Krause FROM: Acting Village Manager RE: IMayor's Coffee of May 6, 1978 DATE: May 24, 1978 I have briefly listed the answers to the questions raised at the last Mayor's coffee. In order to effectively follow-up the questions, letters will be sent to those' citizens attending the Mayor's coffee where a response is necessary. If you feel there should be any additional comments or responses to the questions raised other than what is below, I would be more than happy to expand my responses to meet your requirements. E 1. Illinois Bell Tele hone Alert Program for Seniors - Health Director Larry Eils has contacted Illinois Bell Telephone concerning their alert program and will be working to implement that program within the Village as soon as possible. As soon as the alert program is implemented I will confirm it with the Village Board. 2. Number of Das_ja2sing Between Billing and Water Meter Readin on Water - The time that elapsed between reading the water meter and the actual billing of the Mount Prospect residents involves several distinct phases, A. Water meter readers employed are normally housewivest, high school students and college students. The turnover among these persons is very high because of the small amount of compensation they receive for the work performed. B . Meter Readers are given approximately three weeks to read the meters in their assigned area. We average between three and five meter readers working per month to read approximately 3,000 meters. For each - unread meter, the meter reader must leave a pre -stamped post card so that residents can supply the Village with the necessary water usage information. C. Krause May 24, 1978 Page 2. be taken from each reader for analysis as follows: Reading and posting of data by the Finance Department; analysis of notations on faulty meters and subsequent work orders released; evalua- tion of any readings on possible faulty meters and the actual keypunching of the data received so that billing will be accomplished. All of the work involved from the initial transmittal of the meter reader's books until the time the books are returned for analysis and keypunching does take time. Some billing on readings do not take place until examination of any problems spotted on that meter has been accomplished. Such may have been the case with Mr. Cy Thomas. Nonetheless, the actual time taken between water meter readings and the billing of the user, has no effect upon the amount of water billed for. 3. Vandalism at 26 West Busse - Police Chief Doney sent a general order to his police officers at the beginning of April, 1978, ordering a police squad to be positioned directly outside of the Ye Olde Town Inn during closing hours and every weekend. The only time that this squad is not at its assigned position is when a more urgent call would take it away. Other- wise the squad will continue to be assigned to Ye Olde Town Inn until such time as a change is deemed necessary. 4. Sidewalks on Linneman to Church - Sidewalks can be placed along Linneman Road as requested by Mr. Bob McKnight. Sidewalks are the responsibility of the property owners and may either be installed by the property owner himself or by special assessment. - If Mr. McKnight wishes to have a side- walk along Linnemann Road, the best route would be to file for a special assessment through the Board of Local Improvements along with the property owners in his area. 5. Broken Curb at 919 Hi-Lusi Avenue - The curbs in the 900 block of Hi-Lusi Avenue are in need of repair and are scheduled for this program. Money ran out last year before the curbs in this area could be fixed. 6. Traffic Problems at Hi-Lusi Avenue - Traffic Engineer Mike Pekala has conducted two studies on traffic at Hi-Lusi Avenue in the past. The first study was prior to the improvement of Golf Road and Route 83. The second study was immediately following the improvements to these signals. Mr. Pekala will conduct another study of the traffic in this area to identify any recent changes in traffic movements and will notify us of any recommended changes. Mayor Carolyn H. Dog Exercise in Sunset Park - Finance Director Dick Jesse has been re- quested to curb his dog or find some other means of honoring the dog's wishes other than allowing it to exercise uncontrolled in Sunset Park. Mr. Jesse extends his apologies for any inconvenience caused the Board through the actions of his faithful companion. 8. Improvement of West ate Road and Reuested Sto Si at Westate and Thayer - Westgate Road is scheduled for improvement this year under the Village's M.F.T. program . There is a stop sign existing on westbound Thayer at Westgate Road. At the completion of the Westgate Road improvements, a stop sign will be installed at the shopping center drive where it meets Westgate Road. Since Westgate Road is a collector street and Thayer is a local street, no other traffic control devices are warranted, according to Traffic Engineer Mike Pekala. Improvement of Westgate Road and the realignment of the shopping center driveway with Thayer Street should solve many of the problems complained about in this area. A watch will be kept of the area following the improve- ments to determine if additional work will be necessary. 9. House Numbers on Tha er - Mr. Lagerholm of 201 Westgate Road will be contacted by Building and Zoning Director Buell Dutton to determine if he would wish a change in the address of his home. The numbers placed on homes in this area are somewhat confusing because of the rambling path of Thayer Street where it intersects with Ardyce Lane. 10. Patrol of Butch McGuire's Rear Exit - Chief Doney has been requested to organize more patrol along Kensington at Butch McGuire's exit. Edward A. Bill Hess , *Mayor did not receive letter dated March 22 from STOP. CONCLUSION Matter referred to Fire & Police Com. For patrol, officials are to make appt. with Police Chief Doney.
