ILLINOIS BE IT ORDAINED by the President and Board of Trustees of the Village of Mount Prospect, Cook County, Illinois: SECTION 1: That a local improvement shall be made in the Village of Mount prospect, Cook County, Illinois, the nauure, character, locality and description of which improvement is as follows: ~ ~~~ " . / "._--~-. ; J '* o That storm sewers with the necessary manholes, chambers, headwall and appurtenances be constructed in certain streets and easements in and adjacent to Hatlen Heights Subdivision in the Northeast 1/4 of Section 10 Township 41 North, Range 11 East of the Third PrinCipal Meridian, in the Village of Mount Prospect, Cook County, Illinois as.hereinafter described: The proper and detailed locations, s izef) elevations, points of connections to existing storm sewers, and other'data affeeting the installation . of the storm sewe.rs and appurtenances are more fully shown and described on the drawings attached hereto and by reference made a part hereof. c They are entitled: MOUNT PROSPEC T STORM SEWER IMPROVEMENT SOUTH WES T S TOR M SEWER SPECIAL ASSESSMENT NO. 70 and consists of 18 sheets. The location and size of each of the lines of storm sewer included in the improveluent ar e as follows: 1 " A seventy t~o (72) inch internal diameter reinforced concrete pipe sewer, from a point of connection to a proposed reinforced concrete head wall located ten (10) feet eas t of the eas t line of 'Bus s e Road and two hundred and five (205) feet south of south line of Bonita Avenue extended; thence westerly under the roadway of Busse Road a distance of eighty seven (87) feet to a point of connection to a propos ed junction chamber, located twenty three (23) feet east Of the west line of Busse Road and two hundred and five (205) feet south of the south line of Bonita Avenue extended. A thirty (30) inch internal diameter reinforced concrete pipe sewer from a point of connection with the northerly end of an existing twenty four (24) inch sewer located six (6) feet east-of the west line of Busse Road and two hundred and sixty five (265)'feet mor'e or less south of the south line of Bonita Av.enue extended, northerly a distance of fifty-four (54) feet more or less to the above stated junction chamber. A fifty four (54) inch internal diameter reinforced concrete pipe sewer, from a point of connection to the above stated junction chamber, northerly a distance of thirty one (31) feet to the downstream terminus of an existing fifty four (54) inch sewer located seven (7) feet east of the west line of Busse Road and one hundred and seventy (170) feet more or less south of the south line of Bonita Avenue extended. A sixty (60) inch internal diameter reinforced concrete pipe sewer, from a point of connection to the above stated junction chamber, northerly along a line parallel to and eighteen (18) feet eas t of the wes t line of Busse Road a distance of three hundred and seventy (370) feet to a proposed reinforced concrete junction chamber located sixteen (16) feet east of the wes t line of Bus s e Road and one hundr ed and two (102) feet north of the north line of Bonita A venue extended. 2 <~""- ~ A seventy tvyo (72) inch internal diameter reinforced concrete pipe ~ . s.ewer fiom-..a~J?~oint of connec tion to the las t descr ibed junction chamber, northerly a distance of thirty fou:r(34)feet more or less to a point twelve (12) feet south of the north line of Unit one (1) and two (2) of the Hatlen Heights Subdivision; thence westerly along 0; line parallel to and twelve (12) fe'et ,/ south of the north line of Unit one (1) and two (2) of Hatlen Heights Subdivis iOh, to a point ten (10) feet east of east line of Unit three (3) of Hatlen Heights Subdivision extended; thence northerly along a line parallel to and ten (10) feet east of the east line of Unit three (3) of Hatlen Heights Subdivision to a point thirty three (33) feet north of the south line of Grindel Drive; thence wes terly along a line parallel to and thirty three (33) feet north of south line. of Grindel Drive to a point fifteen (15) feet west of the eas t line of South Meier Road; thence southerly along a line parallel to and fifteen (15) feet west of the east line of South Meier Road to a point approximately four hundred and fifty six (456) feet south of the south line of Grindel Drive extended. A forty eight (48) inch internal diameter reinforced concrete pipe s ewer from a point of connection with the southerly end of the seventy two (72) inch reinforced concrete pipe sewer hereinabove described southerly along a line parallel to and fifteen (i 5) feet west of the east line of South Meier Road to a point seventy five (75) feet north of the south line of West Lincoln Street. 3 \ t \ \\ \ i. 4 .....".. \. .