S. VILLAGE MANAGER'S REPORT
8.1 Storm Ready Presentation
Mount Prospect Fire Department Emergency Management Coordinator Jim Miller along with Mick Fleming., Joint
Emergency Management Coordinatorpresented Mayor Juracek and the Village Board with a plaque identifying the
Village of Mount Prospect as a StormReady Community.
Mr. Miller provided information regarding the National Weather Service's StormReady Community program. The
program assists in preparing communities for extreme weather events. To be recognized as StormReady, a community
must meet requirements including establishing a 24-hour warning point,, creating a system that monitors local
weather conditions and developing a formal hazardous weather plan. The National Weather Service was particularly
impressed with Mount Prospect's use of emergency information boxes for communicating information and updates
during extreme weather events if modern modes of communication were to fail.
Mayor Juracek thanked and congratulated all those involved, including the CERT team., Police and Fire Departments
and the Public Works Department, who worked together to ensure the Village is well-prepared for any weather even]

P.2 Motion to accept proposals for Melas-Meadows Bridge Phase I Engineering Services in an amount not to exceed
$124,131-36
Director of Public Works Sean Dorsey presented background information, bid results, and staff recommendation.
Mr. Dorsey stated this project was discussed most recently at the February 11, 2020 Committee of the Whole
meeting. However, this topic was initially brought to the Village Board on April 3,, 2018. The project was tabled to
allow time to solicit financial support and commitment from stakeholders.
The proposed Meadows-Melas Bridge will improve safety for those who wish to visit the parks without crossing the
railroad tracks and/or Northwest Highway. In 2018, staff presented the Board a recommendation to award Burns and
McDonnell, consulting engineers,, to complete Phase I engineering plans that analyze various bridge designs. In
addition, work from this Phase I study will be used to secure grant funding for design and construction of the bridge.
Mr. Dorsey stated an Intergovernmental Agreement was prepared and presented to participating agencies that
included Township High School District 214, Mount Prospect School District 57., Mt. Prospect Park District,, Arlington
Heights Park District and the Village of Arlington Heights. The IGA suggested a cost -share arrangement of $20,700 for
each participant. All declined to participate in Phase I; the Mt. Prospect Park District indicated they would contribute
only if the other agencies contribute to Phase I as well. Village staff considers this an important and timely project for
the community and supports proceeding with the project without the support of stakeholders at this Phase I stage.
Mr. Dorsey displayed an area map depicting the location of the proposed Melas-Meadows bridge. Mr. Dorsey stated
completion of this Phase is key to secure funding for future phases of the project. Mr. Dorsey stated the Village
solicited a Request for Proposals from six engineering consulting firms; three were received. Mr. Dorsey stated all
three firms are well-qualified to perform the task. After a review process that included interviews with
representatives from each of the submitting firms., staff concluded that Burns Z. McDonnell were best suited for the
project. In addition,, Burns & McDonnell indicated they will honor their 2018 technical and cost proposals for the
Phase 1 study.
A discussion regarding the importance of the Phase I study, support and participation at this early and future stages
by key stakeholders and Village financial responsibility followed.
Board Comments:
Supports project but Village should not tackle this alone; wants commitment from other stakeholders before
moving forward with Phase I.
• Confident that one Phase I is completed, other stakeholders will follow in support
•Phase I is a worthwhile investment.
Supports Phase I without financial support from other stakeholders; however, future phases will not be feasible
without stakeholder support.
• Important for stakeholders to understand the full scope of the project; Phase I will provide this information.
•Project estimate is very costly at $3,000.,000; an important project for the community but is concerned other
stakeholders do not see the value in the project.
•Disappointed by the lack of support from stakeholders.
• The Village holds the primary responsibility for this project.
•Phase I is necessary to move the project forward; this phase will provide crucial information to grasp the scope
of the project.

stating this detail has not yet been determined.

time and effort Village staff has dedicated to this project.
Motion by Michael Zadel, second by Colleen Saccotelli to accept the proposal from Burns & McDonnell consulting
engineers to provide Phase 1 engineering services for the Melas-Meadows Bridge Project in an amount not to exceel:4
