I. CALL TO ORDER - ROLL CALL
V. ZONING VARIATION ANALYSIS
In January of this year, the Committee of the Whole asked the
administrative staff to review the quantity and quality of Zoning
Variances coming before the Zoning Board of Appeals and the
Village Board. The Village's intern in the Department of
Community of Development has prepared three memorandums covering
Zoning Variation procedures, the categories of Variance requests
and some suggestions for future streamlining. They are attached
for your review and discussion.
While it may appear that the Village Board Agenda is crowded with
Zoning requests, the Board should keep in mind that it "seesif
each request on three different occasions-, First is the recom-
mendation of the Zoning Board of Appeals, the second is the
introduction of the Ordinance for its first reading and the third
is the second reading of the Ordinance for final consideration.
Thus, the Board may find on a typical Agenda a series of requests
from the Zoning Board of Appeals under New Business and a series
of Ordinances under Old Business acting upon the recommendations
of the Zoning Board of Appeals. In actuality, the Village has
had only 85 requests for Variances in the past three years which
amounts to 2.4 cases per month.
Zoning is a particular authority of local government that has a
significant impact upon the future of the community and the
quality of life of surrounding property owners. In an effort to
streamline our procedures and aid our residents' petitions, the
Mayor and Board of Trustees must be vigilant that the resultant
efforts are in proportion to the seriousness of the problem and
the potential consequences of our actions.