-",.",,'\ o Sewers and Appurtenances Sewers shall be constructed of reinforced c<:>ncrete sewer pipe con- forming to the following specifications and in accordance with detailed Plans attached hereto. Des cription The reinforced concrete sewer pipe shall be made in sections of not less than eight and one-half (8-1/2) feet in length and so formed that when the sections are laid together and joints filled with joint material they shall make a continuous and uniform line of pipe with a smooth and regular interior sur- face, and strength test requirements for the different strength classifications as shown On the following table. All pipes shall he marked with the date of their manufacture and no pipe shall be laid that is not at least fourteen (14) days old. Design Requirements The strength test requirements in pounds per linear foot of pipe under the three-edge bearing method shall be either the D-Ioad (test load expressed in pounds per linear foot per foot of horizontal diameter) to produce a 0.01 inch crack, or the D-Ioads to produce the 0.01 inch crack and the ultimate load as specified below, multiplied by the internal diameter of the pipe in feet. D-load to producA a O. 01 inch crack D-Ioad to produce the ultimate load Class I Class II Class ill Class IV Class V 800 1,000 1,350 2, 000 ~" 000 1,200 I" 500 2,000 3,000 3,750 Materials The reinforced concrete shall consist of Portland cement, mineral aggregates and water, in which steel has been embedded in such manner that the steel and the concrete act together. The aggregates shall be so sized and 5 so graded and proportioned and thorougW.y mixed in a batch mixer with such proportions of cement and water. as vv.i.ll produce a homogeneous concrete mix- ture of such quality that the pipe will conforni to the des ign requirements enumerated heretofore. The mixture shall contain not less than six U. S. Sti::mdard bags (94 pounds) per cubic yard of concrete. The minimum compres- sive strength of the concrete at the time of acceptance shall be as follows: Class I Class II Class III ,.. Class IV Clas s V 4,000 pounds per square inch 4, 000 pounds per square inch 4, 000 pounds per square inch 5,000 pounds per square inch 6, 000 pounds per square inch Cause for Rejection of Pipe Pipe shall be subject to rejection on account of failure to meet any of the specification requirements or on account of any of the following imperfections: 1. Fractu:'''es or cracks passing through the shell, except that a sin- gle end crack that does not exceed the depth of the joint shall not be cause for rejection. If a single end crack that does not exceed the depth of the joint .existsin more than 10% of the pipe inspected; however, the defective pipe will be rejected. 2. Defects which indicate imperfect mixing and molding. 3. Surface defects indicating honeycombed or open texture. 4. Spales deeper than one-half the depth of the joint or extending more than four (4) inches around the circumference exist in more than 100/0 of the pipe; however, the defective pipe shall be rej ected. 5. Exposure of the circumferential reinforcement indicating mis- placement of the reinforcement. Inspection All materials, manufacture of and finished pipe shall be subject to inspection at the factory, at the site plant, at the trench or other points of delivery by the Engineer for specification conformance. Rejected pipe will be plainly marked by the Engineer and shall be replaced by the Contractor with pipe which will meet the requirem.ents of these specifications without additional cost tothe Owner. Joints shall be made of the best quality tarred alnnila yarn (jute) and Portland cement mortar composed of one (I) part Portland cement and two (2) parts of clean graded torpedo sand. 6 \ ". \ ,", ,,' \. shall be of the tongue and groove type. Recesses shall not be deeper than tongue. Pipe shall be so fitted together and :r.natched that when laid a oath and uniform invert will be obtained. The joints shall be of such design t;:;;~~ey ~ill_r~l1""_leakage and . . '---....... --------..--.. infiltration to a minimum, as well as to prevent any appreciable irregularity in the flow line of the sewer. No joints shall be accepted where the finished work is not plainly visible for inspection. Types of joint shall be of a kind proven to be reliable in other installations and shall be approved by the Engineers. Corrugated metal pipe used for the construction of storm sewers, underdrains or culverts shall be 14 gauge galvanized sheet steel. 'Backfilling The material used in backfilling the trench around the pipe and to a depth of twelve (12) inches over the top of it shall be free from large stones. The backfilling shall be tamped in six (6) inchlayers up to twelve (12) inches . above the top of the pipe. Trench Backfill As directed by the Engineer, th.e Contractor shall. backfill trenches caused by the construction of sewers and manholes, which fall beneath or within existing street pavement, sidewalks, curbs and driveways, with sand, screenings, pit run gravel, crushed stone or pea gravel from the spring line of the pipe to th.e finished subgrade. The trench backfill shall be thoroughly JljettedlJ in a manner and with equipment satisfactory to the Engineer. Sheeting and Bracing Left in Place In locations indicated on the Drawings attached hereto, or as ordered by the Engineer in writing during actual construction, for purposes of safety, wood sheeting and bracing shall be left in place. Such sheeting and bracing shall be of sound timber. 