Meeting Notice - Important Changes The meeting was conducted via remote video teleconference. Residents were encouracied to join the meeting via live stream on MPDC or view on Comcast or WOW cable Channel 17. 2. CALL TO ORDER Meeting called to order at 7:06 PM by Mayor Juracek. 2.1 ROLL CALL Members present via video teleconference by upon roll call by the Village Clerk: Arlene Juracek, Paul Hoefert, William Grossi, Eleni Hatzis, Richard Rogers, Colleen Saccotelli, Michael Zadel, Minutes: 3.1 Minutes of the Regular Meeting of the Village Board - April 7, 2020 Motion by William Grossi, second by Richard Rogers to approve the minutes of the Regular Meeting *f the Village Board of April 7,, 2020 Final Resolution: Motion Carries via unanimous voice vote of the Village Board 4.1 PROCLAMATION: Arbor April 24, 2020 Mayor Juracek read aloud the proclamation honoring Arbor Day. Mayor Juracek stated that although the Village's annual Arbor Day celebration was cancelled this year, she encouraged residents to celebrate both Arbor Day and Earth Day with a walk around the community. Mayor Juracek informed residents that the Mount Prospect Historical Society is offering self -guided walking tours of five (5) historic neighborhoods in Mount Prospect; additional information can be found on the Historical Society's website (www.mtphist.org) 4.2 APPOINTM ENT/REAPPOINTM ENT TO BOARDS AND COMMISSIONS - Mayor Juracek presented Kenneth Arndt for an appointment to the Finance Commission. Mayor Juracek stated that Mr. Arndt, a retired superintendent from School District U46 (and School District 300) is a newcomer to the community who brings a wealth of expertise and new perspectives to the commission. Motion by William Grossi, second by Richard Rogers to ratify the nomination of Kenneth Arndt to the Finance Commission. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Pat Nuccio - via email Resident Supports the LED Streetlight Fixtures and Accessories project (consent agenda) and applauds the energy-saving efforts of this initiative. Linda Mosca - via email Resident Requests that the Village enforce the requirement of grocery store employees, food establishment employees, and customers to wear face masks while in these stores. Mayor Juracek responded, stating the Village is considering this action. Mayor Juracek stated the Village currently has 142 cases of COVID-1 9 which is still relatively low per capita. Mayor Juracek also requested that the public discard used gloves appropriately and safely. 6.1 List of Bills - April 1,, 2020, to April 14, 2020 6.2 Motion to accept bid for EAB insecticide treatment services in an amount not to exceed $28,690. Resolution: Accept the bid for a two (2) -year (2020-2021) EAB Insecticide Treatment contract submitted by Kinnucan Tree Experts Company in an amount not to exceed $28,690. Year two (2) (2021) will be in an amount not to exceed the available budget. Staff also requests authority to extend the contract by one (1) year (2022) if performance is satisfactory and the contractor agrees to maintain pricing. VBA 22-20 6.3 Motion to accept a proposal for Levee 37 Pump Station Backup Generators design and construction engineering services in an amount not to exceed $33,260. Resolution: Accept the proposal for Levee 37 Pump Station Backup Generators design and construction engineering as submitted by Christopher B. Burke Engineering, Ltd. of Rosemont, Illinois in an amount not to exceed $33,260. VBA 23-20 6.4 Motion to accept bid for Exterior Painting Services in the amount not to exceed $40,,000. Resolution: Accept the lowest cost, responsive bid for 2020 for exterior painting services contract in .?n amount not to exceed $40,000 in 2020. Staff also recommends that the Village Board authorize #,ne (1) year contract extension (2021) if performance is satisfactory and the contractor agrees to hold pricing. VBA 24-20 6.5 Motion to accept bid for LED Streetlight Fixtures and Accessories in the amount not to exceed $471,855.25. Resolution: Accept the lowest -cost, responsive bid for Light Emitting Diode (LED) Streetlight Fixtures and Accessories as submitted by Graybar of Glendale Heights, Illinois in an amount not to exceed $471,855.25. VILLAGE MANAGER'S REPORT 9.1 Motion to accept bid for Water Meter Services in an amount not to exceed $149,596.70. Director