Minutes of meeting January 19, 1978.
Attending: Chairman Ronchetto, Commissioners Bachhuber, Beier, Clauser, V. C. Hasse,
Commissioners Hiehle, Linkman & Miller. Ex Officio, Dick Jesse, Mt. Prospect
Finance Director
Chairman Ronchetto called the meeting to order at 8 p.m.
The minutes of the meeting of 12/13/77 were amended to add the followi,4 subcommittee
studies:
Commr. Miller - Review of Legal Department
Commr. Bachhuber - Building & Zoning Department
Commr. Clauser - Health Services Department.
The minutes were then approved as amended by vote of 8-0.
Chairman Ronchetto reported to the Commission on the employee -trustee -commission member
Christmas party noting he felt this was a low priority, non essential and possibly
inappropriate expenditure in view of the continued higher t:-xes being levied on local
taxpayers. The subcommittee recommended this expenditure be eliminated at a saving of
$5,000.00. Commr. Bachhuber moved that the Commission be placed on record as recommending
the Christmas party be discontinued and funds dropped from the budget. Motion seconded by
Commr. Hasse. Passed 8-0.
Commr. Bachhuber ga•ae a report on his study of the Building Department. His subcommittee
recommended person y°l reductions of one assistant director and one building inspector
amounting to $45,000.00 in savings of salaries, and related costs. This represents an
approximate 25% reduction. This study came under discussion.
Commr. Linkman suggested the possibility of hiring; outside inspectin., se ~vices during
peak periods. He also noted that while the subcommittee had been told the Building Department
was self-supporting, this did not appear to be the case, since the 1978 budget shows
$181,000 expenditures and lists only $136,000 in fees.
Vice Chairman Hasse moved that the subcommittee report on the Building Department
recommending personnel reductions be approved by the full Commission and forwarded to the
Mayor and Board of Trustees for consideration. Seconded by Commr. Clauser. Motion
passed 8-0.
Chairman Ronchetto's sube0flImIttee report on the Public Relations Department came under
discussion. The report .recorwiended'iha t all personnel costs be eliminated and a review
made of the content anti frt;quercy of Village Rowsletters with a view toward reducing the
total to four a year or lc Hs, Sug( esatcd 1979 budget: $6,000.000 savings $17,509.00.
Vice Chairman Hasse moved that the subcommittee report and recommendations on the Public
Relations Departmeat be approved as amended and forwarded to the Mayor and Board of Trustees
for their.. nonsiderat.ion. Motion passed 8-0.
Attending Citizen:Ralpli Arthur -said he had written Mayor Krause on this subject and that
he felt this expenditure and function were unnecessary in a Village our size.
Chairman Ronchetto presented his subcommittee's report and recommendations on the proposed
hiring freeze.
Commr. Hiehle moved that the report and recommendations on a hiring free,z-, be approved
by the full Commission and forwarded to the Mayor and Board of Trustees for consideration.

Commr. Miller presented his subcommittee's report an his review of the Legal, Department.
This will be discussed further at the next meeting.
The next meeting s set for January 31, 1978 at 7:30 p.m.
Chairman Rochetto adjourned the meeting.
