Several weeks ago, the President of the Library Board met
with Mayor Krause and discussed the procedures to explore
community needs in the area of arts and cultural activities.
This discussion results, in part, from our earlier eftorts
to attract Roosevelt University to our community. A
university automatically brings with it a heightened
awareness of cultural activities and programs. While
Roosevelt University has not made a final decision,' it
appears that they are leaning towards Forest View high
School or, at worst, remaining at their present location.
Thus, there remains a perceived need that the Village and
Library could act jointly as a common catalyst to encourage
a greater awareness and development of community arts and
culture. Mr. Hess and other Library Board members will
attend the Committee of the Whole meeting of September 10 to
discuss these concepts at a public meeting.
It the Committee of the Whole and the Library members reach
a basic understanding that these directions ought to be
pursued, it would be fruitful to consider the creation of an
Arts and Cultural Commission made up of various interests
and organizations from the community. This Commission could
develop some standards by which to measure the perceived
need of our residents, identify the possible areas of
duplication.or conflict among existing organizations and,
therefore, be able to define a response to meet those
identified needs, The Commission could additionally
identify participants for potential 'Involvement from various
community and church groups, civic organizations, other
local interested groups and other individuals,
The success rat such a venture will depend greatly upon
private enterprise sponsors. In most communities, art and
cultural events are sponsored in part by private enterprise
who can provide leadership, advertising and basic funding.
After identifying the areas of community need, potential
participants and potential sponsors, the Commission can
produce a report to be jointly considered 'by the Library
Board and the Village Board. This matter may take several
meetings to discuss thoroughly but -prior to any statf work

being invested, the Liorary Board members and Village Board
meMDers should conclude whether or not there is merit in
pursuing the idea further,