7 , , Manhole Bases and Chambers Manhole bases for sewers 48 inches in diameter and larger, and man- hole chambers and precast l1TIl manhole bases., shall be constructed of rein- ~~e with details and to dimensions shown on the plans. ~--- ~--- --- Manholes and Catch Basins -----.--.~. Manholes and catch basins shall be constructed at the locations and to the details shown on the plans. Manholes for sewers 36 inches and under, catch basins, type A and type C, shall have precast concrete bases. The side- walls for manholes, manhole bases and chambers, catch basins, type A and type C, shall be of precast concrete ring construction conforming to ASTM C-478 specifications, of the diameter shown ,on the pl,?-ns. The manholes, catch basins, type A and type C, manhole bases and chambers shall, unless otherwise specified, be equipped with frame and lid, the combined weight of which shall be not less than five hundred forty (540) pounds, with open lids and five hundred ten (510) pounds with closed lids. Manhole frames and lids for all chambers, 72 inch and 60 inch dia- meter manhole bases shall be 36 inches internal diameter, as specified on the plans. All castings shall be fabricated of close-grained gray iron having a tensile strength of 20, 000 pounds per square inch and shall be smooth, true to pattern and free from projections, sandholes or blow holes. The concrete head wall, including fencing and grate, shall be con- structed at the location and to the details shown on the plans. The concrete shall be as hereinafter specified. Existing catch basins and inlets in the area of the proposed improve- ments shall be either filled with sand and abandoned or reconstructed, where indicated on the plans and as directed by the Engineer. o 8 ~ CONCRETE Mixing water shall be clean and shall be free of oil, acid or injurious amounts of organic matter, alkalies or other s.alts. Fine aggregate shall consist of sa.nd having clean, hard, durable, uncoated grains free from deleterious substances. One hundred percent (100%) shall pass a one-fourth (1/4) inch screen and ninety-five percent (95%) shall be retained on a 100 mesh screen. Not more than twenty percent (20%) shall pass a 50 Inesh screen. It shall be well graded from coarse to fine, and shall not contain more than five percent (5%) by weight of clay or loam, none of which shall be in lumps. When the aggregate is mixed with Portland cement in the proportions of one (1) part cement to two {2} parts fine aggregate by weight according to the standard method of making briquettes, the resulting mortar at the age of 7 and 28 days shall have a tensile strength of at least equal to that developed in the same time by mortar of the proportions and consistency, made of the same cement and standard Ottawa sand. Coarse aggregate may be broken stone or gravel. The broken stone or gravel shall be clean, hard, durable rock. It shall contain no organic or other deleterious matter and shall be free from soft, thin, elongated or la.mi- nated pieces. One hundred percent (100%) of the coarse aggregate shall pass a one and one-half (1-1/2) inch screen, and at least ninety-five percent (95%) shall be retained on a one-fourth (1/4) inch screen, with all intermediate sizes retained. These ingredients shall be mixed in a batch mixer, and the mixing shall continue until the same are uniformly distributed and the concrete is uniform in color and homogeneous, and sufficient water shall be added so as to produce concrete which can be spread into position with a template; but the o amount of water used shall not be sufficient to cause a separation of the coarse aggregate from the mortar in handling the concrete'; said concrete shall be of a consistency such that the mortar will flush to the surface under light tamping. 9 .' The mixing of said concrete shall continue in the drum of the mixer not less than one (1) minute, and the drum, shal~ be completely emptied before receiving material for th~ succeeding batch. The drum shall revolve at a rate of speed not less than twelve (12) revolutions per minute. The method of measuring the materials for concrete, including water, shall be one which shall insure uniform proportion of each of the lnaterials at all times. The cemeht mortar used in the connection pipe joints or for other purposes in this improvement shall be composed of one (1) part of Portland cement, and two (2) parts of fine aggregate. MISCELLANEOUS CONSTRUCTION Broken concrete rip rap shall be placed downstream and adjacent to the concrete headwall as detailed on the plans. The 54 inch reinforced concrete pipe sewer and the 24 inch corrugated metal pipe sewers, which are in the same location as the propos'ed 72 inch sewer, shall be removed off the site as directed by the Engineer. Existing driveways and street pavement shall be removed at locations where the construction