MINUTES
MOUNT PROSPECT CABLE COMMISSION
APRIL 24, 1986
I. CALL TO ORDER
The meeting was called to order at 7:06 P.M. Present
were: John Coleman, Judd Strickland, Rachel Toeppen,
Karen Giet, Cable Administrator, and Mr. Joseph Krouchick,
Grant recipient. Absent was George Frazier.
IT. APPROVAL OF MINUTES March 20 1986
The minutes of the March 20, 1986 meeting were approved.
III. RESIGNATION OF JOHN COLEMAN
. dJohn Coleman announced his resignation, effective after
-.the March 20, 1986 meeting. He explained that he had
ri found an apartment in Arlington Heights and would no
longer be eligible to serve as Chairman of the Cable
Commission.

";Karen Giet indicated that she had contacted the Mayor and

John Coleman said however that if either Judd Strickland
or Rachel Toeppen were interested in the Chairmanship he
..would be in approval.

Judd Strickland indicated that he would not have time
to be the chairman as he is frequently out of town.
John Coleman added that George Frazier would be in the same postion,
and suggested that when the Mayor selects the new members she
keep in mind that one of them will be the Chairman.
Karen Giet suggested waiting until the members had been selected
and let the group select a Chairman. She indicated that
she had also talked to Trustee Farley and he felt that the
Chairman should be chosen by the group.
John agreed, and said that he felt the Mayor should just keep
in mind that one of them will probably be elected Chairman,
and not to be selected by the Mayor.
Karen Giet added that George Frazier had expressed an interest
in the Chairmanship, but would need to evaluate his availability,
as he was in the process of a job change.

V. GRANT AWARD APPLICANT (Joseph Krouchick
John Coleman explained that some confusion about the Grant
Program in regards to the Northwest Municipal Cable Council
Resource Center, was due to the fact that he was not aware of
limitations on the number of productions available through the,
Resource Center-. He explained to Mr. Krouchick that, -he would
personally serve as producer of Mr. Krouchick's prodction.
He asked that Mr. Krouchick rewrite his proposal under the old
format and that he would provide all of the neccessary support,
this all contingent on the Commission's approval.
Mr. Krouchick went on to explain to Rachel Toeppen an Joidd
Strickland what his play is about,. He also asked about:-p.rpmotion
of the program, if some funds were available to promote the
play. He mentioned that he was already written up in'.the Journal.
and that it was free publicity.

John Coleman said he still was unable to get in touch with the
seniors regarding their project, and said he would continue
to try.
He said he had talked to Joe Kolonowski and gone over some ideas
regarding the program for the Mount Prospect Police Association.
He said he would type up a formal proposal and send it to the
Cable Administrator's Office.
Karen Giet raised the question of whether the grant recipients
were still required to come to.,the Commission meetings and
formally present their ideas.
John Coleman it was his understanding that once a recipent had
been chosen by the Commission,- a contact from the Commission
would be appointed or would volunteer. They would be in contact
with the recipient and bring the idea before the Commission for a
vote.
Judd Strickland said he had still not contacted the ministerial
association. John mentioned he had a call in to them but had not
heard back as of yet.
Karen Giet said that Dave Price from the Park District had contacted
her and needed a new application.
:John Coleman said he had contacted George Frazier to let him
know the name of the person to contact at the Mount Prospect
Jaycees.
Karen Giet asked John Coleman what would happen to the group
that he was contact for, He said he

Karen Giet wanted to add that the projects should be ready
for production no later than October to allow Peggy Busch ample
time for completion, she also noted that all the available
production units for grants had been used, and any other grants
would have to follow the guidelines for non -Resource Center
grant productions.
Karen Giet wanted to know how the grantees were now being
notified. She suggested that if -.the grant .recipient:
had been notified and had not responded within six weeks that
they should be contacted and told that they will no longer be
eligible if they do not respond.
John. Coleman saidthat it appears that all the groups have
responded positively except for the seniors. He added that
he made contact with an individual went over some ideas that
they would like to see covered.. He said that each Commissioner
should find out who the "movers" and the "shakers" are in the
organization, contact them and get several concepts from them that
they would like covered in a program. The Commissioner should then
bring those concepts and ideas to the Commission for approval.
At that point, if approved, the idea and contact person can
be turned .over to Peggy Busch, who will take it to completion
from that point.
Karen Giet brought up promotion and said ideas should be considered
for different ways to promote.the grant program.
John Coleman said he felt this should be discussed when the
Commission was at a full level.
Newsletter Column
Karen Giet mentioned that John had written one article for
the Cableviews newsletter. She said the Cable Administrator's
office would like to continue this if someone from the Commission
would write an article, she added that all that would be needed
would be the information as it could be re -written by the printers
who put together the newsletter.
VII. NEW BUSINESS

John Coleman felt this too should be postponed for discussion
until new members are appointed.

VIII.. CABLE ADMINISTRATOR'S REPORT
Karen Giet reported that the Commissioner's program "Welcome
to Mount Prospect" had been re-edited as there were some technical
problems, and the program was completed if the Commissioners
wanted to view it.
IX. ADJOURNMENT
The meeting was adjourned at 7:49 P.M.
