WALNUT STREET

All affected residents and businesses were informed that this request will
be discussed at 7:30 P.M., on Monday, April 13, at the Public Works
Building.
Request:
1. No Parking at any time for the following streets (see the attached
map),*

Prospect Manor Avenue between Walnut Street and
Henry Street is 22' wide. Cars associated with the
businesses also park along both sides of this section of
street. This causes difficult passage for vehicles,
especially emergency vehicles.
2* Cars also park along both sides of Walnut, however cars
are mostly observed parking along the south side of
Walnut. 'The, north side of the street is single family
residenflat, while the south side of the street is office and
medical use. Cars parked on both sides of Walnut Street
reduce it to a one lane road. This creates difficulty for
emergency vehicle access. Residents also have a difficult
time backing out of driveways.
Survey Results:
A total of 15 surveys were sent out to collect qnd analyze, the
resi'denfs opinion. 1, 5 surveys were, returned to the Village,,
1. Parking Restrictions for Prospect Manor Avenue:
8 residents favored and 7 residents were against the
proposed parking restriction.
2. Parking Restrictions for Walnut Street
8 residents favored and 7 residents ware against the
proposed parking restriction.
By a Slight majority, those responding to the survey favored the
parking restrictions. In general, the residents favored the parking
restrictions and the businesses opposed the restrictions.
Summary:
In areas where businesses and residences must coexist, the
needs and desires of each conflict. This conflict is often seen in
the battle over use of the public streets. The Village must
prioritize the goals for the gyp; of these streets. Of utmost
importance is, the necessity to provide amess for, emergency
vehicle's and general traffic # Nextls, the accessibility to prope

Emergency Vehicle Access:
Parking restrictions are necessary on both sides of
Prospect Manor between Northwest, Highway and Walnut
Street but on,ly on one, side of Prospect Manor between
Walnut and Henry and on one side of Walnut between
Ridge and Prospect Manor to provide access.
Private Property Access:
Parking restrictions on one side of Prospect Manor and on
one side of Walnut would provide enough room for
access,
Parking:
Parking can be maximized by allowing it on the south side
of Walnut and on the east side of Prospect Manor north of
Walnut Parking could be allowed on one side of
Prospect Manor, between,Northwest highway and Walbut
if the median were removed. However no, Village funding
is cum enti, y available for thiswork.,

Recommendations,
Therefore, I recommend:
No Parking at any time for the following streets (see the

Aspen Drive Is 26" wide between Maya Lane and Aztec Lane.
The west side of the street Is single family residential. On the
east side of the street Is Aspen Trails Park (River Trails Park
District), Robert Frost School (North) and four s,ingle family
residences north of the soh ooll. Cars associated with, the school
park along. both sides of this section of street, causing difficult
passage for vehicles, Including emergency vehicles. Traffic is
very congested and in conflict during the morning and evening
Pick-up hours,,
The school has recently submitted plans for a building addition
and parking lot expansion. The Village and the school are
working together to provide as much parking as possible within
those improvements. These restrictions have been discussed
with the school principal who has indicated that he is in favor of
these changes. The Park District has also responded in favor of
these changes.
A total of 22 surveys were sent out to collect and analyze the
resident's opinion. 14 surveys were returned to the Village.
1. Parking Restrictions for Aspen Drive:
12 residents favored and I resident was against the
proposed parking restriction. One resident did not vote on
this issue,
2. One -Way designation of Aspen Drive:
7 residents favored and 5 residents were against the
proposed parking restriction. One other resident did not
vote, on this issue.

Restricting parking on the west side of the street is necessary to
p'de, emegency vehicle access dudng peak, times during the
rovi r
school day. Tho One -Way street desi o 1p, to
provide order for traffic, creating a flow from south to north which
would eliminate turning around in the driveways. Residents
commented however that it would also inconvenience them.
Some suggested imposing the One -Way designation only during
certain hours (8 to 9:30 A.M.112 to I P.M.13 to 4 P.M.). In
general, staff does not support restrictions such as this which
might create confusion for motorists and are more difficult to
enforce. However this type of designation has been used in
other parts of the Village and around other schools with some
degree of success, I
Recommendations:
Therefore, I recommend:

8 to 9:30 A.M. and from 3 to 4 P.M.

Dear Mr. Andler:
My wife and I have resided at 1812 Aspen Drive for 29 years, and our three children attended
Robert Frost School. In those days most students walked to and from school and two school
buses were required. Today, a very high percentage of students are driven to and from school
and about seven school buses are needed.
Since our retirement in 19941 we have observed and experienced a worsening of the traffic
problem on Aspen Drive between 8:45 to 9:05 a.m. and especially from 3:20 to 3:40 p.m. for
the following reasons:
1. Parking is permitted on both sides of the street. Because the Robert Frost School
parking lot is filled with staff vehicles, 9 to 10 staff members along with school visitors,
teachers' aides and student teachers park at the curb on Aspen Drive. Weather permitting,
Aspen Trail Park users part at the curb. All of this decreases the number of street parking
spaces and adds to the congestion.
2. At peak school traffic hours, an 'Influx of parent parking causes the street to become
too narrow for traffic to move in two directions bringing traffic to a standstill with backups
both north and south bound. This in turn causes motorists to pull up driveways and back down
into street traffic while children are crossing between parked and moving vehicles. To make
matters worse, school buses are attempting to enter and exit the school driveway. In
frustration, some motorists park facing the wrong direction. They then leave their unattended
vehicles to gather their children.
Between 3:20 and 3:40 p.m., it is virtually impossible for emergency vehicles such as police,
fire and ambulance to reach an Aspen Drive residence. We have personally spent 25 minutes
driving 314 of a block north on Aspen Drive at 3:25 to reach our home.

1. Make Aspen Drive a one-way street northbound or ban southbound entry into
Aspen Drive between 8-9 a.m. and 3-4 p.m. on school days.
2. Post signs indicating "No parking, standing or stopping between 8-9 a.m. and 3-4
p.m. on school days in front of all Aspen Drive residences,
3. Provide adequate off-street parking for all school associated personnel. This must
be addressed by School District 21, 1
4. Have the Mt. Prospect police strictly enforce these regulations.
Over the past three years, we have contacted the Principal of Robert Frost School, the Mt.
Prospect Police Department, and the Office of the Village Engineer. Afterwards, we have
observed police and village personnel presumably gathering data. However, to date nothing
has been done to improve this situation, and the problem continues to worsen. Before any
child is seriously injured or killed or an emergency vehicle is prevented from responding,
please act.
We are hoping to hear from you by March 9, 1998, to learn what measures are being taken by
the village.