necessitates such removal. The driveway and street pavement shall be replaced with crushed stone or gravel to the original width and thickness as directed by the Engineer. Existing driveways and street pavements shall be restored to their original width, thickness and constituents, except that minimum thickness standards shall be as follows: Bituminous Pavement Eight (8) inch thickness of crushed stone with 2-1/2 inch Bituminous Concrete ,Class I Surface Bituminous Driveway Six (6) inch thickness of crushed stone with 2 inch Bituminous Concrete Class I surface Stone Driveway Eight (8) inch thickness Gravel Driveway Eight (8) inch thickness Cinder Driveway Eight (8) inches of stone or gravel 10 ,"_,', ,-. .' ~--~' ... A temporary roadway shall be constructed along Busse Road to- the details, dimensions and materials shown on the plans. Existing sidewalk, concrete curb and. gutter shall be removed and replaced to the same dimensions and rra terial as that removed, as necessary to facilitate the construction of the new storm sewers where indicated on the plans and as directed by the Engineer. Existing sanitary sewers and! or house sanitary services which inter- fere with the proposed improvements shall be relaid and! or adjusted as directed by the Engineer. All material necessary for such reconstruction shall be equivalent to that used in the original construction of said sanitary sewers or services. Where directed by the Engineer, existing water mains and water ser- vices shall be raised or lowered. The material necessary for such adjustment or relocation shall be equivalent to that used in the original construction of said services pipes or water mains. Steel plate beam guard ra:il shall be removed and reconstructed along Busse Road where indicated on the plans. Existing trees and stumps interfering with construction of this improve- mEmt shall be removed as directed by the Engineer and disposed of off the site of the improvement. Stumps and roots shall be removed to a depth of twelve (12) inches below the bottom of sewer trench. Where roots are removed below the sewer trench, the space so created shall be filled with sand, firmly compacted in layers not to exceed four (4) inches. Existing trees six (6) inches in diameter and over that interfere with the proposed improvement, or as directed by the Engineer, shall be removed. All grass areas disturbed by the proposed improvements shall be restored with topsoil and seeding or sod, as directed by the Engineer. Seeding and sod shall e be of the same variety as that removed during construction. In areas to be seeded, the topsoil, organic material shall be not less than four (4) inches. 11 ~ The cast iron pipe sewers and force main shall be American Standards Association thickness class 22 of the diameter indicated on the plans. Crushed rock or gravel refill shall'be placed under sewers to replace unsuitable material,' as directed by the Engineer. The gradation of the crushed rock or gravel refill shall be as follows: Sieve Size Percent Passing 1-1/211 100 III :95 " ~ 45 No.4 5' Formed concrete with reinforcing steel for structural changes shall be as hereinbefore specified for concrete; reinforcing steel shall be of the size and dimensions approved by the Engineer, conforming to American Society of Testing Materials Designation A-305. Miscellane'us hand excavation and miscellaneous laborers' time may be ordered in writing by the Engineer during construction operations. All materials shall be of the best quality, suitable for the purpose to which they are intended to be used, and subject to the appro-va,l of the Board of Local Improvements of the Village of Mount Prospect, illinois. \, 12 ~. \ . '. That t.he owners of parties interested in the property assessed in this improvement shall have the right to connect to said sewers subjeet to the reasonable regulations of the Village. For the purpose of this improvement, construction easements and easements and the perpetual right and privilege to oonstruot, maintain and repair said sewers, under and across the following described property, shall be obtained by condemnat~on. . , PERMANENT EAS;EMENT For drainage purposes on the following described property: The '\Vest 15 feet of the South 455.83 feet of Lot B in Kirchhoff's Subdivision, being a subdivision of Parts or Section 10, Section 11, Township 41, Range 11, East 01 the Third Principal lv1eridian, and Section 33, Township 42, Range 11, East of the Third Principal Meridian, in Cook County, Illinois, as per Plat thereof recorded May 22, 1917 as Docum.ent No. 6117296. , " PERMANENT EASEMENT For drainage purposes on the following described property: The North 20 feet of Lots, 1 through 13. i,nelusive, in Block 1, Lots 1 through 9. inclusive. and Lot 12. in Block 2. in Hatlen Height:5 Unit One.. being a subdivision in the South Half of the Northeast Quarter of Section 10, Township 41, Range 11, East of the Third Principal Meridian. as per Plat thereof recorded on August 17, 1955 as Document No. LR1614665 in Book of