Category Type Discussion formulatingThe Village Board, as part of the Village"s strategic planning process, identified developing a diverse community outreach strategy as a top priority in the 2016 policy agenda. This initiative aligned with goal six (6) of the Village's strategic plan, Cultural Climate: Honoring History,, Heritage and Diversity. As part of this initiative, community input was solicited via both stakeholder and resident surveys. Feedback received from these surveys was used in recommendations forBoard. Ten recommendationsdiscussed at the Committee of the Whole meeting on April 24, 2018, including the formation of a residenli committee, which would focus on community engagement throughout the year and providt opportunities for volunteerism. Initially,, the committee formed three subcommittees to work on initiatives within each of the categories. However, based on the number of committee members and the amount of time required for various initiatives, it was decided that the committee would need to expand its membership in order to work in subcommittees.• •i as missionone group to accomplish all initiatives. Committee members have expressed a continued commitment to the mission of embracing and celebrating diversity and inclusion, and fostering a sense of community through various initiatives. The biggest technical issue they had was panelists speaking with mic's turned off. know Howard will work with our panelists ahead of time so hopefully we won't have as many of those issues. • They had a panel of 14 people including individuals representing faith based organizations, the Mayor, Fred Crespo, Raja Krishnamorthi, Police Chief and DC, FD Chief, Human Services Director and therapist, a representative from Black Lives Matter (Tim McGowan- he mentioned that he has been in touch with several communities including MP), and two community members ( the chair of their Cultural Awareness Commission and a community activist). • They began the event with the moderator's opening remarks. The moderator was a reverend from Palatine. The Mayor followed and then they allowed each panelist to make a two minute statement. Suffice to say that the panelists went over their time limits, and this took a full hour of the hour and a half town hall. I think the way we have it structured with the presentation by PD followed by the opportunity for questions from the community will flow better and allow for more community interaction via the question portal. • The majority of the questions were directed to the Police Department. These are most of the questions that were asked - Questions about chokeholds and PD policies on use of force ➢ Asked about 21s' century policing- Chief provided info on the many different things they already do ➢ Asked why they do not have body cams ➢ Would there be an opportunity for multicultural awareness training for community members? ➢ Asked for thoughts on using mental health workers instead of PD to respond to mental health calls ➢ Question about diversity breakdown of PD employees by gender and race ➢ Panel of citizens that would be involved if there are multiple complaints on an officer? ➢ Explanation of what "defunding the police" means directed to BLM organizer on the panel ➢ Requested the number of officer complaints- chief provided stats for the last three years. ➢ What will be the frequency of town hall meetings? ➢ What is current mood and morale in PD? They definitely had a diverse panel but some of the panelists were people they brought in from other communities to participate- primarily from the faith based community. Overall it was a good discussion but I think having everyone give an opening remark took more time than anticipated and the statements were similar so it ended up being a lot of the same information being repeated for an hour of an hour and a half meeting. "It was amazingly constructive and very upbeat," Juracek said of the meeting, which also included Village Manager Michael Cassady and Police Chief John Koziol. Smith agreed, saying she came away with a positive opinion of all three officials. "It seems like they are looking forward," she added. The discussion was frank, especially when the topic was policing. Smith said she found Koziol to be very direct. "I did commend him and his officers," she said. "The ones that have stopped me in the past have always been decent. Even if they gave me a ticket, I didn't feel like they were going to be abusive to me. On the other hand, my son has been stopped, and he probably has a different take on it, because I know that when they stop a Black young man, they stop him totally different than they stop an old grandmother." Juracek said the village needs to work at "normalizing the diversity" of the community. This can be done, she said, through village events such as the Celebration of Cultures, the efforts of the Community Engagement Committee, and encouraging diversity on boards and commissions. "We just need to create more opportunities to dialogue," she said. "Once you get to know people who are different from you, you're not afraid." "Bring in some other views and some other people's perspectives on things. And they said they are trying to do that and reach out to more people. "I felt like it was a positive meeting, but I do know that sometimes meetings are just meetings, that people say what they think you want to hear." We need your input in planning the committees' activities for 2020! 1. Are there any broader areas of opportunity that you would like the Community Engagement Committee to focus on? A. Work on diversity among police and fire department (across racial groups) B. We have lots of new housing going up. How many of these apartments have affordable rent? We need affordable housing in new developments for the average worker (retail worker, servers, etc.) Maybe doing events in the complexes of low-income housing with community resource booths since they are less likely to attend these events. C. Let's have sports from around the world -cricket, rugby etc. D. More awareness. Free public outdoor or indoor events to learn about other cultures are great. E. Welcoming diversity. Keep up the great work in growing the Celebration of Cultures event and 5K race, New ideas- Festival of colors in March(Indian celebration) and Christmas traditions from around the world (kind of like Celebration of Cultures but for holidays). F. Senior services center with more clubs, events, trips, etc. G. Parade for International Kids Day H. Focus on multicultural community 3.
