HomeMy WebLinkAbout11/03/1979 CWC MinutesVillage of Mount Prospect� a Mount Prospect, Illinois a INTEROFFICE MEMORANDUM�1l� COFFEE WITH COUNCIL November 3, 1979 Coffee With Coundil was convened at 10 a.m. in the Trustees' Room of the Village Hall Saturday, November 3, 1979. In attendance at the meeting were Mayor Krause, Trustees Farley, Floros, Murauskis, and Wattenberg; Village Manager Burghard, Director of Management Services Martha Pappler, and numerous citizens. Village Manager Burghard introduced Ms. Peppler to the Trustees and members of the audience as the new Director of Management Services. 1. Traffic & Miscellaneous: Mr. Richard VanDyke addressed the members of the Board present and indicated after lengthy review, numerous matters that troubled him including: too many stop and yield signs in the Village; general traffic control; absence of police officers directing traffic; joggers in the streets; kids in the streets; snowplowing; parties by youthful residents; vandalism; and a ticket that he received for making an improper left turn. Mr. VanDyke reviewed the events of the prior week and his encounter with the Police Department and the paramedic service. Subsequently, Trustee Wattenberg invited Mr. VanDyke to the Public Health & Safety Committee meeting on the 29th where he could express his views about safety matters. Note: The Village Manager passes on no instructions to the staff regarding this matter. 2. Condominium Relationships: Mr. Iry Ackerman of Colony Country condominiums inquired as to whether or not it was possible for the Village to do the snowplowing in his condominium units since they are being assessed for this service and yet pay taxes to the municipality. Mayor Krause responded, as did several Trustees, that condominium units are considered private property and, in fact, the roads in internal street networks for these condominiums are essentially private property and not designed to municipal standards and therefore must bear the burden of maintenance for these roadways. Mr. Ackerman inquired as to whether or not the police could enforce certain parking laws within the private property, and the Village Manager responded that the only way this would be feasible is if the condominium association intered into a contract with the Police Department to provide for this service on private roads. If such a contract is drafted, the police will enforce any and all ordinances of the local government and that may not be in the condonimiums interests, particularly if they have a parking shortage. Note: The Village Manager passes on no instructions to the staff in Printed on 100% Recycled Paper Coffee With Council 11-3-79 Page 2.. this matter; however, if members of the administration do discuss with any condominium association in the community the assumption of maintenance for private streets, they should remember that it is the policy of this Board not to assume additional responsibilities in condominium units, particularly where roadway expenses are necessitated. 3. Leaf Pickup: Mrs. Marguerite Gannon of 406 S. Main complained that the leaf pickup in her neighborhood was not on the regularly scheduled day and that there was some confusion among Public Works personnel because at the same time they were trying to pick up leaves there were certain sewer and manhole repairs being made. Mrs. Gannon indicated she called Public Works and they denied having any work being performed on the street, yet the street does have barricades and a substantial amount of work around the sewers. The Mayor and various Trustees responded regarding the citizens' patience in the leaf pickup program, and indicated in their opinion that the program is going moderately well, and that the Village Manager or someone from Public Works would contact her very shortly regarding the repairs, and see to it that the leaves are properly picked up. Trustee Wattenberg inquired of Mrs. Gannon as to whether or not she would prefer bagging the leaves and then having the bags picked up at the curb, rather than waiting for equipment to remove the leaves. Mrs. Gannon indicated that she would accept such a system. Instructions to Staff: The Public Works Department should contact Mrs. Gannon immediately at 253-3040 and communicate to her what kind of work is being done on South Main and by whom. There is no need at this point to change the procedure and schedule her leaf pickup. 4. Mr. Fred Heisler indicated that there were frequent holdups on Main and Emerson when the trains are in the station, and that in his opinion there was no need for blocking both intersections. Mr. Heisler suggested that the platform be moved one direction or the other so that at least one street can be left open for normal traffic. The Mayor and various Trustees responded that this matter is being looked into presently with the RTA and the Chicago Northwestern and, in fact, the matter is to be discussed this month by the Public Works Committee under the Chairmanship of Trustee Farley. Note: The Village Manager suggested that the Department of Community Development accelerate exploration with the RTA about the time of moving the platform eastward and solicit a letter from the RTA g approximate schedule. Mr. Weeks of Public Works is preparing various inf indicating their interest in this matter and the a ormation so this matter can be discussed before the Public Works Committee. 5. South Church Lot & Miscellaneous: Edna Bowler expressed her reservations about the Village' s use of the South Church parking lot on Maple,& Shabonee for commuters, citing children in the area attending early classes for music lessons at the school Coffee With Council 11-3-79 Page 3. and restricted parking in the remaining neighborhood, and that the lot would present additional parking and traffic problems. In exploring the neighborhood parking situation with Ms. Bowler, the Trustees indicated that the administration should look at a residential sticker system for neighborhoods that have these kinds of problems. Ms. Bowler also indicated that she and her neighbors had made some calls to the Village Hall regarding the Weatherization Program and have received conflicting advice. The Village Manager in- dicated that Mr. Murphy or someone from Community Development would call her at 392-6013 in the afternoon of the following week to discuss in detail the methods by which the Weatherization Program will operate so that she can inform her other neighbors. Ms. Bowler also indicated the need for some additional signage at Prospect and Emerson. Since southbound traffic has the right of way, this causes a hazardous situation, in Ms. Bowler's opinion, and she f6els that additional signage is necessary. Note: The Village Manager requests that Chief Doney contact the principal at Lions Park School to see specifically what time music lessons and on what day music lessons are at Lions Park School so that this matter can be discussed when it is heard before the Zoningp Board of Appeals. The Department of Community Development should contact Ms. Bowler and give her specific information on the working of the Weatherization Program. The staff is to do nothing at this point with additional signage at Emerson and Prospect Avenue. 6. Miscellaneous: Members of the Board present at the meeting in- dicated that they were satisfied with the program of the leaf removal pickup program this year, and while there have been some delays, that is understandable. Trustee Floros pointed out that in reviewing a memo by the Village Manager regarding the costs of the construction of the sidewalk for the Dell Senior Citizens Housing Project, he recalled that the mana ement of Dell indicated that they would be willing to pay for this expense, and that this matter should be discussed with them directly. The Village Manager asks that FanEisan, Senior Citizens Coordinator, contact Dell Corp. in writingand request reimbursement for the expense for constructing the sidewalk as they had earlier promised Trustee Floros.
