Village Manager Michael Cassady, Assistant Village Manager Nellie Beckner, Assistant to the Village Manager Alex Bertolucci,
Director of Community Development Bill Cooney, Director of Public Works Sean Dorsey, Fire Chief Brain Lambel, Director of
Finance Amit Thakkar and Village Clerk Karen Agoranos. Village Attorney Lance Malina was also present.

3.1 1st reading of an ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE VILLAGE CODE OF MOUNT
PROSPECT.
This Ordinance will increase the number of Class "P-1" licenses by one (1) JENISHA INC. D/B/A JENNY'S LIQUORS located at
2316 S. Elmhurst Rd.
Mayor Juracek welcomed Ms. Nayna and Jay Goswami to Mount Prospect. Ms. Goswami has assumed ownership of Balzano
Liquors. Both were present to answer questions from the Board. Ms. Goswami stated that she intends to change the name of
the business to Jenny's Liquors. Ms. Goswami has completed the required training and understands the Village Liquor Code.
Motion to waive the rule requiring two readings of an ordinance.
Motion by Michael Zadel, second by Paul Hoefert.

3.2 1st reading of an ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE VILLAGE CODE OF MOUNT
PROSPECT.
This Ordinance will increase the number of Class F -2-V licenses by (1) WILLKAIT LLC. d/b/a/JELLY CAFE and decrease the
number of Class F-2 licenses by one (1) WILLKAIT LLC. d/b/a/JELLY CAFE located at 1784 W. Golf Road, Mount Prospectf IL.
William Kretsch, the owner of Jelly Cafe and Matthew Monson, owner of Veteran Video Gamingf were present to answer
questions from the Board. Mr. Kretsch stated Jelly Cafe's current hours of operation are 6AM to 3PM. If the video gaming
license is approved by the Village,, they will extend their hours of operation and remain open until 10 PM and offer a full-service
menu. Mayor Juracek reminded Mr. Kretsch that the Village does not allow gaming cafe's and reinforced the importance of
maintaining a restaurant that is fully serviceable during the hours of operation. Mr. Kretsch stated he understands the Village
•• and will comply.

7.1 P-2-1 / 3017-3035 Malmo Drive / 1st reading of an ORDINANCE GRANTING A CONDITIONAL USE PERMIT FOR A SPORTS
[GYMNASTICS] TRAINING FACILITY FOR THE PROPERTY LOCATED 3017-3035 MALMO DRIVE, MOUNT PROSPECT, ILLINOIS
Director of Community Development Bill Cooney presented for Village Board approval, a conditional use for a gymnastics training
facility at 3017-3035 Malmo Drive. Mr. Cooney stated the petitioners,, Rise -Up Academy, are proposing to expand their
existing gymnastics training facility that has been in operation since 2014. The subject property was annexed into the Village in
2016. Mr. Cooney stated a conditional use is required to expand the current existing -nonconforming use into an adjacent vacant
unit. Mr. Cooney stated the subject property is compliant with all building codes including fire suppression. Mr. Cooney stated
the Planning and Zoning Commission recommended approval of the conditional use by a vote of 6-0 at the public hearing on
January • 2020.

Village Manager Michael Cassady stated the Village Board will meet on Monday, January 27 and Tuesday, January 2, to discuss
the Villages' Strategic Plan. Mr. Cassady stated the meeting is open to the public and will take place at the Emergency
Operations Center on Central Road.
