At the Village Board's request, a report reviewing the status of taxi service
problems and complaints received by the Human Services Division since the last
fare increase will be presented. Human Services Administrator Nancy Morgan
will be present to answer any questions.
A memo from Research Assistant Michael Steklac will outline proposed changes
to the Mount Prospect Taxicab Ordinance as recommended by the regional task
force of Police Chiefs. Proposed changes include revised licensing procedures
and regional inspections of taxicab and regional licensing of drivers. The staff
will be seeking direction from the Committee on amending the Ordinance.
The staff will also review the status of the cab companies in the Village and
seek direction from the Committee on the license revocation, or revision of the
authority to receive licenses, for taxicab companies that are no longer in
business or that have not moved to complete their inspections to receive their
licenses.
Over the past several years, the Village of Mount Prospect has moved to
computerization of its operations as is the trend with most public and private
sector enterprises. Early efforts included acquisition of the current IBM 34
main-frame computer which now handles most of the Village's major computer
operations. Other major computer applications included the recent computeriza-
tion of our water system telemetry and the acquisition of a number of word
processors to be used in the secretarial function. With time, individual
Departments have acquired micro -computers on an ad-hoc basis according to
individual needs assessments. Software acquisition was also on an as -needed
basis.
At this time, most Departments and Divisions have had exposure to computers
and have become user "friendly-" Areas where computerization have not been
utilized include Code Enforcement, Human Services, Cable Television and the
Manager's office. The Village Board over -saw this move towards computeriza-
tion and it was characterized as a first phase toward a comprehensive integra-
tion of computers into the everyday operations of the Village.
Approximately six months ago, the Village Board authorized the hiring of a
computer consulting firm to conduct a comprehensive review of the Village's
present operations and a needs analysis with the purpose of recommending a
multi-year plan for computerizing Village functions on a standardized basis.
English & Associates, Inc., was retained by the Village to review current data
processing operations, conduct a needs assessment, recommend appropriate
software and configure a hardware system. The results of their work is
presented for your review. EAI's recommendations include a three-year phased
program for bothhardware and software acquisition as well as suggested
improvements to our main-frame computer operations. Part of their
recommendation would see the standardization of Village hardware and operating
programs so as to allow for the sharing of software programs and the developing
Village data base. EAI's recommendations also include cost estimates as well as
provider sources.
