for a rate increase. As an example, if the increase is granted, the fare for a senior citizen traveling from Huntington Commons to Randhurst will increase by approximately 40 cents for a total of $3.40 (the Village would pay $1.70 and the senior would pay the other $1.70). According to records from the cab companies, the average length of a ride for a senior citizen is one and one-half to 2 miles. The cab companies have and will continue to have established fares to and from the airport. American Taxi has divided Mount Prospect into 3 regions. The fare to the airport for the southern portion of the Village is $14.00, with no increase being proposed for that region. The other 2 regions are presently $15.00 and $16.00 from the northern most portion of the Village to the airport and it is anticipated those fares will be increased by $1.00. Needless to say the reason for the proposed fare increase is due to increased costs: gasoline, equipment, maintenance, etc. I had a very informative conversation with Mr. Zajac. I didn't know that a suburban taxi cab company must pay $3.00 per cab, per day to pick up passengers from O'Hare Airport plus an additional $2.00 per trip, per cab. If the passenger is late (the cab is allowed approximately 20 minutes for waiting time) and if the cab has ' s to make another loop around the airport, the cab is charged another $2.00. The fee to the passenger doesn't change. Needless to say, any fare increase granted will require an amendment to the Village Code and would in fact be the fare governing all taxi cab companies licensed to operate in the Village. He informed me that American Taxi has complied in a cooperative manner with all licensing requirements. Hefurther informed me that he has not received any citizen complaints on American Taxi or its drivers. American Taxi participates in a school district #214 student ride program. Earlier this year a cab driver participating in this program who was not licensed in Mount Prospect picked up a Prospect High School student. A patrol officer stopped the cab and cited the.driver. O'Hare and Midway flat rates, which are independent of meter fare regulations, also are going to be increasing by approximately one dollar. Because of the fact that we are licensed in so many villages and we need to have rate uniformity,*we ask that these rates be granted without any changes made by the village. As you may already be aware, the following villages have fare deregulation, which we would also urge Mount Prospect to adopt: Glenview, Wilmette, Northbrook, and Deerfield. The constraints of competition and rider's price resistance keep us from increasing our rates by anything greater than the cost pressures we face. Also our meter increases are intermittently put through every few years rather than annually or semi-annually as many businesses raise prices. Therefore, we experience disruptive lags where our costs rise 00 (over three years on a gradual, basis) but our price -rises by the cumulative amount on a very abrupt basis. Rate deregulation could allow us to time our increases with more sensitivity with regard to public receptiveness. our dispatch operations costs have risen corresponding to other economic costs over the past three years. Our drivers have not paid any higher dispatch fees over that time, though all other business and consumer costs they face have risen. There is a linkage between meter fares and dispatch fees (as mandated by a class action suit settlement agreement from 1987). Dispatch fees may only rise by only 75% of the meter fare percentage increase. While this would seem to put the dispatch system into a permanent lag on the cost/price escalation, we have been creative in our business management to compensate for falling behind in our fees. More cabs on our system and greater efficiencies of operation through computerization and advanced phone systems (all expensive y technologies) have enabled us to reduce our unit costs so that we can compensate for the erosion (in relative dollar terms) of our dispatch fee revenue base. We hope you consider our request to be both fair and necessary and give it timely consideration and approval of course we are open to discussion regarding these increases, and will appear before the Village board if necessary to justify these increases. In the Parking section, the question was raised as to whether the Village should address Downtown parking/commuter parking since the Wisconsin Line is planned to be opened in 1996. It was suggested that this study should not be conducted until after the Wisconsin Line is opened. The Wisconsin Line and Clean Air Act may have major effects on Downtown parking. The Clean Air Act requires companies with 100 or more employees to develop and implement a plan that will reduce the number of single riders per vehicle to work. In addition, the Library is considering expansion plans and private developments are occurring. Staff believes the Villages should coordinate an overall downtown parking program designed to provide shoppers, commuters, Library patrons, employees and others with adequate and convenient parking. 