SAFETY COMMISSION

I. CALL TO ORDER,
The Regular Meeting of the Mount Prospect Safety
Commission was called to order at 7:31 PM

Lee Beening, seconded by Fred Tennyson, moved to approve the
Minutes of the Regular Meeting of the Safety Commission held
on October 5, 1992.
IV. !2ITIZEN9 TO BE' �HEARD
No citizens were present to be heard by the Safety Commission
(other than the citizens prepared to discuss the items on the
agenda)
V. OLD BUSINESS
A) Update on traffic signing at St. Raymond's School and
Church
Fred Tennyson reviewed with the Commissioner's the new stop
signs and speed zones that were installed on Milburn Avenue
and I -Oka Avenue near St. Raymond's School and Church.
He also introduced a new request to install No Parking signs
on I -Oka Avenue and Milburn Avenue (see attached letter). Mr.
Art Coy asked why the No Parking would be restricted from 7:00
AM to 8:30 AM only and not during the afternoon. Fred
Tennyson explained that parents dropped their children off
along I -Oka Avenue and Milburn Avenue in the morning and
picked up their children in the St. Raymond's parking lot in
the afternoon.
The Safety Commission voted to recommend to the Village Board
of Trustees that the parking restrictions on Milburn Avenue
between I -Oka Avenue and Elmhurst Avenue, and I -Oka Avenue
from Milburn Avenue to a point 180 feet south of Milburn
Avenue be amended as follows:
No Parking School Days 7:00 AM to 8:30 AM
2 Hour Parking 8:30 AM to 6:00 PM
The Safety Commission voted 8 0 to approve this
recommendation.
VI NEW BUSINESS
A. Parking Restriction on Busse Avenue
Fred Tennyson introduced the parking problems that exist on
Busse Avenue and Wille Street. Several of the citizens
present at this meeting discussed their concerns about the 8
hour parking along the north half of Wille Street, the 2 hour
parking along the south half of Wille Street, and along Busse
Avenue and the possible employee/owner parking at the Village
owned parking lot near the Sara Lee Store.
Upon the suggestions brought forth by the owners of the
Antique Center and by Fred Tennyson, Mr. Art Coy, motioned
that the Safety Commission recommend to the Village Board of
Trustees adopt the following parking changes on and around
Busse Avenue and Wille Street.
1.) Current 8 hour parking stalls on Wille Street be changed
to read "No Parking Before 8:00 AM. 8 Hour Parking 8:00
AM to 2:00 AM
2.) Existing 2 hour parking on Wille Street be changed to
read 3 hour parking.
3.) Install No Parking Before 8:00 AM Sign at the Village
owned parking lot near Sara Lee Store.
4) Install No Overnight Parking Sign on Village owned
parking lot near Sara Lee Store.
This motion was seconded by Andy Mitchell and was approved by
the Safety Commission 8 - 0.
B. Traffic Flow on Isabella Street/Owen Street and
Neighborhood.
Mr. Robert Pohlmann, from 112 N. Owen Street discussed the
current traffic and parking problem that exist on North Owen
Street. He indicated that an excessive amount of traffic
flows up and down Owen Street to and from the intersection of
Isabella Street and Rand Road. Mr. Pohlmann proposed closing
the Isabella Street entrance to thru traffic and issuing local
residents I. D. stickers. This sticker would allow local
residents to use the Isabella entrance.
The Safety Commission discussed the history of this problem
including the closing of Gregory Street entrance at Rand Road.
Andy Mitchell suggested a no left turn sign at the
intersection of Isabella and Owen for westbound traffic on
Isabella. He did acknowledge that this would only divert the
traffic to other north/southbound streets.
Mr. Lee Beening suggested that a questionnaire be sent to the
residents in the area with a list of recommendations to
correct the traffic problem on Isabella and Owen. He also
suggested that the Safety Commission defer this problem at
this time until Village staff could work on the problem.
C. Parking stalls on Emerson Street in front of Library
Andy Mitchell, seconded by Art Coy, motioned to recommend that
the Village Board adopt an ordinance for a No Parking
restriction from 260 feet south of Central Road to a point 475
feet south of Central Road on the west side of Emerson Street
in front of the Library. This no parking zone would include
one parking stall north of the book drop-off lane for the
library.
The Safety Commission voted 8 - 0 to approve this
recommendation.
D. Remove No Parking Restrictions on Highland Avenue and Elm
Street.
Art Coy, seconded by Chris Lenz, motioned to recommend that
the Board of Trustees remove the current No Parking 10:00 PM
to 6:00 PM restrictions on Highland Street between Maple
Street and Elm Street and the north half of the 500 block of
Elm Street These signs were originally installed because of
patrons to the Butch McGuires restaurant where parking on the
above mentioned streets. Now that the restaurant is no longer
present the signs are not needed.
The Safety Commission voted 8 0 to approve this
recommendation.
VII OTHER BUSINESS
Mel Both discussed the parking restrictions installed on the
600 block of South CanDota Avenue. The current parking
restrictions are NO Parking 6:30 PM to 11:00 PM. Several
homeowners called Mel Both about removing this restriction.
Fred Tennyson indicated that he would look into the matter.
In the meantime, Fred Tennyson recommended that the signs be
covered during the holiday season. This would allow guests to
visit the residents along CanDota during the 6:30 PM to 11:00
PM time period.
Having no further business the Meeting adjourned at 9:35 PM.
