JULY 26, 1990
MINUTES

The meeting was called to order at 7:00 a.m. Present at the meeting were:
Mayor Gerald Farley; Trustees Ralph Arthur, Timothy Corcoran, Leo Floros,
George Van Geem and Theodore Wattenberg. Absent from the meeting was
Trustee Mark Busse. Also present at the meeting were: Village Manager John
Dixon, Assistant Village Manager John Burg, Finance Director David Jepson, Fire
Chief Edward Cavello, Police Chief Ron Pavlock, Police Commander Mike
Kruchten, Police Sergeant Dick Draffone, Fred Borich and Naras Statkus of
Donohue and Associates, Business District Development and Redevelopment
Commission members Irvana Wilks, Bart Keljik and Paul Hoefert. There were
two members of the press in attendance.

DISCUS I N ON THE CHEMAT1C DESlQN OF THE PUBLIC SAFE
BUILDING
Mr. Statkus, of Donohue and Associates, explained the schematic design and
elevations of the proposed Public Safety Building. Chief Cavello and Chief
Pavlock explained how the building meets their needs and said this design takes
care of all the deficiencies noted in the Donohue Report. Fire and Police
personnel provided ample input into the design.
Mr. Borich of Donohue and Associates said the design is about 2,400 square feet
over the original estimate, for a total of 43,955 square feet.
Trustee Arthur asked if it was designed for a third floor. Mr Borich said no.
This would add 15-20% to the structural cost. Mr. Borich said he was asked to
cut back on the cost of the project as much as possible. The following cost chart
was presented. Mr. Borich said the estimate must be reviewed, but it is correct
within a plus gar .minus 5%.

Other possible cuts include $5,800 for the metal roof towers, $115,000 for the
reinforced parking deck (to be used for Fire training) and $108,000 for brick.
There was a concern about possible maintenance problems with a flat roof. There
was a question about room for expansion. Chief Pavlock said there is some
flexibility for expansion. For example, he could add nine Officers without a
problem.
There was also a discussion as to whether it might make more sense to have the
Referendum in April. However, there was a unanimous consensus to hold the
Referendum on the Pubic Safety Building in November.
Mr. Borich felt a sloped roof would cost approximately $42,000 more, but he said
he would have to check this figure. Based on this information and subject to
verification of cost, there was a consensus to go with a sloped roof.
There was also a consensus to use brick, to have a reinforced parking deck to
allow for Fire training and to spend all of the Income Tax Surcharge on this
building.
The next meeting was set for 7:00 a.m., on August 2, to discuss the final cost
estimate and methods of financing the project.

The meeting adjourned at 8:55 a.m.