Torrens Plats 45 on Page 34. " SECTION 2: That the recommendation of the Board of Local Improvements of the Village of Mount Prospect, providing for the improvement, and the estimate of the cost thereof made by the President of the Board of Local Improvements, both hereto attached and made part hereof, be, and the same are hereby approved. SECTION 3: That said improvement shall be made and the whole cost thereof, together with an amount not exceeding six per cent (6%) of the estimated cost, to-wit: SIX HUNDRED TWENTY-EIGHT THOUSAND. ONE HUNDRED SEVENTY-FOUR DOLLARS AND THIRTY-FOUR CENTS ($628,174.34), which is hereby provided for to apply towards the cost and expense of making, levying and collecting said special assessment and all other expenses allowed by law, being the amount included in the estimate thereof, shall be paid by special assessment, in accordance with the Illinois Municipal Code, Article 9, Division 2, and amendments thereto. SECTION 4: That the aggregate amount herein ordered to be assessed to pay the cost of said improvement against the property and against the municipality, if any, and also the assessment on each lot and parcel of land herein assessed, shall be divided as follows: So much of the aggregate amount of the assessment as represents the cost of the construction and making of the improve- ments herein provided for shall be divided into ten (10) install- ments in the manner provided by statute in such case made and provided. -2- ;rt, II IT IS HEREBY made the duty of the Board of Local Im- provements of the Village of Mount prospect, to file in the Office of the Clerk of the Court in which such assessment was confirmed, a certificate signed by the Secretary of the Board of Local Improvements of the Village of Mount Prospect of the date of the first voucher and the amount of the said voucher, within thirty (30) days after the issuance of the said voucher. So much of the aggregate amount of the assessment as represents the compensation for property taken or damaged, easements acquired, together with the cost of making and col- lecting the special assessment and all expenses allowed by law, shall be apportioned to the first installment of the said special assessment. The first installment shall be due and payable upon delivery of the warrant by the Clerk of the Court in which this proceeding is filed. The second installment of the said assess- ment shall be due and payable on the second (2nd) day of January next after the date of the first voucher issued on account of work done if the uncollected portion of the first installment shall have been returned delinquent to the authorized county officer as pro- vided by law, but if the same shall not have been returned delinquent, then the second installment shall become due and payable one (1) year after said second (2nd) day of January. The third and subsequent installments shall be due and payable respectively at successive annual periods after the second installment becomes due and payable. All installments shall bear interest until paid at the rate of seven per cent (7%) per annum, being the~.rate now permitted -3- , \. l \ ~ ~ , III .... by law. Interest shall begin to run in accordance with the Illinois Municipal Code, Article 9, Division 2, and amendments thereto. Interest on such first installment shall be due and payable and shall be collected at the same time as such first installment. Interest on the second and succeeding installments shall be due and payable and shall be collected with the instal~ ments respectively as in said Code relating to special assessments provided. SECTION 5: That for the purpose of anticipating the collection of the second and succeeding installments of said assessment for the cost of said improvements, the Village of Mount Prospect shall issue bonds payable out of said installments, bearing interest at the rate of seven per cent (7%) per annum, being the rate now permitted by law, signed by the President of the Board of Trustees of the Village of Mount prospect, and attested to by the Village Clerk of said Village. Said bonds shall be issued in accordance with and shall in all respects con- form to the provisions of the Illinois Municipal Code, Article 9, Division 2, and amendments thereto. SECTION 6: That the President of the Board of Trustees of the Village of Mount prospect be, and he is hereby directed to file a petition in the Circuit Court of Cook County, Illinois, praying that steps may be taken to ascertain the just compensa- tion to be made for private property taken or damaged and easements to be acquired for the said improvement and to ascertain what -4- 10 .;olJ II ,,"'''r property will be benefited by said improvement and the amount of such benefit~ and also that steps be taken to levy a special assessment for said improvement; in accordance with the provisions of this Ordinance, and in the manner prescribed by law. SECTION 7: That all ordinances, or parts of ordinances, in conflict with this ordinance, be, and the same are hereby repealed.
