SAFETY COMMISSION
May 5, 1986
I CALL TO ORDER
The regular Meeting of the Mount Prospect Safety
Commission was called to order at 7:30 P.M.

Present upon Roll Call:
Lee Beening, Chairman
Andrew Mitchell, Vice Chairman
Tom May, Secretary
Arthur Coy, Commissioner
Tom Daley, Police Dept.
Ed Cavello, Fire Dept.
Drew Johanson, Engineering
Also in attendance were: 17 persons in the audience
III APPROVAL OF MINUTES
Ed Cavello, seconded by Commissioner Mitchell moved to
approve the minutes of the regular meeting of the safety
commission held April 7, 1986..
Motion as passed unanimously.
IV OLD BUSINESS
A. A request from Mr. Phillippi, 440 Bob -O -Link Road, to
provide some type of traffic control in the Prospect
Meadows Subdivision was reviewed. The main complaint of
the 17 homeowners in attendance, was the number of
motorists who use Prospect Manor, Forest Ave. and
Elmhurst Ave. as a short cut between Rand Road and
Kensington Road.
This request had been tabled from the April 7, 1986
Meeting so the engineering staff could solicit the
opinions of the 160 +/- homeowners on the three options
discussed:
1. No Left Turn from Prospect Manor onto Rand
Road and No Right Turn from Rand Road onto
Prospect Manor between the hours of 6:00-10:00
AM and 4:00-7:00 PM., 7 days a week.
2. No Left Turn from Prospect Manor onto Rand
Road and No Right Turn from Rand Road onto
Prospect Manor, 24 hours a day - 7 days a week.
3. No changes to the existing traffic
restrictions.

Of the 160 questionaire's sent out 120,were returned
with the following results.
30 (25%) IN FAVOR OF OPTION 1
20 (16%) IN FAVOR OF OPTION 2
70 (58% IN FAVOR OF OPTION 3
Based on these results the Commission Members informed
the homeowner's present they could not recommend the
turn restriction for Rand Road and Prospect Manor.
Additional types of traffic controls were debated by
the homeowners including one-way streets, 20 MPH speed
limits, speed bumps and additional stop signs.
After considerable discussion the Commission Members
suggested the Prospect Meadows Homeowners Association
meet and discuss the various types of traffic controls
that would be acceptable to the majority of the home-
owners in the subdivision, and submit a signed petition
to the Village outlining their request for review.
Tom Daley, seconded by Drew Johanson - moved to recommend
reducing the speed limit to 20 MPH on all streets within
the Prospect Meadows Subdivision.
Motion was passed unanimously.
V NEW BUSINESS
A request from Mr. Hajduch, 220 S. I -Oka Avenue for a
Stop Sign at the intersection of Milburn an I -Oka Ave
was reviewed. Mr. Hajduch informed the Commission he
and his neighbors feel this intersection needs some
type of traffic control. Drew Johanson, stated the
view is being restricted by vehicles parked adjacent
to St.Raymond's School and recommended prohibiting
parking on all four approaches for 30 feet and the
installation of Yield signs on I -Oka Avenue at Milburn
Avenue.
Commission Members concurred Unanimously.
VI ADJOURNMENT
Having no further business the Meeting was adjourned at
9:30 PM.
