4.2 Make Mount Prospect Count: 2020 Census
Information
The 2020 Census officially kicks off on March 12., and the Village is undertaking several initiatives to spread the word
and help facilitate participation. The 2020 population numbers will shape how political power and federal tax dollars
are shared in the U.S. over the next 10 years. It is extremely important to the Village that the Census accurately
reflects our population count as those numbers determine government resource allocation to support infrastructure,
schools, hospitals, and hundreds of social service programs. The data is also used to determine the number of
legislative seats Illinois has in the U.S.. House of Representatives., it influences legislative district boundaries in the
State, and affects economic development as employers use Census data to determine business location and
expansion.
The purpose of the 2020 Census is to conduct a count of the population plus other housing and demographic
questions (no citizenship questions). The data will be disseminated and presented to the President,, the states,, and
the American people. The goal of the 2020 Census is to count everyone once, only once, and in the right place. Most
of the questions will be similar to what census forms have asked for in recent counts:
• The number of people living or staying in a home on April 1, 2020.
• Whether the home is owned with or without a mortgage, rented, or occupied without rent.
A phone number for a person in the home.
The name, sex, age, date of birth and race of each person in the home.
Whether each person is of Hispanic, Latino or Spanish origin.
The relationship of each person to a central person in the home.
The Village successfully applied for and was awarded $40,,000 in grant funds for Census related efforts. To date,
atives include the following:
• Residents can participate using the online portal on the monitor of the kiosk.
• Census kiosks will be available at: Village Hall, the Mount Prospect Park District RecPlex, and the River
Trails Park District Marvin S. Weiss Community Center.
• A rotating kiosk will be available at the following locations: Hanul Family Alliance,, Centennial/Ardyce
senior housing facility,, Alden Mount Prospect Horizon facility, and Huntington Towers.
Computers available for participation
® Other locations that will have computers available for online participation include: the Mount Prospect
Main Library, the Mount Prospect South Branch Library, the Community Connections Center, and Prospect
High School.
• The public will be able to visit any one of these locations (kiosk or computer locations) to complete the
2020 Census if they do not have a computer at home.
Mass Mailing
o The Village., in partnership with the Main Library,, has designed a postcard encouraging participation and
indicating ways to obtain resources for any Census related questions. The mailing has gone to every

household in the Village.
Banners/Posters
o The Village and MECO Consultants partnered to design a flagship logo for Census initiatives, in addition
to banners that will be displayed at strategic locations. Locations include: A large banner on Village Hall,
streetlight and pedestrian pole light designs within the right-of-way (ROW) in the downtown and the
AlgonqBusse/Dempster triangle, Mount Prospect Main Library,, Community Connections Center, and
at each kiosk location.
Census Video
o In partnership with the Mount Prospect Main Library, the Village created an informational Census related
video which explains why the Census is important., increases awareness about the Census, and informs
residents where they can go in the Village to participate and receive help in filling it out. The video is
available in English and Spanish and can be viewed on the Village website and on YouTube.
Other Marketing Initiatives:
® An aggressive social is campaign (Inst agram,, Twitter, Farebook, YouTube) that highlights Census
facts, upcoming Village related census events, and what the Village is doing.
® Village Newsletter blurbs and information regarding the Census upcoming timeline.
® Hard copy handouts around Village Hall,, the Mount Prospect Main Library,, Community Connections
Center
., the Mount Prospect South Branch Library, the RecPlex,, other downtown and south Mount
Prospect businesses, and south Mount Prospect multi -family developments.
® Periodic press releases.
• Newsletter emails.
Open Houses/Community Outreach
• The Main Library has had several Census hiring events intended to solicit potential employees as futurC
canvassers of households within the Village.
• The Village and theCensus Bureau will have hosted a 'Census Class' informational session at the
Community Connections Center on March 9th. Attendees will get their Census related questions
answered and will receive information on the Census timeline and FAQs the Village and Census Bureau
has answered. Staff will be able to answer in attendees in English and in Spanish.
• The Main Library is planning a Census Day event on the nationwide Census Day, April 1st. The event will
be an informal open house and participants will receive a prize for participating. The Village is planning a
Census Day event in partnership with the Community Connections Center to encourage participation and
help residents fill out the form.
• The Village will have signage, handout materials, and staff at the upcoming Irish Fest,, April 17th and
18th.
• The Village has also given/will give presentations at the Chamber of Commerce monthly breakfasts,
Interfaith Council,, and Community Connections Center to brief businesses,, faith based stakeholders, and
staff on Census initiatives and the upcoming timeline.
Census Related Programs
• The Village participated in the New Construction Census program, and is able to add all units from the 20
West and Park Terrace developments to the Census Count even though the developments are not fully
occupied.
• The Village also participated in the Boundary Annexation Program., and will be able to count the Birch
Manor development in the 2020 Census.
• In addition to the aforementioned grant funding, the Village applied for a 2nd round of funding., primarily
for additional signage around town.
The Census Bureau has designated two 'hard to count' census tracts within Village boundaries, both on the south side
of the Village. In 2010, Census Bureau statistics indicated a decrease in the overall population from 56,265 in the
2000 to 54,167 in 2010. It was determined an undercount occurred primarily on the south end of town. This supports
the Census Bureau's designation of the 'hard to count' census tracts on the south side., which on average only had
68% of households participate in 2010. It is the Village's goal to increase engagement of these households for 2020,
and deploy necessary resources to these areas utilizing the Community Connections Center, South Branch Library,
other south side partners.
The Census Bureau is expected to announce the new population counts by Dec. 31,, 2020. That is deadline for sending
to the president numbers for the reapportionment of congressional seats, which goes into effect beginning with the
2022 elections. 2020 Census data used for state and local redistricting are set to be released by March 31,, 2021. The
Bureau is planning to release other new census data beginning in spring 2021.
