The regular meeting of the Mount Prospect Plan Commission was calle 'i
to order by Chairman Donald Weibel at 8:00 P.M. at the Village Hall

Mr. Velasco's motion to approve the minutes of the regular meeting of
September 21, 1988 was seconded by Mr. Richardson. All members
present voted Aye and Chairman Weibel declared the minutles approved,

Approval of this plat of easement was requested in order to provide
the Village of Mount Prospect access to an *improved water and sewer
system which completes the loop between Bristol Court and Westgate.
Mr. Boege moved and Mr. Richardson seconded that the plat be approved.

A. Perf ormance Hearing
Chairman Weibel advised that this item was included on the agenda in
a
error since this hearing had already t ken place in a prior meeting.

There are about thirty people present for,,discussiMMI n of this subject
including members of the Mount Prospect and the Arlington Heights Bike
Clubs.
Mr. David Toeppen commented that he had bicycled in Mount Prospect for
23 years and in that time Mount Prospect has grown up making it
difficult to find a good route, He believed the" suggested route was

of bike lock -ups in shopping centers and that more of these would be

Ms. Chris VanDornick, a member of the Arlington Heights Bicycle Clu
commented that she believed consideration should be give to tying I
the bike paths with other communities. il
Earl Mason of the Arlington Heights Bike Club commented on the need
for bike paths but expressed concern about the surface for paths,
This should be kept in mind,
Mrs. Rachel Toeppen express6d her sentiments in favor of a bike path
plan and said that she had talked to Mr, Durlacher of the Mount
Prospect Park District, and while he was unable to attend the Plan
Commission meeting, he asked her to convey the information that the
Park District would be very much behind a bike 'path program*
A comment was made by one individual that he did not use the bike path
on the Commonwealth Edison property on the south side of town because
it had too much broken glass. This was corroborated by others.
Comment was made that this should be reported to the Park District who
is responsible for upkeep of the path.
Additional comments were made by others in the audience, all of which
were in favor of positive action on the bike route issue,
Mr. Weibel asked for comments that the Commission members might like
to make. Mr. Velasco stated that he had taken due note of the
comments that had just been made, however, he did want to report on a
mini survey that he had taken. In an interview he had made of 22
bicycle riders, only two used the present bike path and those two only
because that was the way they were going anyway. He stated that he
believed the bike paths we have in mount Prospect at the present time
are valueless. To improve them, they should at least have lines
marking them off. The suggestion was made that a committee be formed
among the bike clubs that would make recommendations and give
assistance to the staff in developing a bike route system in mount
Prospect.
chairman Weibel read a letter dated September 15, 1988 from Mr. Sims
and addressed to the Plan Commission members concerning proposed
additions to be considered -as amendments to the Comprehensive Plan
regarding the future development of bicycle facilities. Mr. Richardson
moved, and seconded by Mr. Velasco, that the recommendations made in
Mr. Sims' letter be incorporated in the Comprehensive Plan, All
members present voted Aye and Chairman Weibel declared the motion
passed,.
