MINUTES OF THE MOUNT PROSPECT FINANCE COMMISSION
JANUARY 6, 1982
The Finance Commission meeting was called to order at 8:05 P.M.
Commission members present: Chairman Ronchetto, Commissioners Bachhuber,
Haase, Holloway, and Magnuson, Commissioner
Coventry arrived during meeting.
Also present: Village Manager Burghard, Director of Manage-
ment Services Hedstrom, Assistant Village
Manager Geick and Comptroller Jesse.
Minutes of November 24, 1981 were approved as presented.
Chairman Ronchetto acknowledged receipt of the"°Preliminary Proposed 1982-83
Budget and asked Village Manager Burghard to give an overview of the
document.
Manager Burghard stated his objective was to bring expenditures in line
with revenues. Therefore, each Department Director was instructed to
develop their budget requests not to exceed the amount previously authorized
in this current years budget and to maintain the same level of services. In
addition an amount of $375,000.00 has been set aside for total salary in-
creases, and is shown in the "Village Manager's Office" Division (Page 11).
The Budget does not provide for any personnel additions, in fact, one less
inspector in Code Enforcement and the employment of part-time personnel in
Public Works in lieu of one full-time person which eliminates some fringe
benefit costs.
Commissioner Holloway -questioned the level of cash balance in the General
Fund. Manager Burghard stated internal borrowing of funds may be required
during some time of the year due to the cash flow of major sources of
revenue. Borrowing of monies is restricted from such funds as Motor Fuel
Tax, Pensions,.Enterprise (Waterworks and Sewerage), Revenue Sharing and
Community Development.
The Commissioners then reviewed specific revenue items as presented in the
Budget. It must be noted,.that Real Estate Taxes are on a cash basis.
General Corporate and Garbage Collection Taxes include portions of both
the 1981 and 1982 levies. The first item of General Corporate and Garbage
Collection Real Estate Taxes is the first installment of the 1982 Tax Levy
collected in the Spring of 1983 and the second item under each is the
second installment of the 1981 Tax Levy collected in the late Summer or
early Fall of 1982.

Miscellaneous Income of General Fund includes, in part, reimbursement
from the High School for the Police Counselor and Industrial Revenue
Bond Fees.
The Commissioners then reviewed the Expenditures. At this time Manager
Burghard distributed copies of the staffing worksheet relating to each
Department for the proposed budget and four years prior.
Commissioner Haase questioned if this short-term economy may cause -long-
term problems. Manager Burghard stated it may insofar as Capital Equip-
ment goes.
Each Program was reviewed from. Public Representation through Community
Development with various questions and/or ekplanations relating to Train-
ing and Meeting, Police Department staffing and School Counselor, Code
Enforcement staffing and Block Grant projects.
Chairman Ronchetto requested each Commissioner send to him reports of
their review of the Budget before the next meeting. Commissioners
Coventry and Magnuson requested clarification of Real Estate Taxes reve-
nues as they apply to the Budget. It was suggested they confer with
John Hedstrom for this review.
Next meeting is scheduled for January 20, 1982 at 8:00 P.M.
