SUBJECT: LABOR RELATIONS LEGAL SERVICES

With the anticipated retirement of our current labor attorney, Steve Rynecki and changes in
general labor relations trends staff felt it was time to seek out new labor relations legal
representation. Staff researched labor relations law firms currently representing other area
municipalities that were recommended for consideration. All firms to be considered had to
be based in the Chicago area to minimize travel expenses and maximize familiarity with
Illinois labor law. Based on this research four legal firms were invited to interview with
representatives from Fire, Police, Public Works, Human Resources, and the Village
Manager's Office.
Based on this process the staff would recommend the Village appoint the legal firm of
Laner Muchin Dombrow Becker Levin and Tominberg with Carl Tominberg as our lead
attorney. Laner Muchin's hourly rate is $210 and if work is undertaken by an employee of
the firm with a lower hourly rate that reduced rate will be charged. Staff would recommend
utilizing the legal services on a per hour basis and evaluate expenses annually to
determine whether a monthly retainer would be beneficial to consider at some point in the
future.

RECOMMENDATION FOR CONSULTANT SERVICES - TIF #2 EV ALDATIO
In May of 2006 the Village released a Request for Proposals for consultant services, seeking assistance in
evaluating the feasibility of creating a Tax Increment Finance District in the area of the Rand Road and
Kensington Road intersection. Proper redevelopment of the Rand Road Corridor remains a primary concern of
the Village since this is one ofthe most important commercial corridors in the Village.
Four consultants responded to the RFP. In their responses, each has demonstrated their capability of conducting a
feasibility analysis and redevelopment project plan for the Village. References were also checked for each
consultant and were returned favorably. Given that all four of the responding consultant firms have proven track
records and favorable references, staff is recommending that the Village enter into a contract with the low bidder,
Laube Companies, to complete the TIF analysis. The attached chart details the comparison between companies.
Community Development staff recommends the Village engage the services of Laube Companies to conduct a
feasibility study and if so warranted, a redevelopment plan for TIF #2, Village of Mount Prospect, with a price not
to exceed $25,000. Staff will be present at the August 1st Village Board meeting to answer any questions related
to this matter.
