HomeMy WebLinkAbout 4.3 MELAS-MEADOWS BRIDGE PROJECT UPDATE4/28/2020 Agenda Item Details Meeting Category Subject Access Public Content "70= BoardDocs® Pro On April 3, 2018, staff presented the Village Board a recommendation to award Burns & McDonnell consulting engineers of Itasca., Illinois, a Phase 1 Engineering Services contract for the Melas-Meadows Bridge project. The closest pedestrian crossing to the project location is approximately 2/3 of a mile away at Central Road. This limitation discourages residents from biking and walking in the Village., as the Union Pacific Northwest Line and Northwest Highway are significant barriers to north/south travel. This presents significant safety hazards. Background information for this recommendation is attached. In summary,, the primary focus of the study is to analyze various bridge designs and solicit input from stakeholders. Ultimately, work product from the Phase 1 study will be utilized to secure grant funding for design and construction of the bridge. Grant funding for this project is unlikely without completion of Phase 1 engineering. Following deliberation at the April 3 meeting, the Village Board tabled discussion of the matter and instructed staff to work with the partners, particularly the Mount Prospect Park District and the Arlington Heights Park District., to garner external financial support for the Phase 1 Study. Subsequently, a draft Intergovernmental Agreement (IGA) (attached) was prepared and a meeting was held with the partner agencies on June 21, 2018. Participating agencies included Township High School District 214,, Mount Prospect School District 571 Mt. Prospect Park District., Arlington Heights Park District,, Village of Arlington Heights,, and the Village of Mount Prospect. A copy of the meeting minutes as well as a copy of the PowerPoint presentation used during the meeting are attached. The IGA suggested a cost share arrangement of $20,700. Subsequently, each partner representative discussed the proposed project and IGA with their respective governing boards. The results are that the Village of Arlington Heights, theArlington Heights Park District,, Mount Prospect School District 57, and Township High School District 214 will not sign the IGA or participate in the cost of the Phase 1 Study. The Mount Prospect Park District responded they would participate only if all other partners also participated at an equal share of the cost. https://go.boarddocs.com/il/vomp/Board.nsf/Public 1/2 4/28/2020 BoardDocs® Pro Staff has recently been in contact with Burns & McDonnell representatives regarding this project. The firm has verbally indicated they will still honor their 2018 technical and cost proposals for the Phase 1 study. That is, Burns & McDonnell will perform the Melas-Meadows Bridge Phase 1 Study for a cost not to exceed $124,131.36 (no fee increase or scope of work reduction). [t is the opinion of staff that the project remains worthy and should be developed through Phase 1 engineering. Notably, the attached video clip collected by the Mount Prospect Police Department dramatically portrays the magnitude of the problem and provides a greater appreciation for potentially dire consequences. Staff also proposes that subsequent project development, including design engineering, construction, and construction engineering,, be contingent upon receipt of adequate grant funding or partner participation. Appropriate staff will be on hand to present this update and facilitate discussion. If the Village Board indicates support, staff will re -introduce the award recommendation for Burns & McDonnell at the February 18 Village regular meeting. Alternatives 1.
