REGARDING McDONALD CREEK FLOOD CONTROL PROJECT
The City of Prospect Heights and the Village of Arlington Heights are
soliciting support of neighboring municipalities in their efforts to receive outside
funding regarding flooding problems along the McDonald Creek Watershed.
Attached is a draft resolution similar to the one recently approved by the
Village of Wheeling.
Representatives from the City of Prospect Heights will be in attendance at the
meeting to answer any questions that the Committee might have with respect to
this project.
V. FINANCING ALTERNATIVES FOR PUBLIC WORKS GA `AGS
REFINANCING AND CAPITAL EqUIP MENT
Ron Norene will be present to discuss the three separate issues that we are
contemplating this next fiscal year. Included will be alternatives for paying
monies towards TIF refinancing from the General Fund so that we do not have
a taxable Bond issue which will significantly reduce our costs, which is
estimated at approximately a $2.5 million savings over the next 20 -year life of
the Bonds. Also by folding the Capital Equipment purchase in with the Public
Works garage issue, it will reduce our costs for Bond Counsel and finance
consultants by not having the additional issue.

VI. DISCUSSION OF ZBA TEXT AMENDMENTS
Staff brought three items to the Zoning Board of Appeals for discussion and
review. The items have been continued by the Zoning Board of Appeals and the
Village Board should decide whether or not withdrawing- the petition at this time
until further information can be gathered.
V11. ORNAMENTAL ENTRYWAYS INTO SUBDIVISIONS (DEFERRED FROM 4/28/87.)
This item is being continued for discussion from the the Committee of the
Whole meeting of April 28, for the purpose of obtaining more input from a
greater number of Committee members.
The Village of Mount Prospect has several ornamental structures to mark
entryways into subdivisions. Some of these structures are starting to deteriorate
and others, after being hit by automobiles, are having problems being replaced
with similar materials. There is a question of whether or not entryway
structures should be permitted in the right-of-ways as well as the maintenance
costs that we are going to start accumulating over the next several years.
I recommend that we not replace any ornamental entryway structures and
remove them when they have deteriorated to an unsafe condition or are
damaged by a vehicle.

VIII -REFUSE CONTRACT
In July of this year, our contract w ' ith Browning Ferris Industries comes to an
end. It is recommended by the Village Manager that we negotiate the contract
for a two year duration which is the period of time that is needed until the
Northwest Municipal Conference balefill question will be resolved and, hopefully,
under operation. Then, at that period in time when the balefill is in operation,
we should go out for proposals with a formal bid process.
The Village Manager is requesting authorization to negotiate a two-year
extension on the existing BFI contract.
