IV. PROSPECT AVENUE SIDEWALK - DRAINAGE IMPROVEMENTS
Our Village contractor, Martam Construction, is currently upgrading sidewalk,
curb and gutter and street on the block of Prospect Avenue between Pine and
Wille in conjunction with the property owners and business owners within that
block. This project was bid earlier this spring after we rejected bids last year
because the expense exceeded our estimates. While reviewing the situation in
the field, we have concluded that just east of the improvement limits, the
present sidewalk and drainage problem can be remedied during this same
construction period. The property owners in the block between Main Street and
Pine are implementing significant facade improvements scheduled for later this
spring and if we were able to remedy the current drainage problem that would
complement not only their facade project but other improvements between Pine
and Wille.
Our consulting engineer has prepared engineering drawings to modify the curb
and sidewalk immediately adjacent to Sir Speedy at the intersection of Pine and
Wille. We have taken these engineering plans to our current contractor and he
is in the process of giving us final price estimates to complete the work. We
believe this work including the engineering can be done for approximately
$13,500 and there are funds available In the current year's budget to cover
these costs. A complete cost estimate from the contractor will be available at
the Committee of the Whole meeting. If the Board desires to move ahead with
this extra work, the Manager would authorize the work to begin during the week
of April 7 and we would have a formal contract amendment on the Agenda for
the Board's consideration on April 15,
V. CENTRAL ROAD IMPROVEMENTS
Attached is a memorandum from the Director of Public Works Herbert Weeks
regarding the planned improvement for Central Road between Rand and Wolf.
The Village staff had anticipated applying for a Federal Grant in order to widen
to four lanes in anticipation of additional traffic volumes. We had set aside
$10,000 in the forthcoming budget for the initial planning phase.
We have been informed by the Northwest Municipal Conference that FAU
funding will no longer be available after October 1, 1986 and the Village cannot
meet those time parameters. We bring this to your attention because we had
informed you previously about our plans to initiate such work.
A few months ago, the Mayor and Board of Trustees assigned to the staff the
task of strengthening our Sign Ordinance requirements and building in greater
emphasis upon aesthetic controls. The staff has completed its research on these
topics and is prepared now to present to you the suggested revisions.
Attached for your review from the Department of Planning and Zoning are those
revisions and discussions about procedures and research. Steve Park will be
available to discuss these matters in detail,.
