COMMITTEE OF TRE WHOLE
August 13, 1985
ROLL CALL
The meeting was called to order at 7 -.31 p.m. Present at the
meeting were: Mayor Carolyn Krause- Trustees Ralph Arthur,
Gerald Farley, Leo Floros$ Norma Mur aulski's, and George Van
Gees. Absent from the meeting was Trustee Theodore Watten-

And unidentified Mount Prospect resident stated that he
supported the building of a new Public Works tacl".1ity, This

Citizen stated that he had visited the Public Works facility,

in Northbrook and thought that it was a f ine facilit:y and
that the Village of Mount Prospect should have the sapie type
of modern tacility,
IV. PAVEMENT EVALUATION REVIEW CONSULTAN,r
Committee members reviewed a series of memos from ViUlage
Manager and Staff regarding the results of a request tor

proposa,ls.on consulting engineering services to, review the
Village's Pavement Evaluation Program.
The Village.Manager Terrance Burghard reported to Committee
members that three proposals were 'submitted. These
proposals and their correspondl*ng costs were as follows,

The Village Manager indicated that all proposers` submitted
met the spec 'it 14cat ions as stated in the re(Itle.-ii: nor Pro -

posals and that all three engineering, f irms were qualified

to conduct the requested study,

Committee members also reviewed previous Committee of the

discussion included *Information on how a street's useful
life was usually determined and how Staff used the ratings
that have been established by the Novak & Dempsey study 'in
determining the "adtual" useful life of a particular streetl.
Director of Public Works Herbert Weeks indicated that tile
ratings developed by the Novak & Dempsey stjudy were simply
benchmarks from which Staff would begin detailed studies
regard in the maintenance ' needs of a part icular street. Mr.
Weeks indicated that it was quite possible that a street
could have a useful life that extended well beyond that
which was indicated in the Novak & Dempsey study. In the
saome respect, Olt was possi - DLe that a particular street could
also experience an unexpected breakdown which would decrease
its useful life*'
Discussion among Committee members brought out the

concensus that an engineerina study of the Novak Dempsey
report was not necessary, at this time,
Commi"ttee members 'asked- staff to p,r'epare a -series* of
Alternative maintenance stategies 'based on the Novak &
Dempsey rating system. These projections would anticipate a

able to Committee members some time this fall.

It was the general feeling among Committee members that the
present Public Works force and the services it was called on

that a study should be conducted, by Staff, exploring g th.e
above stated possibilities,
Village Manager Terrance Bu.rghard indicated that S t a ff could
prepare a detailed study covering each of t�hes e alternatives
and present that study to Committee 't mbers for their review
and deois ion . 'trustee Ralph Arthur asked that the Com-,,

their individual requirements for inclusion in the study,
Mr. Burghard "Indicated that this study could be made
ave ' lab le to the Mayor and the :hoard fortheir review by the ,

Committee members discussed,, the need for add it ional controls
on the development of existing and new businesses wittiin the,
Vi1lage. It was the general concensus among Committee
members that as the Village matures, there is a greater need
to

recognize that his type of control has been ach*eved 'in the
downtown 1)usLness district through the Facade Pt-ogral-a.
It was the suggestion of Village Manager Terrance Burghard

that the Committee members consiaer the establishment of

corridors within the Villa'ge, in which this extended type ot
control could be implemented. Under these new standards the
Village would have total plan review including sollie control

The Village Manager also indicated that Staff was currently

$24,000 in late, payments*"
