By way of introduction, my name is Joseph R. Jurkowski. I am an attorney with Kelleher & Buckley,
LLC, which is legal counsel for Dr. Donald A. Dreessen. Dr. Dreessen is currently scheduled to appear
before the Village Board of Mount Prospect on August 15,2006 and September 5,2006, on an off-street
parking matter relating to the Mt. Plaines Animal Hospital.
Dr. Dreessen kindly requests that the two aforementioned meetings be rescheduled to a later time. In
particular, Dr. Dreessen requests that (i) the August 15, 2006 first reading meeting be rescheduled to
September 5, 2006, and (ii) the September 5,2006 second reading meeting be rescheduled to September
19,2006.

EMPORIUM LUGGAGE - CLASS 6B INDUCEMENT RESOLUTION
SUBJECT:
Attached to this memorandum is a resolution that would grant approval of a Class 6b property tax
incentive for Emporium Luggage for the office/warehouse facility located at 2200 S. Busse Road.
Emporium Luggage is a retail and wholesale distributor of various luggages and will occupy the entire
40,000 square foot building. In addition, Emporium will generate approximately $10,000 in annual
sales tax at this location.
This property was previously occupied by a collection agency and has been vacant for 11 months.
Cook County initially required that buildings sit vacant for more than 24 months before being eligible for
Class 6b consideration. They have recently modified their regulations to permit approval of the Class
6b for properties that have been vacant less than 24 months if there are "special circumstances" that
warrant this. The special circumstance that applies in this case is that the Village is located in close
proximity to Lake and Dupage Counties where taxes on industrial property are significantly lower.
Please forward this memorandum to the Village Board for their review and consideration at their
meeting on August 15th. Staff will be present at that meeting to further discuss this matter.

A RESOLUTION IN SUPPORT OF EMPORIUM LUGGAGE, 2200 S. BUSSE ROAD,
MOUNT PROSPECT, ILLINOIS, MAKING APPLICATION FOR
COOK COUNTY CLASS 6B TAX ABATEMENT
WHEREAS, the Village of Mount Prospect encourages community development to provide
for economic growth and career opportunities; and
WHEREAS, through property tax incentives offered by Cook County, various opportunities
exist for new businesses to become established in the Village of Mount Prospect, Cook
County; and
WHEREAS, without the Cook County property tax incentives, the Village of Mount
Prospect is at a competitive disadvantage with the neighboring counties of Lake and
DuPage in attracting industrial development; and
WHEREAS, Emporium Luggage has requested the Village of Mount Prospect to support
its application for a Class 6B Real Property Classification at 2200 S. Busse Road, Mount
Prospect, Cook County (the Subject Property); and
WHERAS, the subject property has been abandoned for approximately 11 months and the
Village of Mount Prospect has found that special circumstances exist in that the Village is
at a competitive disadvantage with nearby Dupage and Lake Counties and their lower tax
structures; and
WHEREAS, the corporate authorities of the Village of Mount Prospect believe that their
request is in the best interest of the economic development in the Village of Mount
Prospect.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS
ACTINT IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That the President and Board of Trustees of the Village of Mount
Prospect do hereby support and consent to the application of Goodwill L.L.C., for a Class
6B Property Classification from Cook County, which allows a 16% assessment level for the
first 10 years, 23 % in the 11th year and 30% in the 12th year for the Subject Property
located at 2200 S. Busse Road and legally described for the property legally described in
Exhibit "A".
SECTION TWO: That the Village of Mount Prospect supports industrial growth, increased
employment and economic development and this proposed development is in furtherance
of this goal. The Board of Trustees of the Village of Mount Prospect further finds that this
incentive is necessary for development to occur on the Subject Property.

SECTION THREE: That development of the property is subject to compliance with all
requirements of the 1-1 (Light Industrial) District and development standards of the
Kensington Centerfor Business.
SECTION FOUR: That this Resolution shall be in full force and effect from and after its
passage and approval in the manner provided by law.
