IV. SENIOR. TAXI PROGRAM
You will recall that at the beginning of this fiscal year, we were not receiving
reimbursement funds from Pace for our ,Senior Taxi Program because of the
concern over the warding in our contract with American Taxi; specifically
concerning physical exams for the drivers. We successfully convinced Pace that
we would, change our Ordinance so that in the future we would be in total
compliance with the physical exam document they wished us to have. Since
that time, Pace has requested that American Taxi and the Village enter into a
Transportation Services Contract. we have had several discussions with
American Taxi and each time they come up with one or more items that
concern them in the contract; specifically, drug testing, suspensions for drivers
and a higher level of insurance for each of the cabs than that required by State
statute. As a side issue, Pace has started discussions concerning all of their
transportation network and has proposed that they should limit the hours for
subsidized taxi service to only those times that buses are available, therefore,
late evening hour, weekend and holiday time would most likely be cut back
substantially.
Attached are a number of documents; a letter to the Executive Director of
Pace, a response to that letter, a letter from American Taxi and a copy of the
Transportation Services Contract.
As an alternative to the paper work, time, energy and effort that has been
spent to continue this program, the Village could operate the Program from
general funds. The cost would be less than $13,000 per year. After reviewing
the problems, hassles and effort levels have been spent on this project Over the
last year, we may be ahead because of the saving of staff time attempting to
coordinate the efforts between Pace and American Taxi. Our present contract
runs through the end of this calendar year and I feel we should be prepared to
operate the entire Program through general government funds should there be
cancellation of the Program by Pace. If the Board has no objections, we will
attempt to continue the funded Program as long as possible but it appears with
all the arguing going on that it is quite conceivable that the funded Program
will be out of operation at the end of this calendar year.
The Northwest Central Dispatch System has been reviewing the need for
adequate space and upgraded telephone system and computer capability to
continue its outstanding services on a regional basis. In order to do so, the
System must find a new location within the next couple of years to house their
operations. There is a Village -owned site in Arlington Heights that is available.
Attached is information concerning the cost of developing a new site as well as
timeframe. The timeframe is extremely ambitious and tight and it would be
helpful for this Board to discuss our support for the construction of the new
facility.
