The meet ing was called to order at 7:32 p.m. Present at the
meeting were, Mayor Carolyn Krause- Trustees Ralph Arthur,
Gerald Farley, Leo Floros, George Van Geem, Norma Murauskis
and Theodore Wattenberg. Also present at the meeting were:
Village Manager Terrance, Burghard, Assistant to the Village
Manager Michael Janonis, Director of Public Works Herbert*
Weeks, Deputy Director of Public Works Glen Andler, Water
Superintendent Jerry McIntosh. Atso present were two

There being no citiozens present at the meeting desiring to
make any presentations before the Committee of the Whole,
the Mayor moved on to the next 'Item of business,
IV, 'WHEELING TOWNSH,IP CHEMICAL PEOPLE TASK FORCE BUDGET REqEf�S.T
The WTCPTF appeared before the Committee of the Whole to
request $4,000 in funding to help withthe start-up of their
program. WT,CPTF members Michael Glass and Jeanne Miller

outlined the year-old group's activities wnicn include heavy
emphasis on preventat ive education as opposed to
post -occurrence intervention.. Both representat i'ves

indicated that the organi'zation would serve as an umbrella

group in that they would coordinate the efforts of other
substance abuse programs such as Omni House, They indicated
that the Illinois Dangerous Drug Commission had designated
them as an umbrella group in Wheeling Township. Ms. Miller
also indicated that the group would not limit 'Its activities
to Wheeling Township; that 'in fact they would provide
services to those residents of Mount Prospect located 'in Elk
Grove Township, Mr. Glass indicated that the WTCPTF had
worked with local Mount Prospect Police Officer Michael
Salatino and had also organi*zed the campaign which 'Included
children writing to Hill Street Blues star Bruce Weitz.

Donohue and Associates presented to the Committee members an

overview of the proposed program inspect for and dis-

connect 'improper sanitary sewer connections in residential
homes within the Viliage of Mount Prospect. The problem of
extraneous flows into the Village's sanitary sewer system
from improper sump pumps, footing and foundation drains,
downspots and other cross- con't:ectiolns causes sewage to
back-up into homes thus creating a. hazal-rd to the health and
welfare of the community :,as "We'll as causing periodic
property damage.

Mr. Kipp indicated that teams of two persons either both
female or male and female would make in I'vidual
house-to-house inspect ions o These inspect ions would include
both interior and exterior examination for improper drainage
of storm water into the sanitary sewer systems Mr. K'

Deputy Director of Public Works Glen Andler reviewed with
thMAA Committee members a series of memoranda and draft
letters prepared by the Department of Public Works based on
applicable rules and regulations and the suc-cessful attemMrY
pts
in other communities to maximize exposure and communication
to our residents in order to lessen the anticipate,,4
resistance to this program, Mr. Andler also reviewed with
the members a series of Ordinances covering such items as
construction of sanitary sewers, use by private individuals
of the sanitary sewers, meters and rates and type of
connMMctions required,
Staf f * also explained that Donohue proposed to conduct
approximately 4100 'inspect -ions in this first phase of the
proj ect,, As background, Mr. Andler indicated that the4

inspection program, Due to inclement weather and other
delays, the first phase of the inspection program was not
undertaken. It was the recommendation of staff that the
Village Board re -appropriate the $40,000 appropriated for
phase one ot the project and add that to the $40,000 in
phase two so that these 4100 'inspections could be carried
out,* Mr. Andler indicated that because of the 'increased
funding, this would allow Donohue and Associates to conduct
more inspection at one time and- thereby reduce their
per-unit costS

Consensus of Committee members was that the 'inspection
program and pre -publicity campaign as presented 'by the staff
should be implemented with suggested revisicons to
VI* MANAGER'S REPORT
Village Manager Terrance Burghard reported that the CENTRAL
DISPATCH SYSTEM for the Mount Prospect Fire Department was
up and running. Mr. Burghard * *Indicated that the system for
the Police Department was running behind sche'dule but that
completion was anticipated in the near fut�re
The Village Manager indicated that the Finance Commission of
the LAKE MICHIGAN WATER AGENCY was meeting to discuss final
financing for the project*
The Village Manager also reminded Committee members that a
�pecial meeting to discuss the subject of TAX INCRE11ENT
FINANCING had been scheduled, for Saturday, April 27, at
9:30 a.m., at the Village Hail Trustees,' Room.
VII* ANY OTHER BUSINESS
Trustee Flros indicated he concurred with a recommendation
that there be stricter enforcement of the No Parking
reguiations in fire lanes located in shopping centers,
Trustee Floros also commended Code Enforcement's work in
getting illegal signs removed in the Village.
A question was also raised regarding the proposed sidewalk
on Northwest Highway (MacArthur) The Village Manager
indicated that residents in the area had lodged p r o t e, is
