MOUNT PROSPECT CABLE COMMISSION
JULY 19, 1984
I. CALL TO ORDER
The meeting was called to order at 7:35 p.m. by
Chairman John Coleman. Present at the meeting were:
Michaele Skowron, Mary Wajer and Chuck Bennett. John
Ruckstaetter was absent. Also present at the meeting
were: John Bowman, Administrative Assistant to the
Village Manager and the following members of the
Community Access Producers Association: Dominic
Iodice, Vice President; Nancy Liggin, Secretary;
Michael Zadel, Treasurer and Sheila Ray, Trustee.
II. APPROVAL OF MINUTES
Consideration of the Minutes of the meeting of June 21,
1984 will be deferred to the August meeting.
III. NEW BUSINESS
Grantee Financial Statement
Staff presented a draft financial statement and progress
report for Grantee's use in complying with the Grant
Program Agreement. Under the terms of the Agreement,
Grantees are required to submit monthly progress reports,
including a listing of all expenditures. Mr, Bowman
explained that the proposed form contains sufficient
detail to ensure that all Grant funds are used properly,
yet is written in understandable language to allow
persons without a financial background to complete the
form. Commission members discussed various provisions
of the form and recommended changes as needed. It was
moved and seconded to adopt the Grantee Progress Report
form as amended. The motion passed 4-0.
Community Access Producers Association
Mr. Dominic Iodice of the Community Access Producers
Association described the nature and goals of the
organization, which include the promotion of equality
progranmiing and continued education for all community
producers in the. Cablenet area. Mr. Iodice explained
that the group reaches all community producers in the
area in addition to the approximately 100 organization
members.
The Association presented a brief overview of their
application for funds under the new Cable Grant
Program. Specifically, the Association has applied
for $500 which, along with personal resources and
matching funds, will be used to purchase a carpet,
ten two-sided flats and design materials to be used
in Association productions.
A general discussion ensued as Cable Commission members
asked questions regarding the proposed use of the stage
materials and of the organization itself. Michaele
Skowron asked what percentage of the group's member-
ship is Mount Prospect residents. Mr. Iodice stated
that nearly 20% of the membership resides in Mount
Prospect and added that all of the officers either
reside or work in Mount Prospect. Chuck Bennett asked
how the materials would be stored and how they would
be accessed by other Association members.
John Bowman pointed out that the nature of the request
is somewhat broader than was anticipated, since the
proposed stage materials would be utilized for a large
number of productions, rather than a specific program.
M,.,n-y Waj er and other Commissioners agreed that the
Grant application should specify a particular program,
even though in practice the materials may be used for
other programs as well. After a brief discussion on
upcoming Association productions, it was agreed that
the Association would use the purchased materials for
three public service announcements for the Village of
Mount Prospect. These announcements would consist of
one to five minute video spots to be aired between
Community Access Programs on Channel 21, and could be
aired on Channel 63 as well. The specific topic of
the Public Service Announcements will be selected
after discussions with Village staff. These public
service announcements would be broadcast over the
months of October, November and December of this year.
It was moved and seconded to award $500 to the Community
Access Producers Association for the purchase of stage
materials for three community service announcement
segments to air on Channels 21 and 63. The Motion was
approved 3-0 with one abstention.
IV. OLD BUSINESS
Promotional Activities
Cable Commission members presented a status report
on promotional efforts to date. Michaele Skowron
reported that Cablenet will include a brief article
in the Community Clips Section of the Cable Guide.
Chuck Bennett reported that a brief message appeared on
the Mount Prospect Civic Events Sign on July 5 through
July 9. John Coleman reported that he will work with
staff in sending informational materials to Village
organizations and stated that information will be
posted on the Library Bulletin Board. Also, Coleman
reported that a booth will be utilized during the Party
in the Park Festival later this summer in conjunction
with Cablenet to highlight community access prodLictions.
Information and application forms on the Grant Program
would be available at that time. . Mary r aj er presented
a draft of a promotional broc"bare. Chairman Coleman
will work with staff to have the final version printed
before the late summer Festival.
Cabe Coordinator Update
John Bowman explained the selection process for the
new Cable Coordinator, stating that the Village hopes
to have a Cable Coordinator on staff by mid-August.