of Public Works Sean Dorsey presented background information of the project including the scope of work, bid results, and staff recommendation. Mr. Dorsey stated the scope of work includes inspections of sump pumps and stormwater conveyances installed on private property as required by the Village Code and the Metropolitan Water Reclamation District of Greater Chicago Sewer Ordinance. In addition, the type of pipe material used in the water service must be identified as part of lead and copper mitigation efforts following the State of Illinois regulation and implemented by the Illinois Department of Public Health and the Illinois Environmental Protection Agency. https://go.boarddocs.com/il/vomp/Board.nsf/Private?open&login# 2/4 6/11/2020 BoardDocs® Pro Mr. Dorsey stated the bid notice was sent to five (5) firms and was also posted on the Village's website. One (1) contractor ,, HBK Water Meter Services, submitted a bid for this project. Mr. Dorse stated two contractors declined and two were unresponsive. Mr. Dorsey indicated the contractor selected to perform this work must be a licensed plumbing contractor in the State of Illinois; HBK Water Meter Services complies with this regulation. I Mr. Dorsey stated HBK has performed work for the Village previously and has an outstanding record *,f service with the Village. Mr. Dorsey noted that due to COVID-19 concerns, all non -emergency water meter replacemen tests, and building inspections are temporarily suspended in addition to work requiring interior access to homes and businesses. Yea: Paul Hoefert, William Grossi, Eleni Hatzis, Richard Rogers, Colleen Saccotelli, Michael Zadel Final Resolution: Motion Carries VBA 26-20 9.2 COVID -19 Update Mayor Juracek provided an overview of how the Village and other municipalities are keeping in touch with state and local authorities to provide residents with the most up-to-date and accurate information. Mayor Juracek encouraged all residents to tune into Governor Pritzker's daily briefing (occurring at 2:30 PM every day). Village Manager Michael Cassady provided an update on Village operations: • Village Hall, Public Works, Police, and Fire Departments remain closed to the public through April 30, 2020; however, work in the Village continues • Staff is working remotely when possible • The Building department is busy processing building permit applications, plan reviews, and inspections; the Finance department remains busy with daily operations • Morale amongst the staff remains positive • The Emergency Operations Center remains staffed; still in Phase 2 of emergency operations Staff is working on a recovery plan with a keen eye on small businesses While there is no local order enforcing the use of face coverings while in public, residents are encouraged to do so • Continue to practice physical distancing when it is necessary to be in public and encouraged residents to stay at home when possible • The Human Services department is available to assist residents in need; information is on the Village website for those who are in need and for those who wish to help those in need • A limited supply of masks are available to the community by contacting the Human Services department Trustee Rogers ensured the community that Village staff is working hard to continue Village operations while keeping residents informed. Trustee Rogers thanked Director of Human Services Julie Kane and her staff for all they are doing to meet the needs of our community. 10. ANY OTHER BUSINESS At the request of Trustee Hoefert, Village Manager Michael Cassady provided an update on the Fire Department's recent move into their new headquarters on Rand Road. Mr. Cassady stated the move went smoothly and operations commenced on Wednesday (April 15, 2020). Mr. Cassady thanked Deputy Director of Building and Operations Mark Rysavy for completing the project on time and on budget. Mr. Cassady also provided an update on the new Police Headquarters stating it is expected to be tiperational by the end of June 2020; one month later than the original target day of May 2020. Mr. Cassady stated the project is within budget. 11. ADJOURNMENT There being no further business to discuss Mayor Juracek asked for a motion to adjourn. Trustee Hoefert, seconded by Trustee Saccotelli, moved to adjourn the meeting.
