As you are aware, for several years now we have been getting extensions from them passed upon promises we made them in our Quarterly Reports. As you will note from the at -Cached cor- respondence, they now want a compliance schedule furnished by the Village and a resolution committing the Village to the scheduled compliance and extended maintenance of the system. We have 120 days f rom the date of th is letter to submit to the MSD a copy of the resolut 'ion and schedule of compliance. I would recommend that this be placed on the Committee of the Whole agenda when we will be talking to the Board about the whole program of Sewer Rehab lHitation. Compliance with the Sanitary District's program requirements is achieved when extraneoLos infiltration and inflow to the san'l*tary sewer system is reduced to an acceptable level. This level is def''I"ned as water usage plus an allowable infiltration rate of 500 gallons per day per inch diameter mile of sewer during wet weather. Only a pump with automatic controls is recommended* For installation of a separate sump pumps it is recommended that a licensed plumber be consulted. Included in these instructions is a list of approved plumbers in the Mount Prospect area, but Y ou can estimate a cost between $800 and $1,300. We would further recommend you obtain more than one bid* Situation 4 -- Combination Sumo Pump with Diverter Valve A combination sump pump (described in Situation 3) may also be equipped with d'iverter valves which allow the sump pump to alternately discharge to the sanitary sewer or to the yard. This problem may be solved by disconnecting the sump pump from the sanitary sewer and discharging to the yard. . A pump would be installed under he' laundry tub to pump laundry wastewater to the sanitary sewer. All piping for the flow diversion must be removed. The tees in the sump pump discharge pipe must be removed and permanently replaced with rigid pipe and the connec- tion on the sanitary sewer piping must be permanently capped. Situation 5 -- Overflow Line An overflow line is a drain line built between a sanitary sump and a storm sump. In the past, this type of system was installed top rovide continued pumpage in case of failure of either ptimp. ThisprobIlem may be solved by very carefully, fi'lling one end of the overflow pipe with at least six inches of concrete. At, the time of re -inspection, the adequacy of the cementing wor,k ill be tested with a hammer to ensure that it cannot be removed la,ter. If the customer has a special concern for pump failure, he may wish to consider installing a backup pump in the sump he is concerned about. failing. This sump would then discharge into the yard or to a nearby storm sewer* This type of corrective repair could cost between $1,500 and $3,000. Included in these instructions is a list of approved plumbers in the Mount Prospect area. We would further recommend you obtain more than one bid. SPECIAL CONSIDERATIONS 1* Some customers have indicated that they have made illegal connections to the sanitary sewer because the water which is discharged into the yard freezes causing the pump to burn out. In this case: a The discharge line may be graded to drain itself; b The check valve may be modi fieri ; C, The outside line may be wrapped with electric heating tape which is designed for outside use 2. Homeowners are advised that all piping between the sanitary sewer and the sump pump must be removed; all valves on the sump pump discharge and sanitary sewer must be removed; and the connection at the sanitary sewer must be permanently and securely capped* 3. In all cases, it is important that any opening to the sanitary sewer pipe be carefully capped so as not to allow noxious gasses From the sewer back into the house. CAUTIONS Modifications to plumbing or electrical systems should be done only by an owner skilled in remodeling, Work should be done in accordance with Village plumbing and electrical codes, and only after proper permits are obtained. The homeowner should con- sult the Village Code Enforcement Department to receive proper information and guidance. The Village has waived the fee for any associated permit; however a permit must be obtained* While there is a temptation for the homeowner to proceed with modifications without benefit of permits, application for permits offers the opportunity for valuable consultation to ensure that code requirements a r e being followed.
