Also present at the meeting w I e re a Village Manager Terrance Burghard, Assistant to the Village Manager Michael Janonis, Director of Planning and Zoning Steve Park, Economic Development Director Ken Fritz, Village Engineer Chuck Bencic and Village Intern Michael Steklac. Also present was one person from the print media. I I e, MINUTES The Minutes of the Committee of the Whole meeting of October 8, 1985 were accepted and filed., 0 - There being no ci t izens present who wished to make a presentation before the Committee of the Whole, t h e Cornnittee moved on to 1he next item of business. IV* ARTS AND CIXTURAL COMMISSION Mr Sam Hess, Pres ident of the Mount Prospect Library Board, discussed with Committee members the proposed plans for forming an Arts and Cultural ConTnission 'in Mount Prospect. Mr. Hess *Indicated that he had recently met with Village Manager Terrance Burghard and Trustee Leo Floros to discuss the approach to be taken. Mr - Hess *1 nd *1 cat ed t hat a two -prong approach for gauging public enthusiasm for an Arts and Cultural Commission would be best That two -prong approach included both an 'Informal and formal search for possible candidates. lfi r - A e s s *Indicated that a breakfast meeting had been s c h e d u I e d f o r N o v e m b e r 9 a t 9 *,# 0 0 a - m - , a P e t e r I s banquet faci I i ty, at the Mt - Prospect Plaza. Invitations would be sent out to business, community and service organizat ion" leaders to get together to discuss possible courses of action. Mr. Hess referred to 'it as a kind oJ brainstorming session to measure the attitudes and support w *thin this leadership grou 1 1 1 p a 0 Trustee Leo Floros i nd icated that he was in agreement with thi s approach and stated that based on the res u I t s of the upcoming meeting, he would report back to the Board and make recorrmendat ions for the next step in -implement ing such a Con-rnl' ss ion . Second, that the buffer between Mount Prospect residential area's and the proposed development be widened and more a d e q u a t e I y screened. Lastly, that more attentio be paid to the transition from single-family residences to multiple unit dwellings. Vi I lage Manager Terrance Burghard reported that he had received several petitiions from nearby Mount Prospec,'t residents who objected to the development. Mr - Fr i tz repor ted that th asphalt shingles would be the least expensive at betwee $4,000 to $11 000 and that the slate or clay shi ngl es woul be the most expensive at $30,000-$45,000., Commi ttee members were enthusiastic about the poss ibi 11 t ies of i rnp r ov I ng, the Stat ion and r ecommended that staff proceed 0 i th the necessarywork to bring thi s proj ect to f ru *I t ion. wi The r e was some d I s cu s s I on on t he type of roof *I ng mater i a I most appropr iate for the bul Iding, Several Commi t tee members felt that the slate or clay tile roof might be a too expensive and the consensus of the Corrrnl* ttee members was that the metal victor 'Ian type shingle should be utl* I ized for thi's project. Committee members d *1 rected staf f to conduet research on the durabi I i ty of a metal shingled roof and to Megin negotiations with the Chicago and North Western for a cost-sharing agreement. V110 MANAGER'S REPORT I * LAKE WATER* V1* I lage Manager Terrance Burghard reported that the opera -t ion of the system had been delayed some 30 days due to a number of technical problems. Mr. Burghard indicated that Executive Corrrnittee members of the Water Agency had met with Site and Project Managers to go through a punch I ist of items which need to be completed. *#*, 3 ww� Mr - Burghard explained that because of the f act that multiple suppliers were 'Involved, it was difficult to coordinate act ivi ties and t imes but that each problem was being worked out to the sat isfact i " on of the Execut ive Committee members* Mr. Burghard indicated that the system would be fully operational by December. & .. a 40 go ft 0 4 4* KENNETH DRIVE* Village Manager reported that he met with the businesses along Kenneth Drive to discuss the proposed course of action to repair that length of road. Mr. Burghard indicated that the representatives f rom, each company were shocked by the cost involved and that they 0 planned to meet on the i r own to develop an equi table division of the costs involved. At such time as they had come to agreement, a second meeting would be scheduled at which time the Village would finalize plans for a financing mechanism* 5. TIF UPDATE. Mr. Burghard indicated that he had met wi"th all but two prog perty owners in the taret areas and that he 11 anticipat6d no problems regarding property acquisi ion Burghard indicated that he had recently met with staff to d e ve 10 P 0 t i on s o n f i nanc 1 ng, and t ha t he ho ped t o go t,o t he p Bond market before year end to obtain initial seed monley for the proposed. projects* 6 * CABLE TELEVISION. Mr. Burghard indicated that he would set a maximum limit for the project and require that at least two bids be received.on all major purchases to ensure that the Village was getting the best price possible'. By a 4-3 informal vote, the Con-mittee of the Whole recommended that the Manager proceed with the contemplated remodeling and that the bid process be wai",Ved. 1 0.