15. Page 3 5. It was recommended that a street repair and construction scheduling statement be added under transportation. Street repairs schedule like the storm sewer should be added. Add the following: Street Resurfacing and Reconstruction Programs: In 1985 E * ngineering staff had a Pavement Evaluation Study completed which determined a ranking of all Village streets based on their structural condition. The study categorized the streets into two distinct groups. The first are those streets 1 requiring a new top layer of asphalt. These streets usually exhibit some surface cracking and deterioration but have a stable base course under the asphalt. The second group are the streets requiring total replacement of asphalt surface and base course. These streets are generally in worse condition than the first group since the surface and base have both failed. The Engineering staff prepares a preliminary fist for each group of streets to be included in each years street resurfacing and reconstruction program made up of the lowest ranking streets from the study. The staff then makes a Visual inspection of all streets in case any street has drastically deteriorated in the past year and prepares a preliminary fist., The preliminary fist is then discussed with the Public Works Department. The Public Works Department observes streets all year long while sweeping and receives complaint calls from residents about pavement conditions. Public Works, list, of"problem streets and Engineering's preliminary list, are then gram reviewed, finalized and, fit into the budget of the esuacingProand Reconstruction Program respectively. These recommendations are based on traffic engineering standards for arterials and are intended as policy guides for future roadway improvements. The need for right-of-way acquisition will have to be addressed on a case by case basis. 27. Page 59. In the middle of the page is a statement regarding traffic and the Chicago & Northwestern. Several Trustees questions whether the last sentence in the paragraph regarding adding another grade crossing should be removed. In addition, it was questioned if the issue of moving the stopping points of the train should be maintained in the plan. Staff recommends that these statements remain in the plan given the existing congestion that occurs in the Central Business District during peak traffic. Staff believes that the Village must evaluate means by which the traffic congestion can be reduced. 28. There is a great deal of information on Tables 2 and 3. Quantitative information is fine but the Building Conditions rating should be removed or last date of renovation included. Home occupations, as defined in Section 14.2401 of this Chapter. shall be governed by the following standards to ensure that they are conducted in a manner that does not have any adverse impact on a residential area, or infringe on the rights of adjoining property owners. A. There shall be no sign displayed in con.,*.unction with a home occupation. The purpose of this standard is to assure that no commercial signs are displayed in residential areas. B. There shall be no separate entrance for use by a home occupation, or any exterior alteration to a dwelling unit that will indicate from the exterior that any part of the residence is being used for any purpose other than that of a dwelling. The entrance to any space devoted to a home occupation shall be from within the dwelling. The purpose of this standard is to prohibit any alterations to a dwelling solely to accommodate a, home occupation. C. Storage or inventory maintained at a residence in conjunction with a home occupation shall not exceed one hundred (100) cubic feet. The purpose of this standard is to limit any storage to an amount that could readily be stored in a closet. D. There shall be no noise, odor, dust, vibration, smoke glare, television or radio interference, electrical interference, fire hazard or any other hazard emanating from the dwelling. No home occupation shall involve the use or production of noxious, toxic or harmful materials. The purpose of this standard is to ensure that a home occupation has no adverse environmental impact on adjoining properties. E. No person shall be employed other than a member of the immediate family resid- ing in the dwelling unit, and no employees other than persons residing on the premises shall report to work at or near the premises. The purpose of this stan- dard is to ensure that no nonresident comes to a dwelling for employment pur- poses, and to minimize 'the traffic generated by a home occupation. F. No home occupation shall generate customer, client or group visits of a greater frequency than what would be expected in a residential area where no home oc- cupation exists. Any need for parking generated by a home occupation shall be provided on-site and shall not exceed the required parking for a dwelling unit. The purpose of this standard is to limit the frequency of customer or client visits to an amount that is not disruptive to a neighborhood and eliminate congestion on public streets. G. The home occupation shall not utilize more than twenty five percent (25%) of the gross floor area of the dwelling unit.
