PROPOSED SOLID WASTE MANAGEMENT PLAN WFICE Meeting Date and Time: Tuesday, October, 29, '19,86 7:30 p.m. For the last four years, the Northwest Municipal Conference has had as one of its more important goals, the establishment of long-term alternatives to solid waste disposal for its member communities. As a result, the Conference developed a regional Solid Waste Management Plan. On November 12, the Conference will hold a meeting on this draft Plan. The Plan, which has been in preparation for more than a year, is intended to reinforce County and municipal solid waste programs now in various stages of completion throughout the region. Following this Plan, the Conference's most recent efforts were directed toward acquiring a site for a proposed balefill at an abandoned strip-mined gravel pit in Hanover Township in unincorporated Cook County. The Village of Bartlett recently rejected a Conference proposal that would have seen them annex the subject property, thereby becoming the host community. As an alternative strategy, the Conference is preparing to go before the Cook County Zoning Board of Appeals to request favorable zoning of the unincorporated parcel so that the site might still be used. This would result in the completion of Phase I of the Plan. Representatives from the Northwest Municipal Conference will make a short presentation outlining the proposed plan and its costs. V. GEORGE AND ALBERT STREETS The engineering study for improvements to paving and drainage to George and Albert Streets has been completed by the consulting engineer Baxter and Woodman. As currently designed, the cost of construction is estimated at some $625,000. This figure is approximately $50,000 more than was originally estimated by staff. The extra cost reflects a decision to restore the parkway with sod as opposed to seeding and to Completely replace driveway approaches rather than a partial replacement in order to ensure proper sloping and drainage. An additional cost item not figured into the above estimates is for what is commonly referred to as 1006 inspection services. Because the area is extremely flat, proper grades become very critical for proper drainage and alignment. Current Village staff is not capable of handling this requirement and so we have asked for a quote from Baxter and Woodman to provide these services. It is estimated that this additional service will cost $60,000. A memo from Director of Public Works Herb Weeks along with a letter from Baxter and Woodman outline the costs. By prior Board decision, it has been determined that these improvements will be paid through the use of a Special Service District. Attached for your informa- tion is a memo which sets out an approximate timetable for the establishment of the District. Also available will be a legal opinion from our Village attorney regarding the correct procedure for residents to follow in filing petitions objecting to the creation of a District. A representative from Baxter and Woodman along with appropriate Village staff will be available to answer your questions.
