Emerson Mount Prospect, Illinois 60056 MOUNT PROSPECT SAFETY COMMISSION Minutes January 9. 1978 The regular monthly meeting of the Mount Prospect Safety Commission was held in the Village Hall on January 9, 1978. The meeting was called to order by Ben Scola, Chairman, at 7:35 P.M. Members present were: Andy Mitchell; Art Coy; Harold Abramowski; Officer Tom Daley, Mt. Prospect Police Department; and Mike Pekala, Village Traffic Engineer. Visitors to the meeting were: Fire Chief'Pairitz, Mt. Prospect Fire Department; John Burneson, National Safety Council; and Dennis Lederle, Mt. Prospect Journal. I. Ben Scola noted that the minutes for the December 5, 1977 meeting were written by Harold Abramowski, Secretary, and not Ben Scola, Chairman. Andy Mitchell moved, and Art Coy seconded approval of the minutes as written, with the change mentioned by Ben Scola. Motion carried. II. Mike Pekala submitted his report on required traffic control sinage he considered appropriate to alleviate traffic flow and parking congestion problems at Sunset School due to the Sunday use of the school by the Christian Assembly Church. He summarized the report by stating that after installation of "No Parking, Sundays from 8:30 A.M. til Noon" signs along the west side of Candota Avenue from Manawa-Trail to Golf Road, and on the south side of Sunset Road from Candota Avenue to Nawata Avenue, h•e has not received further complaints from the residents in the area. Mike will also install similar parking restrictions on the east side of WaPella Avenue between Manawa Trail and Sunset Road, if there appears to be a need for additional control. The Safety Commission agrees with the sign program, as installed by Mike, and recommends that the signs on Can Dota Avenue and Sunset Road be formally approved by the Board and be made a part of the appropriate sign schedule of the 1976 Village Traffic Code. III. Mike Pekala reported that right-of-way acquisition for widen- ing Lonnquist Boulevard between Meier Road and Crestwood Lane has not been pursued any further singe the last report. IV. Mike Pekala also reported that he was finalizing the 1977 accident report for the Village. He did mention that there were four fatal accidents last year, two at intersections and two mid -block. All the accident information will be available to the Safety -Commission at their next meeting. V. Mike reported the past TOPICS program is no longer being used by the Village to develop future projects. Those projects which originated in the TOPICS program currently under study or being considered for improvement have now been identified either as a Federal Aid Urban project, or as a local Village project. Ben $cola asked Harry Abramowski to explain, for the benefit of the visitors present, the program to date, how the seminar con- cept was originated, and the objectives of the seminar. After Mr. Abramowski's introduction, Tom Daley reported that most school complaints from the school to the Police Department deal with traffic control during inclement snow or rain Is weather conditions. He stated that the "Officer Friendly" program is being utilized by all schools within Mount Prospect which covers safety programs directly under the responsibility of the Police Department. Chief Pairitz of the Mount Prospect Fire Department next described the Fire Departments in-depth school presentation programs -designed to cover fire -related safety and prevention programs within the schools several times a year. He mentioned that if there were a need to be filled it would be with the handicapped students within the school districts, especially the deaf. He also mentioned that their program does not adequately reach the parents of the school children, which is a goal of the Fire Department. The Fire Department is willing to work with the Safety Commission on this project. John Burneson of the National Safety Council presented informational items on National Safety Council programs. He stressed bus safety as an area which requires constant training and education. He did mention that not all bus companies take advantage of the National Safety Council train- ing programs because they are privately owned companies not directly tied into the school districts. John distributed and briefly described numerous pamphlets and teaching aids available from the National Safety Council. At this point all agreed that a one -day Seminar/Workshop would fill a need in the community. Getting a good representa- tive attendance from each school in Mount Prospect will only be accomplished by a personal follow-up of a letter of invitation. Mr. Lederle of the Mt. Prospect Journal stated that the Village has members from both the Police Department and Fire Department who work continuously within the school districts who should be utilized for offering personal invi- tations to the various school administrators. All present agreed that the workshop will best be attended if personal invitations are offered. It was also recommended that the workshop not be limited to the principal or school administra- tor, but to any interested party from that school including School Boards. Final outcome of the discussion on the School Safety Seminar/ Workshop was: 1) the Seminar should be held on a Saturday and should take about 6 hours; 2) one-half of the Seminar L0 Mt. Prospect Safety Commission Minutes 1-9-78 Page 3. should be lecture and one-half should be group discussion format; 3) the Seminar should be offered to grammar schools, junior high schools, parochial schools, and the high schools within the Village of Mount Prospect; 4) have each of the Village Departments (Public Works, Police, and Fire) and the National Safety Council submit by the next regularly scheduled Safety Commission on February 6 an outline of their topic and the approximate time they feel they will need to adequately present the subject matter, through the Fire Department; 5) ask Mr. Burr Whitlock to assist the Safety Commission in developing a time, place, and all necessary arrangements for the Workshop; 6) through Lonnie Jackson and Ernie Dettmar, extend personal invitations to all the grammar, junior high, and parochial schools they would normally contact during the year. VII. Mike Pekala requested Safety Commission review of his memo- randum (attached) dated January 9, 1978 covering amend- ments to the Sign Schedule of the 1976 Traffic Code of the Village of Mount Prospect, due to improvements to Illinois Route 83 in the "S" curve area. Amendments deal with the elimination of several restrictive signs within the area which were in existence prior to the improvement. Mike pointed out that the signs have been removed from the site, but were still on the official Traffic Code Schedule. Art Coy moved, and Andy Mitchell seconded a motion to accept Mike's recommendations for the elimination of signs as stated in his report. Motion carried. There being no further business, the meeting was adjourned at 9:40 P.M. Harold J.
