MOUNT PROSPECT CABLE COMMISSION

I. CALL TO ORDER

The meeting was called to order at 7:10 P.M. Present
were: Judd Strickland, Rachel Toeppen, John Coleman,
and Bill Slatter, Assistant to the Cable TV Administrator.
Absent: George Frazier
II. APPROVAL OF MINUTES (February 27, 1986)
John Coleman noted in the previous minutes from the
February meeting that he did not intend to indicate
that Karen Giet had suggested a change in the meeting
time, but rather that she suggested setting a time limit.
(It was thought this would be accomplished by an earlier
start time.)
Judd Strickland noted that on page five of the minutes
from February 27, that a change should be noted on one
of the groups selected for a grant. The Ministerial
Association's correct name is the Mount Prospect Ministerial
Association and not the Northwest Ministerial Association.
The minutes from February 27 were approved.
III. OLD BUSINESS
A. Change of meeting date
It had been suggested by Karen Giet that the meeting date
be changed from the third Thursday of the month to an
alternate Thursday. Ms. Giet wishes to be present at
the Commission meetings, but a conflict arose due to her
various monthly meetings.

MOUNT PROSPECT CABLE COMMISSION
MARCH 20, 1986
I. CALL TO ORDER

The meeting was called to order at 7:10 P.M. Present

Thursday of the month so as to continue to receive infor-
mation from the N.W.M.C.C. meetings. All present agreed.
It was noted that the next meeting of the Commission would
be Thursday, April 24, 1986.
B. Grant Program
John Coleman said he had contacted Sgt. Kolonowski of
the Mount Prospect Police Department for the Police
Association, Reverend Hill from the Mount Prospect
Ministerial Association, and Fred Steinmiller from the
Mount Prospect Jaycees. He added that he told Reverend
Hill that Judd Strickland would be contacting him, and
informed Mr. Steinmiller of the Jaycees that George Frazier
would be contacting him.
John Coleman said he had not contacted the Mount Prospect
Conservatory, Rachel Toeppen said she would contact
Dave Price of the Mount Prospect Park District.
Judd Strickland wanted to know what was to happen next.
John Coleman said the next step would be that each of these
groups should have their ideas submitted for the next meeting.
C. Newsletter
John Coleman said that he would like to start a regular
column in the CableViews pull out of the Village newsletter.
He added that although he would provide a regular story,
that.any of the members wishing to submit an article
about the Commission should do so.
Rachel Toeppen asked if the Seniors had responded yet
on their being awarded a grant.
John Coleman said he had not heard anything further, but
would contact the group and hopefully have more to report
at the next meeting.
IV. NEW BUSINESS
John Coleman said that now that the new promotion for the
grant program was under way, the Commission should begin
to discuss the other items on the list of Goals and Objectives.

He added that he would like to begin by developing a list
of potential access users. Rachel Toeppen said she
had access to a list of social organizations. John
said he would contact Karen or Bill about putting together
a cover letter that could be sent to these groups along
with all the information about the grant program.
Rachel Toeppen wanted to know when more grants would
be available.
John Coleman said he felt the Commission should do this
series of programs first, mail out solicitations, and
hopefully get people to come back to the Commission if they
are interested and want to put together a program.
Judd Strickland said he would like to have an outline or
guide for the explanations to the recipients.that would
help to define and promote the grant program.
John Coleman proceeded to outline what he felt was the
best way to approach the groups.
1. Relate to the group that they are recipients of
a grant for producing a TV program. In this initial
presentation some positive things should be said about
the Commission, the grant program and why the group
was chosen.
2. Explanation of the grant, what they have received.
Explain the length of the program, areas that it
can cover, some ideas for the program, etc...
Judd Strickland wanted to know if the program could
endorse a cause. John Coleman felt that it could.
3.. Definition of Grant, what channels the program will
be aired on and that the group will be given a
permanent copy for in-house use.
4. Why the program is good for the organization; its free,
requires little effort on their part, and will
people that they can not now reach, and again that
they will have a copy of the program to use internally.

From this point, John said the group should pass along
their concept to the contact person designated them from
the Commission. The idea will then be examined at the
Connission meeting, and if approved will go to the Northwest
Municipal Cable Council Resource Center, where Peggy Busch
will then be the contact person for the group.
Judd Strickland wanted to know what the benefits of these
programs would be to the community.
John Coleman said he felt the benefits were that the
viewers at home could learn valuable information about
various groups in their community in an entertaining
fashion without having to leave their homes to do so.
John said he would be happy to develop a script for
the presentations to the grant recipients.
John Coleman asked that the Commission look at the five
areas listed.on the enacting resolution and choose an
item that they feel they would like to work with, and come
up with some ideas that may help them in representing that
area. He said at the next meeting he would like to then
develop ~these-f#,v TMareas--very.- specifically and some of the
individual goals and objectives that will come from them.
John Coleman indicated that at the last meeting he had
said he would contact the Mayor about adding more
Commissioners. He said he had not done that yet.
V.. ADJOURNMENT
The meeting was adjourned at 8:22 P.M. The next meeting
will be April 24, at 7:00 P.M.
