In a typical program year
,, the amount of funding available to Public Service
Programs is limited. The Department of Housing and Urban Development (HUD)
Alows only 15% of the annual allocation,, plus 15% of the previous yearls program
income,, to be granted to public service programs. Following enactment of the
CARES Act, the public services cap has no effect on PY 2019 and PY 2020 CDBG
grant ! used for Coronavirusefforts.
The amended PY 2019 budget for Public Service Programs exceeds the 15% cap
to allow subrecipients to adapt their operations to safely serve their clients and
meet increased demand for public services. Furthermore, the full amount of PY
2019 CDBG-CV funding ($154,667) is allocated to the CDBG-CV - Public Services
project due to the demonstrated increase in the need for public services. Village
Staff will initiate discussion with public service organizations to determine the
exact activities for the CDBG-CV funds.

In April 2020, the Village of Mount Prospect was notified that it will receive a special allocation of
Community Development Block Grant funds (CDBG-CV) to be used to prevent, prepare for, and respond
to the Coronavirus. This special allocation was authorized by the Coronavirus Aid, Relief, and Economic
Security Act (CARES Act) signed into law on March 27, 2020. The Village's expected allocation of CDBG-
CV funds is $154,667. These funds are available for use during Program Year (PY) 2019 and 2020 and
must be expended by September 30, 2022.
Certain CDBG requirements have been changed to expedite the use of the CDBG-CV funds:
• The public review period is reduced to no less than five (5) days;
• Virtual public hearings are allowed when necessary to protect public health;
• Notice of public hearing and opportunity to comment is shortened to a "reasonable" period;
• The public services cap of 15% is suspended; and
• States and local governments may reimburse costs of eligible activities incurred for pandemic
response regardless of the date.
Spending must meet typical HUD' requirements for the CDBG program, including fulfilling at least one
national objective, using at least 70 percent of funds for activities that benefit low- and moderate -
income persons, and ensuring non -duplication of benefit. The four broad categories of eligible activities
include:
• Buildings and Improvements, Including Public Facilities;
• Assistance to Businesses, Including Special Economic Development Assistance;
• Provision of New or Quantifiably Increased Public Services; and
• Planning, Capacity Building, and Technical Assistance.
The substantial amendments that follow are the Village of Mount Prospect's modifications to its 2015-
2019 Five -Year Consolidated Plan (ConPlan) and 2019 Annual Action Plan (AAP). The 2015-2019 ConPlan
functions as a strategic planning document with goals spanning a five-year period while the 2019 AAP
details the funding strategy for the CDBG program year from October 1, 2019 through September 30,
2020. Obtaining CDBG-CV funding for PY 2019 requires substantial amendments to both the 2015-2019
ConPlan and the 2019 AAP. The Village's Citizen Participation Plan encourages residents, businesses,
units of general government, and community organizations to engage in a public process and provide
comments on the substantial amendments detailed below. Additions to the published documents are
indicated in italic text and deletions are indicated with strike -through text.

The CARES Act Flexibilities for CDBG Funds Used to Support Coronavirus Response Guide dated April 9,
2020, allows for the following modifications to the Citizen Participation Plan for the 2015-2019 Five -Year
Consolidated Plan and 2019 Annual Action Plan:
The public review period is reduced to no less than five (5) days;
Virtual public hearings are allowed when necessary to protect public health; and
Notice of public hearing and opportunity to comment is shortened to a "reasonable" period.
Per HUD guidelines, the Village of Mount Prospect will host a virtual public hearing on June 25, 2020 and
will reduce the public review period to eight days for the substantial amendments to the 2015-2019 Five -
Year Consolidated Plan and the 2019 Annual Action Plan.

Description:
The CDBG-CV funds from the CARES Act will be utilized to address new community needs related to infectious
disease response, supplement existing CDBG programs that have been impacted by COVID-19, and facilitate

The stay-at-home order for the state of Illinois went into effect on March 21, 2020. In the subsequent
weeks, the Village consulted local businesses and community partners to learn how the pandemic is
affecting their operations and clientele. Respondents indicated measures that would provide immediate
relief for both businesses and residents that have been negatively impacted by the pandemic.
The substantial amendment to the 2019 AAP was discussed at the Planning & Zoning Commission public
meeting on June 25, 2020. An eight-day public review period took place from June 29 through July 6,
2020. The draft substantial amendment was available on the Village website and hard copies were
available at Village Hall. The substantial amendment to the 2019 AAP went to the Village Board for a
second public hearing on July 7, 2020.

The Coronavirus Aid, Relief, and Economic Security Act (CARES Act) has suspended the 15°o cap on
spending for public services for PY 2019. More than 15°0 of the CDBG-CV funds for PY 2019 were
allocated to meet increased demand for public services as a result of the COVID-19 pandemic. The Village
recognizes that the pandemic is a continually evolving public health situation requiring flexible and rapid
response, and notes that the CDBG-CV funds may be shifted between projects to best meet the emerging
needs of the community.

