TO: President & Board of Trustees
FROM: Trustee Richard Monroe, Chairman, Police & Fire Committee
SUBJECT: Meeting of November 9, 1971
DATE: November 16, 1971
The Committee met with the Fire & Police Commission to discuss
residency provisions of Police and Fire Department personnel.
Present were Committee Chairman Richard H. Monroe, Trustee
Donald Furst, Police & Fire Commissioners Laurence Ostl ing and
Joseph Gri ttani , Fire Chief Lawrence Pai ri tz , and Acting Police
Chief John Savage.
The Department Chiefs had requested, and the Fire & Police
Commissioners concurred, with a recommendation .to require police
and fire personnel to establish residency within five (5) miles
of the Village corporate limits within six months after receiving
their probationary appointments.
Current Village ordinances require residency within the Village
limits; it has not been enforced so that at the presnt time
about one-third of the Police personnel and two firemen reside
outside corporate limits.
A survey of twelve surrounding towns show only one to require
in -town residency (Niles). All others vary from ten (10) miles
of their Village perimeter to only State residency. The present
residency requirements of Mount Prospect would seem severe.
The feeling of the Department Chiefs is that with modern com-
munication facilities and means of travel, a five mile radius
from the Village limits is more than adequate to recall personnel.
Their own experience has disclosed good recruit material un-
willing to apply when it means selling their homes and relocating.
The Committee members desire that the personnel of the Departments
reside in and/or around Mount Prospect, and by a vote of 2-0
concur with the recommendation to amend the current ordinance to
a five (5) mile limit.
