Also present at the meeting -were: Village Manager Terrance burghard, Assistant to the Village Manager Michael JanoniSJ, Cable Television Coordinator Karen Giet, Director of Public Works Herbert Weeks and Deputy Director of Public Works Glen Andler. Also present was one person trom the print media,, IIe MINUTES **Now The Minutes of the Committee of the Whole meetings of both September 10, 1985 and September 24, 1985 were accepted and :t i led. ille LITIZENS, TO BE HEARD 0 " There being no citizens present who wished to make a presentation before the Committee of the Whole, the Committee moved on to the next 'Item of business, IVw CABLE COVERAGE OF BOARD MEETINGS AND CABLE SYSTEM UPDATE Cable Coordinator Karen Giet reviewed with Committee members her report assessing the cost and issues involved with televising Village Board meetings. Among the major issues addressed in Ms. Giet's report were site location and necessary renovation, set construction costs, set-up and breakdown times, cost for both personnel and equipment and a survey of cable television subscribers gauging the desire to have such meetings broadcast, Ms. - Giet reported that with the help of two local video equipment suppliers who turnished the services of a trained engineer, she was able to establish that the Seniors' Center was t 'he most suitable location for the establishment ot a permanent broadcast facility. Both renovation costs and disruption of on-going senior activities would be minimal. Both the set-up and the tear -down of the set for such broadcasts could be accomplished by available Public Works personnel. Additionally, the set would be constructedso that it would blend into the present contiguration and use patterns at the Seniors' Center. No •► .. .. � .. Mr. Weeks stated that there were numerous problems with the system including collapsed tiles, tiles which were constantly under water, running sand and other various problems, Mr. Weeks also pointed out that this system was currently not 'in compliance with the Metropolitan Sanitary District inflow and 'infiltration standar"ds set for sanitary sewer systems. It was Mr. Weeks' estimate that it would cost approximately $270,000 to bring the system into compliance with MSD requirements. Mr. Burghard indicated that the Village did not currently have funds to cover the total cost of such repairs and that 0 in any case that the Village,'s prior position 'in matters like this was that the benefit applied to the users and they should bear the cost. However, practically speaking, the establishment of another Special Service District to fund the necessary repairs would add an additional �] .10 to the tax rate ot Prospect Meadows residents.
