The final report for the Design Development Phase of the proposed Public Works
facility will 'be submitted at this meeting for review by the Mayor and Board of
Trustees. Over the last nine weeks, excellent progress has been made in several
areas relative to this phase. First, the Village received approval from the MSD
to begin negotiations with MSD staff for the purchase of seven acres of the
Melas Park site. Second, further substantial cost reductions to the overall
project were realized through critical re-evaluation of the project by Village
staff, consultants and elected officials. This was accomplished without any
compromises to the overall effectiveness of the proposed facility. Third, final
site plans as well as detailed interior floor plans have been prepared after close
consultation with Public Works supervisory staff. Fourth, soil borings of the
Melas Park site have been taken and results are favorable. Fifth, activities
precedent to acquiring final site approval are currently underway. Finally,
detailed cost estimates and equipment specifications have been finalized. It is
my*intention to have material to the elected officials prior to the Tuesday night
meeting. The completed final report will not be available until Monday and I
hope to have it distributed to you that evening.
Mr. Borich, of Donohue, Hetherington & Associates, and Village staff will be
available to answer any specific questions that the elected officials might have.
However, no further changes to the project design are expected to arise out of
this meeting. With the completion of the Design Development Phase, except for
some minor follow-up work, the authorized work by Donohue & Associates has
come to an end. It is assumed that future work; i.e., development of bid
specifications, etc., will be delayed pending the outcome of the April
Referendum.
At the request of several Trustees, this item is being brought back before the
Board for further review.
Over the past several years, the Village of Mount Prospect has moved to
computerization of its operations as is the trend with most public and private
sector enterprises. Early efforts included acquisition of the current IBM 34
main-frame computer which now handles most of the Village's major computer
operations. Other major computer applications included the recent computeriza-
tion of our water system telemetry and the acquisition of a number of word
processors to be used in the secretarial function. With time, individual
Departments have acquired micro -computers on an ad hoc basis according to
individual needs assessments. Software acquisition was also on an as -needed
basis.
At this time, most Departments and Divisions have had exposure to computers
and have become "user friendly." Areas where computerization have not been
utilized include Code Enforcement, Human Services, Cable Television and the
Manager's office. The Village Board over -saw this move towards computeriza-
tion and it was characterized as a first phase toward a comprehensive integra-
tion of computers into the everyday operations of the Village.

Approximately six months ago, the Village Board authorized the hiring of a
computer consulting firm to conduct a comprehensive review of the Village's
present operations and a needs analysis with the purpose of recommending a
multi-year plan for computerizing Village functions on a standardized basis.
English & Associates,, Inc., was retained by the Village to review current data
processing operations, conduct a needs assessment, recommend appropriate
software and configure a hardware system.
The results of their work are presented for your review. EAI's recommendations
include a three-year phased program for both hardware and software acquisition
as well as suggested improvements to our main-frame computer operations. Part
of their recommendation would see the standardization of Village hardware and
operating programs so as to allow for the sharing of software programs and the
developing Village data base. EAI's recommendations also include cost estimates
as well as provider sources.
Village staff will be seeking direction from the Board regarding the implementa-
tion of EAI's recommendations. Results of these further discussions will be
factored into the upcoming Budget.
Finance Director David Jepson, along with Data Processing Supervisor Sandra
Worthington, will be available to answer your specific questions.
