At the request of some residents in the George and Albert Streets neighborhood
between Central Road and Northwest Highway, the Village staff re-evaluated
the costs to install curb, gutter and street. improvements within that neighbor-
hood. To assist us, we engaged Baxter and Woodman Consulting Engineers and
asked that they evaluate alternative public improvements and establish rough
cost estimates.
Subsequently, on Saturday, May 10, the staff met with residents in the area and
outlined for them the scope and procedures to have the desired improvements
installed. Attached for your review is a letter that was sent by the Village
Manager to all residents in the neighborhood seeking their informal indication as
to whether or not they would support such a Special Service District. That
letter also requested that they return to the Manager's office a ballot describing
their support or opposition. The returns indicate that of the 161 homesites,
there were 72 properties` in support, 64 in opposition, I undecided and 24 did
not respond.
In order to initiate the formal procedures of a Special Service District, the
staff will need some direction from the Board. I have invited our Consulting
Engineer to attend the Committee of the Whole meeting and he and the staff
will be available Tuesday night to answer any questions you might have. If the
Board concludes that the project is worthwhile, I will have our general counsel
prepare the necessary Notices and Ordinances calling for the Public Hearing.
Additionally, I will authorize the Consulting Engineer to prepare engineering
documents and bid specifications so that we have a refined cost estimate and,
hopefully, bid the project for construction this fall.
Last year, we brought to the Board's attention the need to update our Sidewalk
Cafe Ordinance. Attached is a memorandum from Ken Fritz together with the
suggested modifications. As we make improvements in the downtown, it should
be in the Village's interest to encourage the use of public space and make our
downtown more attractive.
VI. PUBLIC WORKS FACILITY CONSULTANT INTRODUCTION
Our consultant, Donohue and Associates, will be available at the meeting to
discuss with you their procedures for performing the Public Works facility
evaluation and to solicit your views directly-� This is an important first step in
understanding the procedure and formulating necessary goals and objectives by
which the work will be measured for its credibility and satisfaction.