Due to COVID-19 and the related self -quarantine at all of their sites,
Search Inc. cannot allow outside workers to complete the original
approved project to remodel an accessible bathroom at 1818 Andoo
Lane. Search Inc. requested that their PY 2019 allocation be
repurposed for an alternate project that can be completed before the
end of the program year while allowing social distancing by the
construction crews. The $25,000 will be used to construct an exterior
accessible deck landing and ramp at 1007 Sycamore Lane.

Chairman Donnelly called the meeting to order at 7:05 pm. Commissioner Beattie made a motion seconded
by Commissioner Filippone to approve the minutes from the Planning and Zoning Commission meeting on
June 11, 2020. The minutes were approved 6-0.
Chairman Donnelly introduced the second item of new business: Community Development Block Grant
Substantial Amendments to the 2015-2019 Consolidated Plan and PY 2019 Action Plan.
Ms. Lalagos gave a brief background on the Community Development Block Grant (CDBG). She stated
that the Village has been allocated an additional $154,667 in CDBG-CV funds to prevent, prepare, and
respond to the Coronavirus. She described the Substantial Amendments to the 2015-2019 Consolidated
Plan and 2019 Action Plan that will allow the use of these funds in the current program year, 2019. She
outlined proposed activities for the use of the CDBG-CV funds to provide relief for eligible Mount Prospect
residents and small businesses, including: rental assistance, replenishing food pantries, small business
assistance, meal delivery for vulnerable populations, and hotel / motel emergency shelter.
Ms. Lalagos briefly reviewed the changes made to the Citizen Participation Plan pursuant to the CARES
Act of March 27, 2020, and announced that the CDBG documents will be available for an eight-day public
review period.

Mr. Cooney clarified that there will be a separate vote on each CDBG item in the agenda.
Chairman Donnelly invited the audience to ask questions about the Substantial Amendments.
Commissioner Filippone asked if the Substantial Amendments were required by HUD to be eligible to
receive the CDBG-CV funds. Ms. Lalagos confirmed that the Citizen Participation Plan specifies that any
substantial changes to funding or goals requires a public hearing process and approval. Commissioner
Filippone clarified that this amendment targets the money to address COVID-related issues and allows the
Village to expedite the use of funds. Ms. Lalagos confirmed that the Substantial Amendment to the 2019
Action Plan is the most expeditious way to obtain the CDBG-CV funds from HUD.
Hearing no further questions, Chairman Donnelly made a motion to approve the CDBG Substantial
Amendments to the 2015-2019 Consolidated Plan and PY 2019 Action Plan, to be made available for public
review and comment from June 29 through July 6, 2020. The motion was seconded by Commissioner
Filippone.

The Planning and Zoning Commission gave a positive recommendation (6-0) to the Village Board.

RESOLUTION NO.
A RESOLUTION APPROVING SUBSTANTIAL AMENDMENTS TO THE 2015-2019
CONSOLIDATED PLAN AND THE 2019 PROGRAM YEAR (PY) ACTION PLAN
COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT PROGRAM
WHEREAS, on July 21, 2015 the Village of Mount Prospect Board of Trustees approved a five-year
Consolidated Plan, which included The Process used to develop this Plan, a Needs Assessment, Market
Analysis, Strategic Plan, and the Annual Action Plan for Program Year 2019, which runs from October 1,
2019 to September 30, 2020; and
WHEREAS, the Village of Mount Prospect received notification on April 2, 2020 that it will receive
special allocation of Community Development Block Grant funds to be used to prevent, prepare, and
respond to the Coronavirus; and
WHEREAS, the Village of Mount Prospect anticipates a special allocation of Community Develpment
Block Grant funds in the amount of $154,667 for Program Year 2019; and
WHEREAS, the Village must submit Substantial Amendments to the Unites States Department of
Housing and Urban Development for the 2015-2019 Consolidated Plan and the 2019 Action Plan; and
WHEREAS, a Public Hearing was held at the June 25, 2020 Planning and Zoning Commission meeting
and a required eight-day public review period commenced on June 29, 2020 and concluded on July 6,
2020; and
WHEREAS, the Mayor and Board of Trustees have determined that Substantial Amendments to the
Consolidated Plan and 2019 Action Plan can be of benefit to maximize the use of CDBG-CV funds for
community relief and recovery for COVID-19.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF
THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE
EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: The Mayor and Board of Trustees of the Village of Mount Prospect hereby approve
the Substantial Amendments to the 2015-2019 Consolidated Plan, and the Program Year 2019 Action
Plan attached hereto and made part of this resolution as Exhibit "A":
SECTION TWO: This Resolution shall be in full force and effect from and after its passage and
approval in the manner provided by law.
