The relocation of the Police Headquarters to 799 Biermann Court (now 911 E. Kensington Road) and the Fire
Headquarters to 111 E. Rand Road is expected to be completed early this summer, leaving the existing Village -owned
Police/Fire Building located at 112 E. Northwest Highway vacant and available for redevelopment. In anticipation of
this vacancy, the Village issued a request for proposals (RFP) for the redevelopment of the Police/Fire Building in
September 2019. The RFP was advertised on the Village website and e-mailed directly to a number of experienced
development firms. The deadline for submittals was October 22, 2019. The RFP was well-received by the development
community; staff received complete responses from Greystar and the joint team of First Equity and Harlem Irving.
The combined team of Stonestreet Partners, Murphy Development Group, and Bradford Real Estate Companies
submitted a partial response to the RFP.
The three proposals were evaluated by a selection team of staff from the Village Manager's Office and Community
Development Department. The team chose to interview all responding candidates as each of the three submittals
were unique in scope and design. While all three of the proposals included the Village's property, each of the
proposals incorporated different adjacent parcels into their proposals. They also varied from each other in building
scale, in the amount of retail provided and in the amount of proposed amenities offered to prospective residential
tenants. Following the initial staff interviews, the Village invited the two teams that submitted complete proposals to a
closed session meeting on November 12, 2019 to provide overviews of their proposals to the Village Board. After
vetting both proposals, the Village Board directed staff to work with the Greystar team to address outstanding issues
and to move their proposal through the zoning entitlement process.
Summary of the Greystar Proposal
The Police/Fire parcel at 112 E. Northwest Hwy and the parcel at 111 E. Busse Avenue,, commonly known at the
"Chase Bank Builidng",, are the two largest parcels on the block referred to as "Block 56". Of the two complete RFP
submittalsf the Greystar proposal is the only to include the redevelopment of 111 E. Busse Avenue; redevelopment of
this site is a top priority within the Village's Strategic Plan. The Chase Bank building is 58% vacant and the parcel it
sits on is immediately adjacent to the Police/Fire parcel, lending the opportunity to redevelop both in a unified
manner. The inclusion of the Chase Bank Building parcel, the scale of the development at 4 stories in height, the
planned 8,250 square feet of retail/restaurant space and the proposed public plazas set the Greystar submittal apart
• the First Equity/Harlem • submittal.
Greystar is proposing a highly amenitized mixed-use building,, which includes approximately 250 apartments,
8,250 square feet of commercial space, an outdoor public plaza located on the northwest corner of the site (near
Emerson St and Busse Ave), and a first responders" memorial plaza at the southeast corner of the site (near
Northwest Hwy and Maple St). The proposal would be a transformative project, taking an underperforming office
building and soon -to -be -vacated public building and creating a vibrant mixed-use development in the core of the

Village staff will make a brief presentation at the March 10,, 2020 • • the Whole meeting, highlighting the
steps that the Village took to get to this point in this process. Greystar will then provide a background on their
company,. an overview of their proposal for the redevelopment of the Police/Fire Building and Chase Bank Building
properties. The Village Board, staff and Greystar will be available to address questions or comments from the public.
As part of the zoning entitlement phase, this project requires a public hearing in front of the Planning and Zoning
Commission, with final review from the Village Board. The target date for the public hearing is May 2020.
Alternatives
1. Discuss the RFP response by Greystar for the redevelopment of Block 56, including the Village -owned parcel at 112
E. Northwest Hwy.
2. Action at the discretion of the Village Board.
