MOUNT PROSPECT SAFETY COMMISSION
SEPTEMBER 11, 1978
The regular monthly meeting of the Mount Prospect Safety Commission
was held in the Village Hall on September 11, 1978. The meeting
was called to order by Ben Scola, Chairman, at 7:40 P.M. Members_
present were: Andy Mitchell; Art Coy; Harold Abramowski; Mike Goy,
Mt. Prospect Police Department and John Sauter, Engineering Technician.
OLD BUSINESS
1. The minutes of the May and June meeting were read and approved.
2. Ben Scola reported that Mike Pekala has been reporting routine
studies and recommendations directly to the Public Health and
Safety Committee as identified in paragraph 2 of the June 5,
1978 minutes. This proceedure appears to be working satis-
factorily and will continue to be followed. This will allow
the Safety Commission more time to discuss current issues re-
lative to Village safety.
3. A speed analysis on Route 83 at the S curve was conducted by
the Illinois Department of Transportation as requested by Art
Coy. The conclusion of the study was that the presently posted
speed limits on Route 83, both between Hiawatha and U.S. 14
(25 MPH) and between Hiawatha and Illinois 58 (35 MPH)
of access to Forest View High School during non -school hours
from the residential areas directly to the east. The Safety
Commission does not think that the six-foot barbed wire fence
would constitute a safety hazard or an attractive nuisance
improvement since the fence is essentially a extension of the
current fencing currently surrounding the Forest View High
School athletic field. Since no official request was made of
-, the Safety Commission no official vote was taken on this item.
NEW BUSINESS
1. Ben Scola presented a report on the proposed Kensington Center

development of the Northern Illinois Gas property located be -
tween Rand Road and Wolf Road just south of Kensington Road
I
for review and comments. John Sauter mentioned that Village
staff was currently reviewing the plan with reports due to the
manager by Thursday, September 14th. It was felt that theā¢
Safety Commission had sufficient time to review the report in-
depth and submit a summarized written statement to the Public
Health and Safety Committee as part of the October minutes.
John Sauter will make copies of the report available to commission
members as soon as possible to insure that adequate time is
available for review.
Both Art Coy and Andy Mitchell mentioned that Mike Pekala should
identify deficience in the newly constructed traffic signals
located at the intersection of Rand Road, Kensington Road and
Route 83 to the Illinois Department of Transportation prior to
are proper. The State did request that increased selective
enforcement of the speed zones be conducted by the Mt. Prospect
Police Department to insure the posted limits are being observed.
4. John Sauter reported that the "No Parking" recommendations for
the north side of Lincoln Street between William Street and
School Street approved by the Safety Commission in the June
meeting, has been implemente&.
5. Similarly, the existing 25 MPH speed limit on Prospect Avenue
between Maple Street and Mt. Prospect Road has been upgraded
to 30 MPH per the recommendations of the Safety Commission.
6. Ben Scola reported on the status of the development of Lonnquist
Blvd. between Clearwater Park and Meier Road, of the property
south of Lonnquist Blvd. The dedication of the south half of
Lonnquist Blvd. for roadway improvement is predicated upon.:the
development of that parcel of land. Since the owners of the land
does not plan to develop it within the near future the right-of-
way for Lonnquist Blvd. will have to be taken by the Village -'of
Mt. Prospect. Currently, this right-of-way acquisition has been
referred to the Public Works Committee.
7. Ben reported that the Public Works Department of the Village of
Mt. Prospect plans to construct a six-foot chain link fence
topped with several strands of barbed wire to enclose a municipal
park located near the intersection of Tamarack Dr. and Palm Dr.
,to minimize and to discourage the use of this area as a means
signal turn on. The deficiencies noted were that the optically
programmed traffic signal heads are not mounted high enough
to develop the proper signal display cutoff or zone of visual
influence.
There being no further business the meeting was adjourned at 9:45 P.M.
