Absent from the meeting was Trustee Theodore Watten- Also present at the meeting were,-, Village Manager Terrance garg4ara, )4-%,-�4.sistans to the Village Manager M1*_r,%hae1 Janonis, Director of Public Works Herbert Weeks, Village Engineer Chuck Bencic, Project Engineer Fred Tennyson, Street Superintendent Melvin Both, Administrative Aide Beth Kr'nistrative Intern Michael Steklac. Also oi -ner and AdmI preseqt were two people from the print media., LI* MINUTES The Minutes of the Committee of the Whole meeting ollf July 23, 1985 were acc'epted and f iled, III* CITIZENS TO BE HEARD And unidentified Mount Prospect resident stated that he supported the building of a new Public Works tacl".1ity, This 1* # Citizen stated that he had visited the Public Works facility, 0 in Northbrook and thought that it was a f ine facilit:y and that the Village of Mount Prospect should have the sapie type of modern tacility, IV. PAVEMENT EVALUATION REVIEW CONSULTAN,r Committee members reviewed a series of memos from ViUlage Manager and Staff regarding the results of a request tor Iff proposa,ls.on consulting engineering services to, review the Village's Pavement Evaluation Program. The Village.Manager Terrance Burghard reported to Committee members that three proposals were 'submitted. These proposals and their correspondl*ng costs were as follows, Howard Needles, Tammen & Bergendof t (HTNB) �19t650 Black & Veatch Inc . 19 0 900 Metcalf Eddy Inc& (M & �23x982 The Village Manager indicated that all proposers` submitted met the spec 'it 14cat ions as stated in the re(Itle.-ii: nor Pro - 0 posals and that all three engineering, f irms were qualified o to conduct the requested study, 4 Committee members also reviewed previous Committee of the Whole' d isauss ions on this sub *J ect. Director of Public Works Herbert Weeks indicated that tile ratings developed by the Novak & Dempsey stjudy were simply benchmarks from which Staff would begin detailed studies regard in the maintenance ' needs of a part icular street. Mr. Weeks indicated that it was quite possible that a street could have a useful life that extended well beyond that which was indicated in the Novak & Dempsey study. In the saome respect, Olt was possi - DLe that a particular street could also experience an unexpected breakdown which would decrease its useful life*' Discussion among Committee members brought out the 0 -0 concensus that an engineerina study of the Novak Dempsey report was not necessary, at this time, Commi"ttee members 'asked- staff to p,r'epare a -series* of Alternative maintenance stategies 'based on the Novak & Dempsey rating system. These projections would anticipate a cipated Motor Vehicle Tax maintenance program ba,se,d 15n ant i Revenues over the pto,gramll s I ife.
