I. CALL To ORDER - ROLL CALL II. ACCEPTANCE OF MINUTES OF SEPTEMBER 10, 1985 III. CITIZENS TO BE HEARD IV. ZONING PROCEDURES Pursuant -to the direction by the Mayor and Board of Trustees, the staff has been working for -Averal months to examine `ways through which we could strfz,Lmline some of our Zoning procedures, During, the summer, one of our interns did some basic research reviewing. l Iterature in the field and surveying, procedures in other communities. We have also re-examined our Zoning Board caseload tabulating the types and frequency of Variance cases, We are now prepared to recommend, to the Mayor and. the Board that the Zoning Board of Appeals be final in certain specified cases up to a maximum standard for residential properties. Such Variations would include yard encroach- ments, , setbacks , driveways, swimming pools and similar minor situations,. An automatic appeal, process would be built into the Ordinance to allow a petitioner to appeal to the Mayor, and, Board of Trustees � stees in a case denied by the Zoning Board of Appeals. Similarly, an objector could also appeal within a prescribed seven to ten dayperiod., We are also recommending.that our Fence Ordinance be increased to permit six. -foot fences without seeking a Variation. Such measures will greatly reduce the time presently required for such Variances on residential property, By permitting the Zoning Board o Appeals to be the final authority, with appeal,will not reduce the total caseload but handle it more expeditiously. Attached is a memorandum from Steve Park, Director of mm Plan n* and Zoning and he will, be in attendance at the --'--- Committee of the Whole meeting to discuss these principles in greater detail . We are recommending that if the Zoning Board of Appeals becomes final in these kinds of cases., specific standards as to their authority be delineated, in the Ordinance and that no further encroachment be allowed. V. FISCAL YEAR 1935 AUDIT AND FINANCIAL REPORT Distributed with the Committee of the Whole Agenda are copies of the Comprehensive Annual Financia. Report, General Purpose Financial Statements and the Management Letter as prepared by our auditors, Karrison and Byrne. Mr. David Jepson, Director of Finance, will be available at the Committee of the Whole meeting to briefly review the Audit's salient features, As has been our, policy, the matter will also be scheduled before the Finance Commission. Financial reports continue to show the stren th of Mount Prospect's tin,a cialstat osition and the e al into'r'ma- P statistical t ion , contained in .the final pages of the: Comprehensive Annual Financial Report highlight the. Village's declining Tax Rate, its improving debt position and" certain demographic, data that the Board members may t ind interesting, Last year, the Village was awarded a Certificate of Conformance by the Governmental Finance Officers' saocia- tiono we will be taking this year's Audit for review and fully expect at that point that another Certificate will, be issued. VI. KENNETH DRIVE RECONSTRUCTION As mentioned briefly at the last Committee of the whole meeting,, the Village Engineering staff has identified major roadway deficiencies on Kenneth Drive. This r,oa way was initially constructed in unincorporated Cook County. and does not meet municipal specifications. As businesses developed along Kenneth Drive, the roadway began to deteriorate and we highly suspect that the refuse trucks from Arc Disposal are a major contributor to this deterioration. This roadway is approximately 1100 feet long, east of Busse Road, and services only those properties immediately adjacent to the roadway. Our engineering estimates conclude that this reconstruction will cost approximately $145.,000 to $170,000 including, soils and testing. This expenditure cannot be funded through our, regular Roadway Maintenance budget and ft, has been our policy in the past that such reconstruction prod cts should be funded, either through grants or special assessments. The, Engineering staff will, be available at the Committee of the whole meeting to provide you with detailed information regarding the roadway. A Special Assessment requires that the benefiting property ofwners,,pay a proportionate shate of the project expense. Similarly, a Special Service District levies a tax on those properties benefiting from the improvement, - The Village Board will have to conclude whether, or not there is general public benefit for which to pay a proportion of the Special Assessment or Special Service District. The staff is seeking advice and counsel from the Village Board prior to contacting affected property owners as to the direction, scope and costs of the project. VII. MANAGER'S .REPORT 1.
