CONSULTANT RECOMMENDATION - MUNICIPAL BROWNFIELD
REDEVELOPMENT GRANT
The Village is pro-actively pursuing state funds to alleviate the cost burden of potential environmental
remediation in Sub-area 1 for the proposed redevelopment. The lllinois Environmental Protection Agency
(IEP A) offers financial assistance to municipalities redeveloping potentially contaminated land through the
Municipal Brownfields Redevelopment Grant (MBRG). In May, the Community Development Department
released a Request for Qualifications to environmental consultant companies. Five companies responded to the
Request for Qualifications: EPI, Gabriel, LFR, Shaw, and V3. Each company has experience in Brownfield
grant management and the staff qualifications included expertise in engineering, public health, environmental
science and natural resource management. The companies' qualifications and proposals are summarized in the
attached spreadsheet.
Municipal Brownfield Redevelopment Grant
The Brownfields Grant offered by the IEP A covers the cost of all eligible activities through a 70/30 grant to the
Village. In-kind spending and TIP funds may be used to cover the Village's 30% match. The maximum grant
amount available is $240,000. The IEP A regulates the work of environmental consultants participating in grant
management and the amount for services charged to the grant. Quarterly reports to the IEP A are a requirement
to inform the state on grant progress. The hourly rates charged by each company are comparable.
For the Brownfield Grant, eligible and ineligible costs are as follows:
Eligible costs: All costs incurred after grant approval including Phase 1, Phase 2, groundwater
assessment, site enrollment, SRP reporting, grant management, soil/groundwater remediation.
Ineligible costs: asbestos, lead, demolition, and geotechnical investigations (such as soil analysis to
determine what can be built on soil composition). Costs incurred before the grant has been awarded.
The Brownfields grants are available for three years and may be extended by two years. The original grant
application may be amended to add additional parcels. Consent by ownership is required for properties to be
included for review.
Proposal Review
Grant applications are submitted for a Phase 1 review of the subject property to be conducted. If the review
identifies the potential for environmental hazards (based on use history and appearance of the property), a Phase
2 review is conducted which looks (through drilling and other physical analysis) for any existing hazards
needing remediation. If contamination is found, the property is enrolled in the Site Remediation Program and a
remediation solution is determined through discussions with the IEP A.

The need for a Phase 2 and site remediation remains an unknown at this time. Therefore, the RFQ responses
have been reviewed for:
. consultant qualifications
. experience with brownfield grants
. costs presented for preparation of the grant application
. costs for quarterly administration of the grant
. costs presented for the Phase 1 investigation
. any additional costs
Recommendation
Looking at these factors:
. Key personnel qualifications between firms are comparable.
. Experience and qualifications influence how well the grant will be administered. The Shaw Group and
LFR have the most experience with actual Brownfield Grants. Environmental Protection Industries has
significant experience in remediation projects, but the least amount of grant projects.
· Gabriel Environmental/Turnkey would charge $2,320 for preparation of the Brownfield Grant
paperwork, all others would not charge. All companies would, however, require through contract that
the Village utilize their services in administration ofthe grant and remediation work.
· Some firms chose to build administrative costs into the figure for the Phase 1 (and into subsequent
work) and therefore provide a lower quarterly fee. Administrative costs per quarter were in the range of
$1,200 per quarter for Gabriel/Turnkey, EPI, and V3 with Shaw and LFR at approximately $2,000 per
quarter.
· The Phase 1 component of the project could have been bid at a per parcel basis, or a single figure for the
1.56 acre site; When bid on a cost by individual parcel basis, Phase 1 costs per parcel ran from $1,500 -
$2,750. When asked to bid on a lump sum number for the entire 1.56 acres, firms were able to bid a
lesser cost due to cost savings involved in requesting reports from EP A databases. At $2,000 for a lump
sum review of the 1.56 acre parcel, Shaw submitted the lowest bid, followed by Environmental
Protection Agencies at $2,750.
· Gabriel Environmental/Tumkey projected $500-1000 in additional costs. All others replied that their
cost for Phase I was inclusive.
The Shaw Group stands out from the other proposals for the following reasons:

Number of completed MBRG projects completed, (13 completed Brownfield Grants).
Ability to remediate properties with site specific plans.
Cost for Phase 1 investigative work.

The purpose of releasing a Request for Qualifications is to determine which company is most qualified to
perform a job outlined by the Village. The Shaw Group presented their company's work in a format that
indicates result-oriented plans and extensive Brownfield grant management experience. Based on above
reasons, staff recommends the contract for the Brownfields Grant is awarded to The Shaw Group. Staff will be
available at the meeting to answer any questions.
