BANKING SERVICES Committee members reviewed the memo by Finance Director David Jepson recommending that the Village solicit local commercial banking establishments for a long-term package of banking service:. Mr. Jepson indicated that the Village spends over $21,100" a. year for banking services. Mr. 'Jepson stated that -the draft RFP has been, submitted to two of the local banks for their comments. Mr. Jepson indicated that their response was favorable, and that they felt it would be a fair bidding process., Mr., Jepson indicated that this type of bidding process was becoming more corer ori and that it gives the Village some control over the costs for banking service and requires a long-term commit- ment by the bank to providing this service. After brief discussion among Committee members, it was their consensus to proceed with the Request for Proposals. V. JURISDICTIONAL TRANSFER. OF SCHOENBECK ROAD Village Manager ,John Fulton Dixon reviewed with Committee members, the current status of negotiations with the County Road Department regarding the jurisdictional transfer of Schoenbeck Road. Mr. Dixon indicated that: as part of the proposed Lexington development of the old "Sporty Nine" Golf Course, the developer would be widening and realigning Schoenbeck Road from its entrance approximately 200 feet south to the point that it intersects with Rand Road. In attempting, to get the County Road Department to make like improvements to the balance of the Road north to Camp McDonald Road, the Village would have to accept jurisdictional transfer of the roadway. The Village Manager felt that the long-term benefit to the village outweighed the fact that the Village would be responsible f o r the future maintenance and repair of the Road. He indicated that without the jurisdictional transfer, the Road would in all likelihood remain in its current configuration and he was concerned: about safety on the Road as well as its size in light of the fact that this large development would be taking place adjacent to it. Discussion among Committee members directed the staff to attempt to get the developer to include curb and gutter and enclosed storm sewers on its portion of the roadway improvement. Trustee Farley also asked what the effect of the jurisdictional transfer would have on the Motor Fuel Tax Funds. and downtown redevelopment. Director of Inspection Services Chuck Bencic indicated that the Village would not receive any more Motor Fuel Tax Funds because of the acceptance of responsibility for the Road. Mayor krause indicated that the Northwest Municipal Conference has made several attempts to get some type of reimbursement for the acceptance of these roadways but that those efforts have been unsuccessful to date. The consensus of the Committee was to proceed with the jurisdictional transfer of Schoenbeck Road. PaMaTAaJ sjaqufaw aall!wwo:) DMIDA03N IA Mr. Dixon indicated that as part of the original Consent Decree with Lexington, the Board of Trustees was required to approve the final engineering plans submitted by Lexington based on the recommendation of the Village Manager. Mr. Mark Hopwood, Project Engineer for Lexington Homes, briefly reviewed with the Board the -parameters of the project and Lexington's eagerness to proceed with the development. After brief discussion among Committee members, there was a consensus that the official approval be brought to the Trustees at the July 19 Village Board meeting. In the interim, the Board gave its approval for the developer to begin construction of foundations for his models, at this own risk. IX. ANY OTHER BUSINESS Trustee Ted Wattenberg asked that the Village keep track of a recent burglary suspect as he moves through the Court system. Mayor Krause agreed and asked staff to keep the Village Board updated on the progress of this trial. Additionally, Trustee Wattenberg asked that the Village Board consider exempting senior citizens from the "happy hour" ban recently passed by the Village Board* X.
