MAYOR'S REPORT Mayor Krause stated that the Village Board takes the opportunity each year to acknowledge, by department, those employees celebrating their quinquennial anniversaries. The following employees from the Public Works Department were honored: Melvyn L. Both 20 Frank DeLuca 20 Robert W. Doolittle 20 Joseph Mocerino 20 David Bublitz 10 Mayor Krause proclaimed the week of October 9 - 15r , FIRE PREVENTION 1988 as Fire Prevention Week in the Village. The week of September 26 through October 2 1988 was proclaimed Chamber of commerce Week in the Village. Don Weibel, Chairman of the Constitution Bi -Centennial commission requested everyone in attendance to re- affirm their citizenship to,the United States and the Citizens Oath of Citizenship was recited by all. Mayor Krause noted that our Municipal Access Cable Television Division has recently conducted a contest for a logo design. The entries were judged by the members of the Village Board with the results as follows: Carl Romack, 1st place Teresa Malkowski, 2nd and 3rd place Mayor Krause presented the winners with their prizes. Mayor Krause stated that Edward J. Miller, Village Trustee from 1979 - 1982, as well as Chairman of the Fire and Police Commission and member of the Police Pension Fund, died of a heart attack this past weekend. METER/MEADOW Beier Meadow Development - Lonnguist Blvd. & Meier DEVELOPMENT Road The Petitioner is requesting a modification from the Development Code (Chapter 15) to reduce the number of street lights from 2 to 1. The Plan Commission recommended denying the request. It was noted that the Petitioner is developing a parcel of hand on the north side. of .Lonnquist Blvd with 3 single family homes. The Development Code requires the developer to install necessary street lights and public improvements. The Petitioner stated that he felt the village should have installed the street light at the corner when Loanquist Blvd. was improved and that he should not have to incur the additional expense. It was noted that this area is very dark and does need lighting. Following discussion, the Petitioner` stated that if a compromise could be reached, he would install the street light in front of the homes to be developed.` The Petitioner also requested clarification as to whether he would be responsible for the removal of temporary lights._ It was the feeling of the Village Beard that a compromise could be worked out between the staff and the Petitioner, whereby the Petitioner would install one of the two lights required and that such compromise should be presented to the Village Beard at the neat regular meeting on October 4th. This item was continued to October 4th. Mrs Kane indicated she had talked with adjoining property owners and that there were no objections to the request. She submitted a petition in support of her application. Lastly, she noted that there are existing plantings adjacent to the patio to provide screening from a single family home next door. [,qo one appeared to speak in favor or opposition to the request. Mr. Paul,, Bednar noted for the Zoning Board that this is a corner lot, and due to the placement of the rear door on the home, this location is the best place• for a patio at this• address. He also noted that the patio could be reduced in width to meet the side yard requirement and this would result in a 15 foot wide patio which should be sufficient for use by the petitioner. Mr. Bednar noted that the existing patio has been there for some time, but that replacing the 19 foot wide patio with the same dimensiotn would require a variation. Mr. Bednar demonstrated to the Zoning Board that the patio could be reduced to 15 feet wide and still meet the requirements of the Zoning ordinance. The Zoning Board generally discussed the request and it was determined that replacing the patio in kind, or in the same location as the existing structure, was reasonable. The Zoning •Board noted that the existing patio has caused no adverse effect on adjoining properties and that it was reasonable to allow the petitioner to replace the patio in a dimension that would be equal to the planter box. The proposal presented by the applicant should not have a significant impact upon the neighborhood since the distance between this home and the residence to the east is greater than normal. A shrub hedge screening this parking area from street view may be appropriate. The straighter alignment of the new proposed driveway is to the village's benefit. The petitioner should state a hardship, for the record, as to why this existing patio setback should be allowed. The existing patio has been located in its present location for many years. This location seems to be most appropriate for a patio since it is directly accessible to the rear doors of the home. However, the patio is only set back 3 feet from the side property line whereas, by Code, there should be a 10 foot setback. Upon a field investigation of the"rear yard, it is apparent there are other areas that could accommodate this patio size., although we recognize the fact that another location would be less accessible to the rear doors of the home. Once again, a landscaped buffer strip between the patio and the property line may be appropriate, if requested. In summary, the petitioner should establish hardships for both requests.
